Here's my understanding of the passage, which incorporates facts from the rest of the Gospels. According to the passage, when Jesus Christ of Israel first sent His disciples out, He told them to
➜ Avoid Samaritans*, whom we already confirmed are Israelites — descendants of Jacob
➜ Avoid Gentiles*
➜ Go to the Lost Sheep of Israel**


By process of elimination, my understanding of the above is that Jesus Christ of Israel sent His followers, at that time, to visit only the Jewish Lost sheep of Israel.

* Ezekiel 34 vs 1 - 31 does not exclude any of the 12 tribes from among those who would eventually be counted among the Lost sheep of Israel.
** Elsewhere, Jesus Christ of Israel already established that He did not come for the righteous among the people, but the sinners.

If we did deeper, we might find that many more individuals from the other tribes also resided in Judah at the time.
