Best I can do is how people buy chip unlock or wwu iPhones (if you familiar with them), use chip to make it work.
If new iOS update renders the chip useless, another chip is out that you can use to bypass the block.

Same with VPN. If one is blocked, there are others to download and use. If you using paid ones, you will get a new IP in seconds.
