In a bid to reduce post-incarceration stigma and foster economic reintegration, the Federal Government of Nigeria has commissioned a reformed bakery project inside the Kaduna Open Custodial Centre, according to the information made available to The Bureau Newspaper.

The initiative, executed in partnership with a private sector firm and the Nigeria Correctional Service (NCoS), is part of President Bola Ahmed Tinubu’s Renewed Hope Agenda, aimed at transforming custodial centres into hubs of rehabilitation and productivity.

A Bakery for Reform, Not Just Bread

At the commissioning event, the Minister of Interior, Dr Olubunmi Tunji-Ojo—represented by Abdul Malik Jibril—emphasised that the new bakery would serve as a powerful tool in combating social prejudice against ex-inmates by equipping them with employable skills.

“The reformed bakery is designed to equip inmates with skills that will keep them away from crime and reintegrate them into society,” the Minister said.

From Cells to Skills: Empowering Inmates through Vocational Training

The Kaduna-based bakery is tailored to offer inmates nearing release:

Intensive vocational training in baking

Entrepreneurial knowledge

Production management skills

Controller-General of Corrections, Sylvester Nwakuche, noted that the facility is part of a broader rehabilitation strategy that includes agriculture, education through NOUN, and behavior modification.

“These inmates are being prepared to become contributors to society, not burdens,” he remarked. “We are building citizens, not criminals.”

Breaking the Cycle: From Incarceration to Integration

The Federal Government’s strategy goes beyond punishment. By integrating skills acquisition into the incarceration process, it hopes to:

Reduce recidivism

Empower inmates economically

Promote dignity and self-reliance

The bakery project is also expected to generate internal revenue for the correctional facility and contribute to inmate feeding programs.

Public-Private Collaboration at Work

The project is the result of a collaborative effort between the Nigeria Correctional Service and a yet-to-be-named private company under a public-private partnership (PPP) model.

Officials say more of such projects are being planned in other correctional centres nationwide as part of efforts to overhaul the prison system under the Tinubu-led administration.

Kaduna Facility Leading Reform

The Kaduna Open Custodial Centre is increasingly being recognised as a model of innovation and humane incarceration, having earlier introduced:

Agricultural training

NOUN study centres

Vocational labs

“This bakery is a symbol of what the Renewed Hope Agenda stands for: rehabilitation, reintegration, and national rebuilding,” Dr Tunji-Ojo added.

The recent bank armed robberies in Kumasi by a gang of 5 Ibos, kidnappings for ransom, human trafficking, money counterfeiting, products counterfeiting, hard drugs trafficking, are well documented.

I propose that capital punishments be introduced for these heinous activities to serve as deterants. China would NEVER permit these in their country.

If Lagoon State is created, then it means the 3 Ijebu ancestral LGAs of Ikorodu, Epe, and Ibeju-Lekki including Ajah would merge with the rest of Ijebuland in Ogun State right across the border (from where they were originally carved out from in the Old Western Region on May 27, 1967 to form the newly created Lagos State). That's globally well known already.

Governor Soludo emphasized on the same thing in a viral video while in the United States that 99.99% of those arrested in Anambra State for commiting heinous crimes such as hard drugs trafficking, kidnappings, armed robberies, counterfeit products, human trafficking, ritual murders, and more are from the South East of Nigeria. Soludo did very well to speak out (BUT some of his irresponsible tribal kinsmen started attacking him online for saying it as it is) so that everyone can wake up because some of the same crimes are being relentlessly done outside Nigeria in multiple countries based on several Police arrests in Ghana, South Africa, Kenya, Thailand, India, Ethiopia, Seychelles, Ethiopia, Pakistan, Vietnam, Cambodia, Sierra Leone, etc.

There's another video of a young Ibo guy from Isseke in Orlu who said the same thing recently that everyone has ran away from his community to other places and states due to crimes, and just in June 2024, a gang of kidnappers for ransom from the East of Nigeria kidnapped right in Ijebuland in Ogun State, an agribusiness investor from Ogun State in the South West and buried him and another person in a shallow grave.


Just last year in 2024, a gang of kidnappers from the South East of Nigeria origin kidnapped for ransom a Yoruba man who is an investor in agribusiness right in Ijebu Igbo and later killed him then buried him and another person in a shallow grave. The Police investigators later arrested them all (males and females) up to 7 of them from and the videos are still on the Channels Television YouTube channel alongside publications in the print media online. Those who carried out the kidnappings were all Ibos. This is the same thing they have been doing in Yorubaland (Chukwudumeme Onwuamadike aka Evans and his gang of armed robbers and kidnappers from Anambra) and other gangs for years now which they have exported to Ghana as well which has triggered the anger and massive protests from Ghanaians just yesterday based on the arrests made by the Ghana Police due to the massive crimes they commit for over 15 years now alongside the impostor illegally claiming to be an Eze Ibo of Ghana when he is NOT from a royal family in his village.

This is incorrect and a trivialization of the current issues in Ghana. Some people from a section of the East of Nigeria have relentlessly commited heinous crimes in Ghana and their names and pictures were well published in the media by the Ghana Police for years now BUT things got WORSE in the last two yeaes. Other ethnic groups of Nigeria have been peaceful for decades infact the Yorubas and Hausas have even before the creation of Nigeria a d Gold Coast by the British Colonialists arrived in Ghana and engaged in trading activities for over 200 years and Yorubas have been in Ghana longer than the Hausas.

The recent bank armed robberies were embarrassingly done by a gang of 5 South East of Nigeria gang who were arrested by the Ghana Police and they did so from 2024 to 2025. Hard drugs trafficking, kidnappings for ransom, human trafficking, money counterfeiting, etc, are some of the other heinous crimes commited in Ghana by these bad eggs from among the South East of Nigeria thereby tarnishing the image of other over 300 distinct ethnic groups from Nigeria.

Those kinds of ritual killings and crimes have been going on there right into Enugu State for decades. The Otokoto ritual killings of 1996 were done by Ibo non-indigenes of Owerri and these had gone of for years before the Owerri indigenes said they had had enough andxwent on revenge. It's not a new thing in the South East of Nigeria based off of years of credible crime statistics.

Eternal vigilance is key and I advocate for a death sentence for all these crimes including drug trafficking and more because capital punishments work. The Chinese don't pussyfoot on punishing these sorts of crimes tbh.

Bola Ahmed Tinubu, the President Elect used many of the principles in the book on his ascension to the throne. I would have loved to dissect all 48 Laws contained in the book, but for the sake of brevity, I will choose a few :

Law 1. Never Outshine the Master

Despite the crucial role that Tinubu played in getting Buhari to Aso Rock, at no point did he attempt to upstage him. He often showed absolute loyalty, humility and respect even in the face of obvious disrespect. He always left trivial insults for the big picture.

Law 4. Always Say Less Than Necessary

For years, Dino Melaye, Bukola Saraki, Afenifere, Bode George have openly disrespected and insulted Tinubu. BAT might have been taught "Silence is the best answer for a fool" in primary school, but the man took it to extreme lengths. He NEVER responded. He only ensured political irrelevance of his foes.

Law 6. Court Attention at All Costs

For years, critics of Tinubu who were envious of his prominent role in uprooting PDP from Aso Rock, spent years mourning the loss and insulting the man. What they didn't know was that the insults made him a constant on the lips of everyone. I have very reliable sources in Aso Rock who said Tinubu intentionally made gaffes like "gazelle garagara" and "bala blu blu bala" to keep his name in the news while distracting his opponents from the big picture. It was ALL misdirection.

Law 7. Get Others to Do the Work for You, but Always Take the Credit

Tinubu through a middle man instigated Peter Obi into running for Presidency. Obi went to Atiku to beg for a chance to be running mate and was coldly rejected. Atiku told him pointblank that he didn't associate with failures. While Obi was in a sad state (said to be crying), the middle man approached him and said some big men who wanted to remain anonymous will finance his candidacy as an independent candidate. Obi never knew he was being financed by Tinubu to run against him!!! Very reliable sources close to APC and the man himself confided in me.


Law 15. Crush Your Enemy Totally

The high number of votes Obi got was intended to psychologically break Atiku. Atiku will always think of what could have been if he teamed up with Obi. This will make him lose taste to run for Presidency again. If APC which already weakened by Buhari's poor performance could still beat PDP with such a wide margin... the defeat is psychological which is at times more traumatic and longer lasting than physical defeat.

Law 16. Use Absence to Increase Respect and Honor

Tinubu intentionally refused any debates organized. By the time he appeared on Chatham House, BBC and the NESG... audiences hung on EVERY single word he uttered. This is why he had such a strong showing especially in the NESG. His absence generated a lot of interest when he finally took the stage.

Law 21. Play a Sucker to Catch a Sucker – Appear Dumber Than Your Mark

While some of his rivals were busy fantasizing how to wrestle control of Lagos State from Tinubu's hands, they forgot elections were conducted in 36 states plus the FCT. He appeared like a fool but he knew allowing a win in Lagos will even increase the validity of the election results. When EFCC was storming his polling units, when military tanks were rolling into Lagos, his critics jubilated not knowing the true purpose of those tanks were to quell any post elections violence.


29. Plan All the Way to the End

Most mortals would rest easy if they had the "advantages" BAT had. "Oh, I am the ticket holder of the ruling party, I helped the President and his Vice to power, I can sleep assured" Bola Tinubu campaigned harder than his rivals. He campaigned like he was in a relatively small party like FRESH or Accord. He NEVER left anything to chance from Primaries to Presidency. He even anticipated and prepared for petitions at tribunals post election, I wouldn't explain that further.

42. Strike the Shepherd, and the Sheep Will Scatter

At a point when it seemed the Cabal wanted to install another candidate during the APC primaries, Tinubu fearlessly struck at the heart of the Cabal. Glory favours the bold, unlike Atiku who deleted a tweet condemning Deborah Samuel's death or Peter Obi who ran away from PDP primaries before it even started.... Tinubu boldly confronted the President, Vice President, Senate President and Party Chairman. Few weeks before elections, a cash shortage and fuel scarcity were caused to negatively affect Tinubu's chance. He very boldly confronted the Presidency till there was a Supreme Court stalemate.

Bola Ahmed Tinubu's political genius should be studied in Universities. There are many reasons why he has NEVER lost an election. These are just a few.

🌊 Why Fish Processing?
Fish is not just food. For many in Ilaje and other coastal LGAs, it is culture, commerce, and daily livelihood.

But most of the fish caught today:

Spoils due to poor preservation

Is sold cheaply due to lack of processing

Is unbranded, making it unfit for modern retail or export

We can change this cycle and create hundreds of jobs with a localized fish processing and packaging hub model.

Brilliant post. Just some quick additional information to the post from my vast knowledge base of several years.

The Japanese are traditionally fishermen from centuries ago but also gravitated to modern manufacturing from the 1800s and the tech space till date using disruptive innovations. So, the Ilajes of the oil and gas-rich Ondo State (who are a major subgroup of the 80 million strong Yorubas in major population centers worldwide) have to study the entire Japanese model of modern fish trawling and aquaculture processing which is still in use today despite the FACT that the Japanese are a tech-based society, live in an Earthquake-prone region and do NOT have many mineral resources hence they have to import a lot of their raw materials and add value to them into finished goods.

The entire Japanese value-chain or modern model of fishing🎣, cold room storage and preservation, processing including local sales and export can complement the Blue Economy model being localized and proposed in the post right ABOVE for the Ilaje coastal communities.

Nigeria’s vast coastline stretches over 850 kilometers, touching nine states and supporting millions of livelihoods through fishing, marine transport, tourism, and oil and gas. Yet, despite this potential, coastal communities remain some of the most economically marginalized in the country. With the Federal Government’s renewed focus on the Blue Economy, a unique opportunity has emerged — one that, if implemented thoughtfully, can transform these communities into hubs of innovation, enterprise, and sustainable wealth.

What is the Blue Economy?

The Blue Economy refers to the sustainable use of ocean resources for economic growth, improved livelihoods, and jobs while preserving the health of ocean ecosystems. It includes sectors such as fisheries, maritime transport, tourism, offshore renewable energy, aquaculture, biotechnology, and marine mining.

Diagnosing the Policy Landscape

Nigeria's recent institutional move to establish the Ministry of Marine and Blue Economy is a major policy milestone. However, the policy framework is still evolving. Key gaps include


1. Lack of local capacity building: Most policy focus is top-down, ignoring grassroots engagement or the training of local entrepreneurs in sustainable marine practices.


2. Infrastructure deficit: Poor road access, ports, cold-chain logistics, and electricity in coastal towns limit SME productivity.


3. Regulatory overlap: Multiple agencies (NIMASA, NIWA, Ministry of Transport, State governments) operate with little coordination.


4. Neglect of traditional knowledge: Policies often ignore indigenous and community-led sustainable practices that have preserved marine ecosystems for centuries.



The Missed Opportunity: Entrepreneurs as Blue Economy Catalysts

Entrepreneurs are central to driving inclusive economic growth. In Nigeria’s coastal regions — from Ilaje in Ondo State to Bonny in Rivers — entrepreneurs run small fisheries, boat-making yards, artisanal processing, eco-tourism ventures, and logistics services. With the right support, these MSMEs can become the backbone of the blue economy.

Here’s How Policy Can Empower Them:

1. Access to Financing and Grants

Create specialized coastal enterprise funds.

Provide startup capital for fish processing, aquaculture farms, renewable marine energy pilots, etc.


2. Training and Capacity Building

Offer blue economy bootcamps through vocational institutes.

Provide digital and technical skills for youth in fishing, marine navigation, boat repairs, and tourism services.



3. Innovation Hubs and Incubators

Establish marine-tech incubators in regions like Ilaje, Escravos (Ugborodo), and Akwa Ibom, focusing on sustainable solutions.

Collaborate with institutions like NIMASA and local universities to develop indigenous solutions.

Case Study: Ilaje, Ondo State

Ilaje has vast fishery reserves, unexplored tourism sites like Araromi Beach, and untapped maritime transport potential. Yet, the absence of a robust blue economy framework has limited growth.

A local entrepreneur-led blue economy model — supported by PPPs, digital platforms, and micro-finance institutions — could transform Ilaje into Nigeria’s “coastal innovation zone.” The community can drive boat taxi services, sustainable shrimp farming, maritime artisan crafts, and even seaweed-based biodegradable packaging industries.




Final Thoughts

This is more than an economic agenda — it’s a developmental justice agenda. Diagnosing the policy helps identify where the pain points are, but the real vision lies in showing how ordinary Nigerians in coastal towns can lead extraordinary transformations.

Let us ensure the blue economy policy doesn't remain a glossy document but becomes a living, breathing framework that empowers our people — from fishers to innovators — and repositions Nigeria as a marine economic giant.

Second,indeed, that's a VERY brilliant post BUT before the "Blue Economy" can work optimally for the benefit of all, the massive erosion of the Araromi and other Ilaje Atlantic Ocean coastlines is horrendous and that has to be taken care of ASAP with the kind of reclamation that was done for the Eko Atlantic City area which reclaimed lost lands from the ocean floor to suck up sand from the seabed. I've seen several videos and YouTuber documentaries of the original Ilaje lands that have been swallowed up by the Atlantic Ocean out into the sea kilometers away into the horizons.

The areas contiguous to Victoria Island and Victoria Island would have been totally wiped off if the then Governor 'Bola Tinubu and The Chargoury Group hadn't come up with the Eko Atlantic City project to curb the annual floodings of that Island in the early 2000s.

The same has to be done for Ondo State and even Bayelsa State
which is experiencing the same massive coastal erosions from the Atlantic Ocean 🌊 before the Blue Economy can work concurrently for the benefit of the Ilaje people on Ondo State and Ijaws of Bayelsa for instance.

Indeed, but I wonder what's gonna happen to all these deep seaports being built or planned for other states such as the Badagry deep seaport in Lagos, the Olokola EPZ in Ondo, Akwa Ibom, Cross River and Bayelsa States as this can lead to an over extension or overstretching and hence lack of patronage IMHO.

That's a total of 6 already (which includes the planned Dangote seaport in Ogun State).

Indeed verything you wrote up there is absolutely correct. The global oil and gas industries are going no where in the Western countries anytime soon despite the advent of renewable energy. The Ilaje people who have fishing as their primary occupation in addition to those brilliant Ilaje people in the tech ecosystem and STEM fields and other top career paths are a major subgroup (of the 80 million Yoruba people spread in major population centers worldwide) from Ondo State in the oil and gas-rich ILAJE Local Government Area of Ondo State and that area puts Yorubaland among the oil and gas producing states of NIGERIA. Lagos and Ogun States of course have bitumen crude oil and gas reserves onshore and offshore within the continental belt but full exploration hasn't commenced yet with Ondo, Lagos, Ogun and Edo States being the ONLY 4 States within the huge bitumen-rich reserves which is the second largest reserve in the world after that of Canada and the reserve in the Nigerian bitumen belt is way bigger than all of Nigeria's crude oil reserves.

Ondo City in Ondo State is also where the iconic King Sunny Ade hails from (he was the FIRST Nigerian to be nominated for the Grammy Award in the early 1980s) and that name Ilaje Road which has a long history since 1948 should have been preserved although it's the prerogative of the Local Government to rename streets, roads and landmarks.

Regardless of these historical FACTS, I propose that a befiting new road be named after the legendary "King Sunny Ade" in the Bariga area.

In FACT that title Eze Ndibo had been BANNED as far back as 2012 but deviants like him continued to use that title. The Ooni and other Obas and Nigerian Kings should have been aware of these FACTS from the original Traditional Council of Ibo leaders in the South East of Nigeria.

I doubt if this is an act of vendetta though, however the renaming of street names and landmarks is within the purview of the local government areas. Some people build houses in locations and randomly name the streets after themselves WITHOUT official approval hence these kinds of renamings can be effected. In the case of Charly Boy, the "Second Pedro Bus Stop" has ALWAYS been the official and ORIGINAL name till 2025 when it was renamed to "Olamide Badoo Bus Stop" unknown to some highly emotional and uninformed people who aren't familiar with Gbagada in Lagos State. Charly Boy was used informally and he only lived in the rented house and he didn't own that house he lived in near the "Second Pedro Bus Stop" now officially "Olamide Badoo Bus Stop" due to the FACT that Olamide and those honored are Bariga-born or have historical ties with Bariga LCDA.


Second, these 3 videos right BELOW, 2 of which I saw in my YouTube timeline within the last 2 days absolutely fit right into what you just stated ABOVE to that guy. One of the videos is from an indigene of Isseke in Orlu while the second video is of some Ibo youths bragging and taunting Ghanaians openly further fueling the pent up anger of Ghanaians over many past (over 16 years) and recent crimes in Ghana largely linked to arrested gangs from the South East of Nigeria. The 3rd video done in 2014 shows a Thailand Police investigator interrogating a young South East drug pusher and calling his South East people the BIGGEST CURSE of Nigeria and Africa. Recently, 5 South East Nigerians got busted by the Ghana Police for series of bank armed robberies done from 2024 to 2025 in Ghana. (The arrogant illegal Eze guy parading himself in Ghana just angered them more since he even claimed in a viral video that he's an ipob member). That second video BELOW has a strong reaction from a YouTuber of Ibo descent. Some South East dudes just don't know when to STOP the overbearing attitude which spoils things for their other innocent kinsmen and other Nigerians of over 300 distinct ethnic groups in Nigeria and the Diaspora. Gov. Soludo is one of the noble men who have spoken out in the viral video speech he gave while in the United States that 99.99% of Anambra kidnappings for ransom, armed robberies and other heinous crimes are done by South East of Nigeria indigenes. When I first saw it a few years back, I thought to myself, "is this guy not becoming a disgrace to the Anikulapo-Kuti family?"

ChatGPT also CLEARLY states that Eko is a Yoruba name from the same screenshot. That's all the EVIDENCE anybody needs to know. All that asinine "war camp" nonsense definition on irredendists websites and Wikipedia vandalisms is historical revisionism and it will NEVER be tolerated.

I watched the full video just now and the young man made absolutely VERY valid points in the video about cultural values and respect for heirachy.

However, I'm NOT sure if he fact-checked if all the players from the different states of the South East were the ones hosted or just simply from Imo State. If he hosted Imo State soccer players alone then that's in order as that has always been the norm.


I'm also aware that all the state Governors jointly contributed a whopping sum of money as a gift to each of the female players in addition to the gifts from the Federal Government of Nigeria.

We all look at issues from different perspectives based off of information at our disposal but just as I stated, he made valid points in the video.
