Russia appears to have suffered devastating losses amongst mid- and junior-ranking officers in its conflict with Ukraine, raising the prospect of weaker military effectiveness in future, Britain's defence ministry said on Monday.

Brigade and battalion commanders were probably deploying to the most dangerous positions while junior officers have had to lead low-level tactical actions, the ministry said on Twitter in its latest Defence Intelligence update.

"With multiple credible reports of localised mutinies amongst Russia's forces in Ukraine, a lack of experienced and credible platoon and company commanders is likely to result (in) a further decrease in morale and continued poor discipline," it said.

The loss of younger officers was likely to exacerbate Russia's problems in modernising its military command and control, the ministry said.

"More immediately, battalion tactical groups which are being reconstituted in Ukraine from survivors of multiple units are likely to be less effective due to a lack of junior leaders," it said.

Russian forces intensified attacks on Monday to capture Sievierodonetsk, a key city in Ukraine's southeastern Donbas region which Moscow is targeting having failed to take the capital Kyiv early in the war.

EU leaders agreed on Monday (May 30) to ban most imports of Russian oil to the 27-nation bloc as Ukrainian and Russian forces battled on the outskirts of Sievierodonetsk, the last city still held by Kyiv in Ukraine's strategic Luhansk province.

European Council President Charles Michel said on Twitter the ban, agreed at an EU summit in Brussels, would immediately cover more than two thirds of oil imports from Russia "cutting a huge source of financing for its war machine".

EU leaders meeting in Brussels also agreed to cut off the largest Russian bank, Sberbank, from the SWIFT system and to ban three more Russian state-owned broadcasters, Mr Michel added.

The leaders said they had agreed to cut 90 per cent of oil imports from Russia by the end of this year, resolving an impasse over the bloc's toughest sanction yet on Moscow since the invasion of Ukraine three months ago.

They agreed that the oil embargo would include exemptions for Hungary - a landlocked country that relies heavily on crude piped from Russia and which had been the main obstacle to a deal - and others concerned about the economic impact of the move.

Shortly before the announcement, Ukrainian President Volodymyr Zelensky said the situation remained "extremely difficult" in the Donbas region, where Russia has focus of its military effort after failing to capture Ukraine's capital, Kyiv, in March.

Mr Zelensky had called the EU too soft on Moscow when it appeared leaders would not reach an agreement on the oil ban.

Earlier, in Washington, President Joe Biden said the United States would not send Ukraine rocket systems that can reach into Russia, a decision Russian Security Council Deputy Chairman Dmitry Medvedev called "rational".

Russia has been seeking to seize the entire Donbas region, consisting of Luhansk and Donetsk, another province Moscow claims on behalf of separatist proxies.

Capturing Sievierodonetsk and its twin city Lysychansk on the opposite bank of the Siverskyi Donets river would give Moscow effective control of Luhansk and allow the Kremlin to declare some form of victory after more than three months of death and destruction in Ukraine.

But by focusing on a battle for the single small city, Russia could leave other territory open to Ukrainian counterstrikes.

In his nightly address, Mr Zelensky said the Donbas situation "remains extremely difficult" and said the Russian army was "trying to gather a superior force to put more and more pressure on our defenders".

"The Russian army has now gathered there the maximum combat power," he said of Donbas as a whole.

Kyiv said that in recent days, its forces pushed back Russian troops to defensive positions in Andriyivka, Lozove and Bilohorka, villages on the south bank of the Inhulets River that forms the border of Kherson province, where Moscow is trying to consolidate control.

"They use the same tactics over and over again. They shell for several hours - for three, four, five hours - in a row and then attack," he said. "Those who attack die. Then shelling and attack follow again, and so on until they break through somewhere."

With temperatures rising, there was a "terrible smell of death" on the outskirts of Sievierodonetsk, Mr Gaidai said.

A French journalist, Mr Frederic Leclerc-Imhoff of television channel BFM, was killed near Sievierodonetsk on Monday when shelling hit the vehicle he was travelling in during an evacuation of civilians. French Foreign Minister Catherine Colonna, who was visiting Ukraine, demanded an investigation.

The EU failed on Sunday to agree on an embargo of Russian oil, but diplomats but will still try to make progress ahead of a Monday-Tuesday summit on an exemption for pipeline deliveries to landlocked Central European countries, officials said.

However, a senior EU diplomat said there was "still too much detail to sort out" to hope for an agreement before European Union leaders gather in Brussels on Monday afternoon.

The proposed sanctions on oil imports is part of the European Union's sixth sanctions package on Russia over its invasion of Ukraine.

The package includes cutting Russia's biggest bank, Sberbank, off from the SWIFT messaging system, banning Russian broadcasters from the EU and adding more people to a list of individuals whose assets are frozen and who cannot enter the EU.

The whole package has been held up by Hungary, which says an oil embargo would be a body blow to its economy because it cannot easily get oil from elsewhere. Slovakia and the Czech Republic have expressed similar concerns.

Talks on the oil embargo have been going on for a month with no progress and leaders had been keen to reach an agreement for their summit to avoid looking disunited in their response to Moscow.

To break the deadlock, the European Commission proposed that the ban applies only to Russian oil brought into the EU by tankers, leaving Hungary, Slovakia and Czechia to continue to receive their Russian oil via the Russian Druzhba pipeline for some time until alternative supplies can be arranged

Budapest supports this proposal, officials said, but talks on Sunday snagged on EU financing that Hungary wants to boost oil pipeline capacity from Croatia and to switch its refineries from using Russian Urals crude to Brent crude, officials said.

This will be discussed by EU envoys on Monday morning along with the problem of how to ensure fair competition given the higher prices that member states reliant on shipped Brent crude would face as a result of the sanction.
