The former Chief of Defence Staff and the two other service chiefs, who were retired from Service by President Bola Ahmed Tinubu yesterday, will each go home with one bulletproof SUV and one Prado Jeep, or an equivalent vehicle as a backup.

These vehicles are to be maintained by the respective Services and replaced every four years.

According to the new Harmonised Terms and Conditions of Service (HTACOS) 2024, signed by President Bola Ahmed Tinubu — a copy of which was obtained by Sunday LEADERSHIP — the retired officers will also receive $20,000 per year for medical expenses.

The document, marked ‘Restricted’, also outlines the benefits due to retired generals and other senior officers of the Armed Forces upon leaving service.

President Bola Tinubu yesterday removed the service chiefs and appointed their replacements.

The statement announcing their removal, signed by Sunday Dare, the special adviser to the president on media and public communication, said the action was taken to further the federal government’s efforts to strengthen the national security architecture.

The President appointed former Army Chief, General Olufemi Oluyede, as the new Chief of Defence Staff, replacing General Christopher Musa. The new Chief of Army Staff is Major-General W. Shaibu, Air Vice Marshal S. K. Aneke becomes Chief of Air Staff, while Rear Admiral I. Abbas is the new Chief of Naval Staff.

The Chief of Defence Intelligence, Major-General E. A. P. Undiendeye, retains his position.

Those sacked alongside General Musa are the Chief of Naval Staff, Vice Admiral Emmanuel Ogalla, and the Chief of Air Staff, Air Marshal Hassan Abubakar.

Each of the service chiefs is also entitled to five domestic workers, one security officer, nine standard guards, three service drivers, firearms, and other benefits.

Part of the document reads:

“The following benefits shall be the entitlements of the CDS and Service Chiefs: one bulletproof SUV or equivalent vehicle, to be maintained by the Service and replaced every four years; one Prado Jeep or equivalent backup vehicle; retention of all military uniforms and accoutrements to be worn for appropriate ceremonies; five domestic aides (2 x Service cooks, 2 x stewards, and 1 x civilian gardener); one Aide-de-Camp/Security Officer; one Special Assistant (Lt/Capt or equivalent) or one personal assistant (WO or equivalent); standard guard (9 soldiers); three Service drivers; one Service orderly; escorts (to be provided by appropriate military units/formations as the need arises); retention of personal firearms (to be retrieved by the relevant Service upon the officer’s demise); and free medical cover in Nigeria and abroad.”

According to the document, Lieutenant-Generals and equivalents are entitled to the following: one Toyota Hilux vehicle and one Toyota Land Cruiser or equivalent Jeep of the same value; two cooks, two stewards, four residential guards, one Service orderly, two Service drivers, and free medical care in Nigeria and abroad up to the value of $20,000 per year.

Furthermore, retiring Major-Generals, Brigadier-Generals, or their equivalents will be entitled to: one Toyota Land Cruiser or equivalent vehicle, one cook, one steward, two residential guards, one Service orderly, one Service driver, and free medical cover in Nigeria and abroad up to $15,000 per annum.

Similarly, officers of one-star rank are to enjoy the following: one Toyota Camry or equivalent vehicle, one Service driver, two residential guards, one Service orderly, and free medical cover in Nigeria and abroad up to $10,000 per annum.


Federal Government to Spend More on Other Retiring Generals

Yesterday’s retirement of the service chiefs is expected to trigger voluntary and forced retirements within the military hierarchy, as some senior generals who are contemporaries of the outgoing service chiefs may have to proceed on retirement in line with military tradition.

The new service chiefs, who are members of Course 40 and 41 of the Nigerian Defence Academy, replace their predecessors from Course 39, including the new Chief of Defence Staff, General Olufemi Oluyede.

By this appointment, generals from Courses 39, 40, and some from Course 41 across the Services will have to retire, as they are not expected to salute their juniors who have now been elevated above them.

I don't have to read the original post again as I FULLY understand where your confusion is emanating from and I will EXPLAIN to you with more CLARITY.

For your information, I have STRONG maternal roots leading to Lagos Island and as a history veteran of several decades, I have a vast knowledge of global geopolitics and Lagos' history from the pre-Victorian to the post-Victorian eras.


Second, the Ekos are the same people as the Awori people. I knew when I first saw that 1891 census figure over 40 years ago in the archives and books on Lagos Island history in one of my home libraries that some people who are NOT Yoruba or NOT well-grounded on the history of Isale Eko (Lagos Island) would down the road get confused thinking WRONGLY that Eko people are different from Awori people.

It's just like you taking census figures in 2025 of the percentage population of Ikere "tribe" living in Ikere-Ekiti and the collective percentage population of Ekitis from several other towns living in the same Ikere-Ekiti.

The reference to the DISTINCT percentage population of the Eko and Awori people in that 1891 census was just for the sake of convenience by the Colonial authorities to show that the Ekos are the original Awori indigenes of Lagos Island [while the other Aworis are indigenes from ANY of the other Aworis communities leading right into Ota in Ogun State]. The indigenous Aworis of Lagos and Ogun States are Yorubas descended directly from Olofin Ogunfunminire a Prince of Ile Ife who migrated over 700 years ago under the guidance of Ifa divination while following the movement of the AWO (or sacrificial plate on water) hence the name of the Yoruba subgroup AWORI meaning the "sacrificial plate has sank" in Yoruba language.

Last but NOT least, it's a historical FACT that there was some Benin presence on Lagos Island but it was peaceful settlement and trade and NOT by armed conquest (several advanced history books corroborate this FACT from the former Governor General of Nigeria, Sir. Allan Burns' book the "History of Nigeria" and more). Since the Yorubas recognized that the Benin-Edos' Benin Royal Palace has ancestral blood ties with Ile Ife, they welcomed them in their midst with Ifa divination being done to guarantee stability. Many of those few Benin family lineages have been subsumed into the larger Awori Yoruba (Eko) family lineages through marriage but they still trace their links in their orikis.

Even the land on which the current Eleko of Eko (Oba of Lagos Island) has his palace on is owned by the Aromire family for centuries. The REAL land owners on Lagos Island are the IDEJOS or White Cap Chiefs (that you see with the Oba of Lagos Island NOT the Oba). The IDEJOS or White Cap Chiefs are the direct male descendants of Olofin Ogunfunminire, a Prince from Ile Ife now in Osun State, who founded the Awori subgroup of the Yorubas of Lagos and Ogun States. They are the ones who named the Lagos Island "pepper farm" or EREKO (shortened to EKO). Every indigene of Isale Eko (Lagos Island) knows the meaning of Eko to be a farm NOT the bogus and highly annoying historical revisionism we see on Wikipedia and other random Websites. Period


For the records, the Aworis are currently indigenous to 17 of the 20 LGAs of Lagos State. The Ogus are indigenous to Badagry LGA (along with the Aworis). The Ijebus are indigenous to 3 out of the 20 LGAs of Lagos State namely Ikorodu, Epe and Ibeju-Lekki LGAs including Ajah.

“The discussions are still at a feasibility stage, but management is increasingly concerned about the cumulative impact of port congestion, logistical inefficiencies, restricted working days, and security challenges across the Southeast on sustained industrial operations,” one of the sources told Nairametrics.



Consultations with investors
Although the Chairman/CEO, Dr. Kaycee Orji, has not publicly confirmed the plans, consultations with international investors and technical partners are understood to be ongoing.

Nairametrics understands that the review covers the Roxettes Motors assembly plant in Obuaku, Abia State, as well as its paint and raw materials subsidiaries in Enugu State.

The sources also indicated there is uncertainty over the imported CNG production and processing equipment, originally meant for installation at the Obuaku Industrial Zone in Abia State.

They are unsure if this will remain in the Southeast or be redirected to Lagos.

The potential relocation is also expected to affect the group’s chemical and paint subsidiaries, which currently operate in Enugu State and supply essential inputs to Nigeria’s automotive and manufacturing industries.

In recent years, some businesses have reportedly left the Southeast due to insecurity and operational challenges.

For example, in a 2024 interview with BBC Igbo, businessman and socialite Pascal Okechukwu, popularly known as Cubana Chief Priest, revealed why he moved his business interests from the Southeast.

He explained that the fear of kidnapping and attacks had driven away customers from the region, prompting him to relocate. He now operates various businesses, including clubs, restaurants, and other interests.

I read this article on the Ugodre owned Nairametrics several hours ago. I propose that this company stays put in Abia State and Enugu State and NOT move to Lagos. Talk to the Enugu and Abia State Governors especially on ways to improve security and take advantage of the Geometrics power plant electricity in Abia State. A new airport in Abia State is being built by the Federal Government with the Abia Governor promising to construct the runway, so that would also offer some relief.

Lagos State is saturated and already has some CNG and EV vehicle manufacturing and assembling companies all founded by highly innovative Nigerian men of Yoruba descent such as NORD, Lanre Shittu makes CNG-fueled buses, SAGLEV is an EV manufacturing company located in Ikorodu as well, Pro Force Defence Industries Ltd founded by the brilliant U.S.-educated engineer, Abayomi Ogundeyin is ALSO strategically located in Ogun State close to the new Gateway International Cargo Airport in Ilisan-Remo.

The Yorubas via the Oyo Empire, the Nupes and Hausas have traded with one another for centuries. Culturally and ancestrally, Sango's mother was a Nupe woman.

The Hausas in that official 1891 census of Isale Eko (Lagos Island) were majorly those who worked for the British Colonialists as soldiers and they settled around Obalende but they were NEVER indigenes. The Nupe presence too on Lagos Island is as as result of a Nupe Prince Balogun Oshodi Tapa who was capture in Nupe land and sold into slavery as a boy but when he was about to be moved onto a slave ship in the slave port of Isale Eko, he escaped and ran into a shrine where Ifa divination gave instructions that he should be set free. That was how he ended up being the butler (or Oshodi) to the wives of the Eleko of Eko in the palace.
It's his descendants that largely made up the Nupes population on Lagos Island in the 1891 census although they have intermarried into Yoruba families and have become Yorubanized in name and language.

Let's assume there were; two things would have happened: the Portuguese, who got there first and named it Lagos, would have respected the name of the place as in "Benin" or "Calabar," or would have cleared the place as in the case of the American Indians.

Minister of Works, Engr. David Umahi has directed that the Bodo-Bonny Road in Rivers State be opened to users by the end of November, with full completion and commissioning scheduled for December.

Umahi gave the directive during an inspection tour of federal road projects across the South-South and South-East regions, where he assessed the level of work done by Julius Berger Nigeria Plc on the 37.9-kilometre Bodo-Bonny Road project.

He disclosed that the project, which began on October 20, 2017, had undergone several cost reviews, from an initial ₦120 billion to ₦199 billion, and finally to N280 billion, following President Bola Tinubu’s approval to ensure completion.

“This project, 37.9 km, we call it Bodo-Bonny, is exactly eight years old today. The commencement of the project was on 20th of October 2017. The initial contract sum was ₦120 billion as of 2017, later augmented to ₦199 billion, and now ₦280 billion. The President directed, ‘go and give them what they want,’ because of his commitment to the people of the Niger Delta,” Umahi explained.

He said the cost translates to about ₦7.4 billion per kilometre, which he described as reasonable given the terrain and the standard of work being executed.

“This is a coastal route going through marshy lands. If we were to do this project now, it would cost over ₦15 billion per kilometre. The quality of work is very good, and I’m very happy with the commitment of the project manager,” the Minister stated.

Umahi directed that all barricades be removed by the end of November to allow for partial traffic flow while monitoring continues until the final asphalt surfacing is completed early next year.

“By 15th December, every job here should be completed except asphalt on five kilometres. From the end of November, open the road for traffic and monitor it through December, January, and February before final surfacing. Thereafter, the President will come to commission it,” he announced.

The Minister also revealed plans to install solar-powered streetlights, CCTV cameras, and trees along the embankments, noting that the enhancements would be financed from the project’s contingency funds without additional cost to government.

“Security of this road is very important. If we have reasonable contingency costs, we’ll use them to plant trees, put solar lights, CCTVs, and also create relief stations where vehicles can park and we can monitor security,” he added.

Reacting, Julius Berger’s Project Manager, Tim Nippert, commended Umahi for his trust and encouragement, assuring that the project would be completed within the stipulated time.

“We are very happy for your trustworthy words. You have given us a critical challenge, but we will meet it and not delay it. That’s our full commitment,” Nippert said, describing the project as a new benchmark for concrete road construction in Nigeria.

The engineer’s representative, Ndom Ndifreke, also confirmed that work was progressing smoothly and would be completed on schedule.

At the Eleme-Onne section of the East-West Road, Umahi expressed satisfaction with work handled by Reynolds Construction Company (RCC), explaining that the project had been redesigned from asphalt to reinforced concrete pavement to accommodate heavy industrial traffic.

“This is the most trafficked road in Nigeria, serving the petrochemical plant, port, and refinery. We found the initial ₦156 billion asphalt design inadequate and redesigned it using reinforced concrete for durability,” he said.

The Minister revealed that one carriageway and the Aleto Bridge were near completion, with the remaining flyovers and bridges expected to be delivered by April next year.

He directed the installation of solar lights and CCTVs at 30-metre intervals and called for the construction of truck parks to prevent heavy vehicles from damaging the new road.
Umahi also warned against misuse of public infrastructure, urging citizens to take ownership of government projects.

“The President is building roads meant to last 100 years, but we must protect them. People should stop parking trucks on bridges or dumping refuse on medians. Leadership is not just for those in office; every citizen has a role,” he stressed.

The Minister further assured contractors that funding for all NNPC-sponsored road projects, including those in Rivers, Bayelsa, and Delta States, would continue without interruption.

“Funding will not be a problem. By the end of this week, we’ll present a strategic plan to the President for continuous financing of NNPC projects. None of these projects should stop,” he said.

RCC representatives, in their response, thanked the Minister for his guidance and pledged to complete the Eleme section as scheduled.

Umahi concluded by reaffirming President Bola Tinubu’s commitment to completing key infrastructure across Nigeria, saying the Bodo-Bonny and Eleme road projects reflect the administration’s resolve to transform the nation’s transport network.

LEADERSHIP Weekend reports that the development is also expected to trigger retirements within the military hierarchy, as some senior generals who are contemporaries of the outgoing service chiefs may have to proceed on retirement in line with military tradition.

The new service chiefs, who are members of Course 40 of the Nigerian Defence Academy, will replace their predecessors who are members of Course 39, including the new Chief of Defence Staff, General Olufemi Oluyede.

By this appointment, generals from Course 39 and some from Course 40 across the services will have to retire from their positions, as they are not expected to salute their juniors who have now been elevated above them.

LEADERSHIP Weekend reports that members of Course 39 are still in active service, occupying strategic positions such as Principal Staff Officers (PSOs) at the Service Headquarters and Commanders of tri-service institutes.

Military sources said more than 50 such generals will have to voluntarily exit the service to allow the new service chiefs to exercise control over the affairs of the military.

Profiles Of The New Service Chiefs

Gen. Olufemi Oluyede: Chief of Defence Staff (CDS)
Lieutenant General Olufemi Olatubosun Oluyede is a battle-tested officer from the Infantry Corps.

He has served in various command and staff positions, including as a former Theatre Commander in the North-East.

Gen. Oluyede served as Chief of Army Staff from 30 September 2024 before being elevated to the role of CDS yesterday.

Born in Ikere, Ekiti State, in 1968, Oluyede began his military career in 1987 as a cadet in the Nigerian Defence Academy. He was officially commissioned as a Second Lieutenant in 1992 after completing the Nigerian Army’s training regimen.

A member of the 39th Regular Course of the Nigerian Defence Academy, alongside the late Lt. Gen. Taoreed Abiodun Lagbaja, his career has spanned numerous command and staff roles across Nigeria and in various international deployments.


Promoted to the rank of Major-General in 2020, he has held commands including Platoon Commander and Adjutant at 65 Battalion; Company Commander, 177 Guards Battalion; Staff Officer, Guards Brigade; Commandant, Amphibious Training School; and Commander, 27 Task Force Brigade, North-East, leading operations under Operation HADIN KAI. He succeeds Gen. Christopher Musa.

Maj.-Gen. W. Shaibu: Chief of Army Staff
Known for his field experience in counter-insurgency operations, Shaibu recently served as Theatre Commander of Operation HADIN KAI, focusing on counter-terrorism in the North-East.

He handed over command in April 2025 and proceeded to the Defence Space Agency in Abuja. During his tenure as Theatre Commander, his forces neutralised over 567 terrorists, recovered significant arms and ammunition, and rescued more than 2,225 civilians.


He was General Officer Commanding (GOC), 7 Division, before being appointed Theatre Commander, Sector 1, Operation HADIN KAI.

He also served as Deputy Commandant and Director of Studies at the National Defence College, Abuja.

Born on 18 December 1971 in Olamaboro Local Government Area of Kogi State, Major General Waidi Shaibu was admitted into the prestigious Nigerian Defence Academy (NDA) as a member of the 41 Regular Course in 1989 and was commissioned into the Nigerian Army Armoured Corps on 17 September 1994. A career pilot with extensive flight hours, AVM Aneke was born on 20 February 1972 in Makurdi, Benue State, to the family of Air Warrant Officer Sylvester and Mrs Ngozi Aneke. He hails from Udi Local Government Area of Enugu State.

Aneke has held numerous appointments within the Nigerian Air Force, including Administrative Officer at Aircraft Overhaul Centre, Ikeja; Group Logistics Officer, 301 Flying Training School, Kaduna; Commanding Officer, Base Services Wing, Benin; and Fleet Training Officer, Presidential Air Fleet, Abuja. He later commanded 307 Executive Airlift Group and served as Deputy Commandant, Nigerian Defence Academy, Kaduna.
He is married to Mrs Ngozi Enderline Aneke, and the marriage is blessed with three boys.

Rear Adm. Idi Abbas: Chief Of Naval Staff
Rear Admiral Idi Abbas was born on 20 September 1969 and hails from Nassarawa LGA of Kano State. A member of the 40th Regular Course, Rear Admiral Abbas enlisted in the Nigerian Defence Academy (NDA) on 12 September 1987 and was commissioned as a Sub-Lieutenant on 10 September 1993 with a Bachelor’s Degree in Chemistry.

He began his early education at Gwagwarwa Primary School, Kano, and then proceeded to Air Force Military School, Jos, from 1981 to 1986 before his admission into NDA in 1987.
The newly appointed CNS is an Above Water Warfare (AWW) specialist officer who has attended several military courses at home and abroad, including the Sub-Lieutenant Technical Course at NNS QUORRA in 1994, the Junior and Senior Staff Courses at the Armed Forces Command and Staff College Jaji in 2001 and 2005, respectively.


He attended the Officers’ Long Course (OLC XII) from January to December 2003 at NNS QUORRA Apapa Lagos, specializing in Above Water Warfare. He has held several appointments in the Nigerian Navy and served on board various NN ships as a Watch-Keeping Officer.
Some of the ships include NNS ARADU, NNS DAMISA, and NNS AYAM. Rear Admiral Idi Abbas later served as Naval Assistant to the Deputy Commandant of the Armed Forces Command and Staff College, Jaji in 1998.

Rear Admiral Abbas, between 1999 and 2002, underwent Mandatory Military courses and returned to NNS DAMISA intermittently as a Watch-Keeping Officer. He was appointed Staff Officer III, Marine Services at Naval Headquarters (NHQ) in January 2004 and later Gunnery Officer NNS OHUE in 2006.
Rear Admiral Idi Abbas, between 2018 and 2022, steadily climbed the ladder of appointments in Central Naval Command, first as the Command Admin Officer (CAO), then as the Chief Staff Officer (CSO), culminating in his appointment as Flag Officer Commanding (FOC CNC) of Central Naval Command, and within this period, he also served as Commander NNS VICTORY, Calabar in 2020.

In July 2023, he was appointed Chief of Naval Safety and Standard (CNASS) at NHQ, and in February 2024, he became the Chief of Defence Civil Military Relations (CDCMR) and Defence Headquarters (DHQ).
He was deployed in January 2025 to the Nigerian Army Heritage Centre as a Senior Research Fellow, the appointment he held before his elevation to the post of 25th Chief of Naval Staff, Nigerian Navy.
He has earned many prestigious awards, including Passed Staff Course (psc), Fellow Defence College (fdc), Forces Service Star (fss), Meritorious Service Star (MSS), Distinguished Service Star (DSS), Grand Service Star (GSS), and Defence General Staff Medal (DGSM).

Our Expectations From New Service Chiefs – ACF
Meanwhile, the apex Northern socio-cultural organisation, Arewa Consultative Forum (ACF), has tasked the newly appointed service chiefs to make a difference in the fight against insecurity facing the country.

When contacted over the appointments of new Service Chiefs, ACF National Publicity Secretary, Prof. T. A. Muhammad-Baba, said the forum can only wish the new service chiefs well as such changes were the prerogative of the President.

He said, “Well, no reason is immediately available, but such changes are the prerogative of the Commander-in-Chief, and in many ways, the latest can be seen as almost a routine. The President knows why he undertook the changes.


“It remains for us to wish the new appointees well and, especially, to wish that their coming on board will make a difference in the fight against pervasive insecurity in the country,” the forum stated.

New Service Chiefs Must Avoid Politics – Experts
Also, security experts urged them to subject themselves to democratic conditions, enhance professionalism, and focus on constitutional mandates. The experts, speaking to LEADERSHIP separately, called on the Service Chiefs to avoid the temptations of truncating democratically elected governments as seen in some West African Countries.

The Managing Director, Beacon Consulting, Dr. Kabir Adamu, called on the Service Chiefs to focus on fulfilling their mandates. He said, though the reason for the change may not be in the public domain, but since the Presidency said it is to improve the security architecture, “looking at the role of the military in the security architecture, it is really the protection of Nigeria from external aggression, and then where the politicians invite them to support internal security.

“Since they are already supporting internal security, they should continue to do that, and most importantly, subject themselves to democratic conditions, given what is happening around the West African region, where four countries are being ruled by military dictatorship; they should not allow that temptation to enter the military. In simple terms, it is about fulfilling the mandate assigned to them, ensuring the professionalism of the military,”

Also speaking, the Director of Media and Publicity, International Institute of Professional Security (IIPS), Dr. Abdullahi Muhammed Jabi, urged the new service chiefs to learn from what led to the change of their immediate predecessors.

He recalled that there were rumours since last week that a coup was planned to remove the President. He said that while the federal government has not come out with a categorical statement about it, the fear of that coup might be the reason for the change.

He said the change was a strategic move by the President. “Being the country with the largest population and largest economy, and 26 years of uninterrupted democracy, Tinubu will not allow anyone to truncate democracy in the country. Everybody should be patient to see his policies mature.”


A Lagos-based civil servant, Adeola Kayode, said, “We hope the new chiefs bring discipline and accountability. Security has been a huge concern, especially with rising banditry. Nigerians want results, not just reshuffles.”

A civil society activist in Abuja, Chimeze Nduka, said, “This move cannot be entirely separated from the recent coup allegations. People are asking why such sweeping changes are happening right after talks of a failed plot surfaced. Nigerians deserve honesty; if there was nothing, then the President should just clarify instead of replacing the Chief of Defence Staff.”

A university lecturer, Dr. Emakop Nwosu, noted, “This is an opportunity to restore confidence in the military. We expect them to be more proactive in tackling insurgency and protecting civilians. Loyalty to the Constitution should always be the top priority.”

Komsiri is Chamba, and like Babachir Lawal, he’s a member of the “Gongola Forum” an association known in Adamawa for its deep-rooted resentment towards the Fulani. This group has thrived on fueling ethnic and religious divisions across the state for the past few months, this is synonymous to telling the Fulani’s in Adamawa to go to hell.

By taking the Fulani, who form the majority in Adamawa, for granted, Atiku is walking straight into a trap. What he doesn’t seem to realize is that most of the minority tribes are already with Governor Fintiri, and from all indications, Fintiri himself is working closely with Nuhu Ribadu of the APC.

Then there’s the case of Binani. If Atiku truly wants to win Adamawa back, there shouldn’t even be a debate on who to rally behind. Binani is the clear and only viable option he has, if not he is gifting Adamawa to Nuhu Ribadu. There’s no one with her political structure, energy, and grassroots pull within ADC.

Frankly, if she’s denied the ticket, she won’t be wrong to walk away and go back to APC patch things up with Nuhu, as of today the ADC in Adamawa is made up of 2.5 people. 1 Atiku, 1 Binani, and half of Abbo.

So, I really don’t know who is advising Atiku, but one thing is certain, whoever it is seems to enjoy watching him fail.
