In Kano Emirate, there are 3 hawans (Durbars) during a Sallah celebration. Hawan bariki, hawan Daushe and hawan nassarawa. The first two are limited to the old city of Kano around the palace on the 1st and 2nd day of Sallah and they were held successfully. It is the third that take place on the 3rd day that takes the emir out of the old city gates to the newer parts of the city like fagge, sabon gari, up to government house in nasarawa. It is the only occasion that the governor is required to make a speech in response to emir’s homage.

Given the routes to be taken by the emir, what once happened to his predecessor Ado bayero on that route and in the light of current face-off between the palace and the government, the security alert may not be far-fetched.

Also note that Kano anti-corruption agency just before the sallah holidays indicted the emir and recommended his suspension to allow for further investigation. The governor is expected to decide on that recommendation in the next few days. Their meeting in today’s durbar (now suspended) would have been awkward.

All the decades that southern Nigeria has been calling for political restructuring to fiscal federalism with State police, northern region refused.

S 214 (1) of 1999 Const states: "There shall be a police force for Nigeria, which shall be known as the NPF, and subject to the provisions of this section no other police force shall be established for the Federation or any part thereof."

This is why the NA matters a lot and why saharareporters are liars
It is not only National Assembly matter. The constitution has to be amended which means at least 24 states house of assembly must also consent before it goes for presidential assent.

What are the ‘certain conditions’ to be met for a direct subsidiary where a company does not have majority shareholding or have control of another?

Do you have authority to be cited for the fabled 35%?

NNLG is not a subsidiary of NNPC and its account is not a part of the consolidated financial statements of nnpc. Period.

Actually, NNPC owns 49 percent shares in NLNG. It has controlling shares in NLNG. Therefore, NLNG is a subsidiary of NNPC.

The only issue is that while NNPC has 100 percent controlling shares in subsidiaries like NPDC, PPMC et al and have full control of these subsidiaries' operational and administrative frameworks, its control of the operational and administrative frameworks in NLNG is limited to its 49 percent shareholding. Other companies like Total, Shell and ENI with minority shares have stakes in NLNG too.
NLNG is not a subsidiary, but associate company of NNPC. NNPC is not even the operator of the company, it has the highest shareholding of 49% but not a majority.

Technically, you need 50%+1 shareholding and/or have control of a company for it to be your subsidiary. NNPC has neither. The highest post it can fill there is Deputy Managing Director.

The constitution will have to be amended first. We can't escape the fact that the country needs to be restructured.
The constitution doesn’t need amendments in this regard. NFIU acted within its powers. It did not give instructions to any state or local government. The instructions were given to the financial institutions that are within its purview. The penalties that it stipulated for contravention are against the banks that refused to comply. A bank can choose to disobey and pay the 100% fine of the amount involved.

This is akin to USA imposing economic sanctions against a country. It cannot directly force another nation to enforce the sanctions on its enemy but what it does is to extend the sanction to any financial institution that help in breaching the economic sanction. Since almost all financial institutions need USA, they will comply and thus force the whole world to help USA implement the sanction.

It is very possible that sort of fraud happens. If it's from IT dept, the uni won't know quickly. Covenant's school fees is not exactly flat, so the university can only predict it's income. For instance, a particular class may have some students paying 853k, another student paying 830k, another 825k - most parent never check the breakdown as CU never really offers a breakdown.

My roommie who was also my coursemate always had close to 70,000 more to pay than myself every year. I drew his attention to it, but he and his parents were unperturbed so I left the issue.

The variation in fees come from, maybe additional services requested by students who told the uni to charge it to their subsequent fees.

The IT dept would be the one to gather all charges incurred in other places and aggregate it with school fees. So a smart IT person can just add 5k to the school fees of everybody and even the VC won't know.
But I believe someone at DFS must have colluded with him to make this successful..
This is impossible without collusion of many departments. Doesn’t the university have bursary/accounts and internal audit departments?

If the IT succeeds in adding other charges to the fees payable as you posited, it will form part of the total bill receivable from the student and will have unique identifier for audit trail.

The debt will be standing against the student account in the bursary department which can only be liquidated by the payment made into the bank account to settle it. IT department should have no access to the bank account to know if settlement is made talkless of having authority to withdraw or transfer funds from the bank account.

It is the duty of Internal Audit department to do reconciliation to see that bills are matched with settlements and also validate all payments made out of the school account.

Two things are involved in this case, either he shared the 180m with his accomplices in other departments or there is much more than 180m missing such that 180m is just his own share of the loot.

British English versus American English.

In American English, pressurize is reserved for technology (i.e. when it is a straightforward literal usage relating to actual gas pressure -atmospheric, etc.), while pressure is the only acceptable verb to use when speaking of psychological pressure on person.

The account officers don’t get monetary interest on your deposits but no account officer in Nigerian banks will be happy if you move your funds because it reduces his/her ‘cabal’ and that may impact negatively on his/her performance evaluation.
God saves the branch manager whose branch deposit balance significantly drop during the so-called MPR.

Election was held since 4 days ago and some ballot boxes have not even been opened to be counted.

In Nigeria, counting is done instantly at the polling stations, it is collation that is deferred. Any serious political party with agents in all polling stations would have been able to know its overall performance in its situation room long before the official announcement.

If its own results defer substantially from official results, it will have evidence to challenge such results at the tribunal.

In the case of South Africa (which incidentally Nigeria was using up to 1983), ballot boxes can be successfully substituted on the way to the counting centers and it will be difficult to challenge such results. Even a political party can deliberately cry wolf that the ballot boxes have been substituted when such didn’t happen but people will still believe such allegation.

Was he the only member fasting? The meeting was suspended for 30 minutes for all fasting members to break their fast. What is difficult in that? There are breaks in meetings for people to have lunch, how much more for people observing fasting.

This will work where the criminals intends to plant the contraband in traveller’s own baggage.
How will it work where they put the contraband in their own bag but tag it in the traveller’s name? The traveller is not aware of the existence of the extra bag in his/her name and will not claim it at the destination but their accomplices will.

First, Saudi never charged Zainab to court. She was only detained since December 2018. That might be because there was no watertight case against her given that the bag was not in her possession in the hotel but abandoned at the airport and purportedly tagged in her name.

Secondly, the offence allegedly committed by the NDLEA guys was committed on Nigerian soil within the jurisdiction of the Nigerian authorities. They should not be tried for such offence outside Nigeria because they are not her accomplices. It is the duty of the Nigeria as a sovereign nation to try them. If the case of Zainab had gone to court in Saudi Arabia, her lawyers can use the Nigerian court conviction to plead for her.

@the bolded, while will drugs be planted in her bag if there are nobody to claim it in the first place? That doesn't really make sense because drug syndicates habe strong connections that would have warrant the bag been detached as it got to Saudi Arabia. Not let lying around.
Many things could have happened

1. The retriever failed to show up

2. Their informant alerted them that the bag had been marked for monitoring, hence, they aborted the mission

3. The retriever (if an insider) got posted to another section at last moment

Come to think of it, why should Zainab too leave the bag if it belonged to her? Afterall, for them to have successfully entered the country, meant they already cleared the customs and drug agency screening.
