1. Hepatitis B is a viral infection that attacks the liver and can cause both acute and chronic disease. It a deadly disease that can cause death.
2. The virus is transmitted through contact with the blood or other body fluids of an infected person. It is also transmitted through dirty water or contaminated food.
3. An estimated 257 million people are living with hepatitis B virus infection (defined as hepatitis B surface antigen positive). Two million Nigerians were reported to be carriers.
4. In 2015, hepatitis B resulted in 887, 000 deaths, mostly from complications (including cirrhosis and hepatocellular carcinoma).
5. Hepatitis B is an important occupational hazard for health workers. However, it can be prevented by currently available safe and effective vaccine.
6. The infection is very difficult to cure, especially with conventional medicine.
7. Hepatitis B is a potentially life-threatening liver infection caused by the hepatitis B virus (HBV). It is a major global health problem. It can cause chronic infection and puts people at high risk of death from cirrhosis and liver cancer.
8. A vaccine against hepatitis B has been available since 1982. The vaccine is 95% effective in preventing infection and the development of chronic disease and liver cancer due to hepatitis B.
9. Hepatitis B virus can survive outside the body for at least 7 days. During this time, the virus can still cause infection if it enters the body of a person who is not protected by the vaccine. The incubation period of the hepatitis B virus is 75 days on average, but can vary from 30 to 180 days. The virus may be detected within 30 to 60 days after infection and can persist and develop into chronic hepatitis B.

Hepatitis B is a very dangerous disease. I contacted it sometime in 2012. I spent a lot of money trying to treat myself, but each time I ran a test, the deadly disease always showed in my blood. I was so scared and felt miserable. My eyes were yellow, my fingernails were yellow, my urine and saliver were all yellow! I had already started concluding some of the businesses I had with people preparing for the inevitable before something happened that changed everything.
It was early 2013 that someone told me that the local name was yellow fever. I called my Mum in the Village and told her; because before then, I had no idea on how to explain the sickness to my parents. The name Hepatitis B sounded so strange to me then. But surprisingly, my Mum was calm and asked me not to worry myself that our Village had trusted cure for yellow fever! That many people from the big cities and abroad do come to my Village to collect the medicine by referrals from their friends. She asked me to come back home. I traveled to my Village in Enugu and took the medicine as directed by the Traditional Doctor (herbs, roots and leaves). After two weeks of concluding the treatment, I went for another test and behold, there was no trace of Hepatitis B in my system! The Lab people were equally surprised. Since then, I have helped more than 60 people to get treated.

It all started sometimes in 2011 at Federal Housing, Lugbe, Abuja. I was diagnosed with the deadly disease called Hepatitis B. What a name! In fact, that was my first time of hearing the name.The Lab attendant at FHA scared the shit out of me when she told me that it kills faster than AIDS! I did quick research on the name and was alarmed that this was a very dangerous disease! I was still a single guy then. I quickly traveled back my memory lane and scanned through those 'unholy movements' we unmarried guys usually make, and concluded that this must be the judgement of the gods on my head! But I was assured by the same Nurse that it could be contacted through many means and not necessary sexual intercourse.
I spent a lot of money trying to treat it, but it continued to show in my blood whenever I ran a test. Someone later told me that the local name was yellow fever. It was then that I decided to inform my Mum in the Village because initially, I did not know how to explain the name to my parents.
I then called my Mum in my village in Enugu. I was surprised that she was clam and told me not to worry myself. She told me to come back to village that there was a trusted medicine that treats 'yellow fever' completely. And that people come from the big cities and abroad to collect the medicine regularly by referrals from their friends.
Out of frustration with conventional medicine, and because this was my own Mum, I decided to give it a trial. I went to my Village in Enugu to collect the medicine and took it as directed (made up of herbs, roots & leaves). I went to test after the treatment. Behold, there was no longer any trace of Hepatitis B in my system! The Lab Attendant was surprised and asked me what magic! I told her that we had a local medicine that treats Hepatitis B in my Village. She confided to me that the conventional treatment they gave people was for the management and not complete cure of the sickness.
The interesting part of this story is that the Lab started bombarding me with request to get the medicine for their patients. (that is after collecting huge sums from the patients in the name of treatment) Initially I was reluctant because of the stress involved, but I later caved in.
I had no idea of medicine before then, but that was how I was transformed into an unwilling medicine man! Some who live in the South will call and I will direct them to my village or arrange for the medicine to be sent to them. Others who stay here in the North will call and I will make arrangements for the medicine for them. I have so far helped more than 60 patients to get treated.
I am only helping people because I nearly lost my life to this disease. Most of them usually take me out to buy me beer after they got well. Some who would not touch beer will say, big thank you to me. And the Medicine man will always bring me palm wine and bush meat any time I traveled home because of the number of patients I sent him or medicines I order from him.

I can train you anywhere in Nigeria. Oyo is a very good place to start. There is many Miners in Ibadan and environs. It is only Keffi and Jos that can compete with Oyo in terms of Mining activities in Nigeria.

All pays depending on you. Mining takes time to mature. You need to learn new skills to be able to cut Gemstones. You must also go through the learning curves to deal on Gems.

HOW TO START GEMSTONE MINING IN NIGERIA:

The Gemstone Mining Industry in Nigeria is easy to enter with the right information. Contrary to public perception, you do not need millions of Naira to venture into the Untapped Multi Billion Dollar Gemstone Deposits in Nigeria. The information bellow is structured for new entrants. If you are already in the Gem Mining Industry, it will enhance your understanding of the Sector.

1. As a starter and learner, you are going to operate as a medium scale miner. That is, you are going to employ between five to 15 miners to do the work for you. You learn along the line. You can either operate along the Keffi axis or Ibadan axis depending on where you stay in Nigeria. Keffi axis covers the whole North Central and parts of Bauchi (where you have the largest gem deposits in Nigeria) Ibadan axis covers the whole of South West states of Oyo, Osun and parts of Ogun and Kogi. The best place to start in South West is Ibadan. But Keffi is the main octopus.

2. Gemstone mining in Nigeria is easy to enter if you are shown the right way because you do not need your own Mining License or pay workers to start. Many connected individuals have Mining Licenses, but do not carry out the mining operations. What we do is to locate those who have such Licenses and Sites, and partner with them. We take charge of the Site, hire miners (laborers), and sponsor the work. When we get minerals, it is shared according to pre agreed percentages. One percent goes to the Federal Government as Royalty as mandated by Law. The remaining 99% is shared between the License Holder and the Financier into 40% and 60% respectively. Some greedy License Holders will insist on fifty fifty. But that is not a problem since it is the Financier who controls everything. The License Holder settles the community (landowners) from his own share based on their pre operation agreement. The Financier settles his miners from his own share based on agreed percentage. The general practice is that the laborers sell their own share to the financier based on 'bush price'. It is considered a loss for a Financier to allow minerals from his site to be sold to an outsider except by him or herself.

3. To start, you need only three documents. That is, a registered Company, an Export License and Permit to Possess & Purchase minerals. You can start without the last paper, but you must get it before you start to handle any mineral. Whenever you are ready to sell, you must obtain another paper called Permit to Export Mineral for Commercial Purposes. That is the time when you pay the one percent Royalty Fee to the Government.
But anyone with the financial muscle can acquire his or her own Site and all the Mining Licenses and start as a large scale miner. I facilitate the acquisition of all the licenses mentioned above from Company registration to finding a Site and even hiring of seasoned miners. 4. Now, you are good to go! Gemstone mining is generally done using manual labor and semi mechanization. You are going to need a generator and water pumping machine along the line when you get to water, but not in all cases. To start, you must buy tools for you boys ( shovel, digger, hammer, Chisel, Cutlass, hand gloves etc) You must buy cooking utensils, provide accommodation and food stuff. Accommodation does not cost much because of the location. Most of the time, it is usually free because the villagers are always eager to identify with the miners knowing fully well that there is enough bread along the way. When your boys sustain injury, you treat them. In some cases, you jam a rock. It means you have to blast your way through. Blasting does not cost much for insiders. There is manual drilling and machine drilling. It depends on your pocket.

5. If you are lucky, you reach minerals within the first six Months. Some times it may be up to a year or more depending on the mineral, location and topography.

6. You need to hire a Site manager who is a seasoned miner to coordinate activities for you. Such manger is also paid when you get minerals. One thing I found fascinating in the Gemstone Mining Industry is that everybody (landowners, Miners, Managers etc) understands the game: we all get dividends when we get product! And in that case, everyone is motivated to work harder by self interest! You must visit your boys once in a while. Once every week or two weeks is ok. And when going, you must bring something for the boys. Some smoke, some drink! That's the reality and that's mining for you! So, keep your religious and medical views to yourself if you want to hire good miners.

7. All in all, from licenses to Legal fees for Agreements and setting up the whole operation, you need to keep one Million Naira in your bank account to start. You are not going to spend the whole money at the same time, but your boys may be calling for one thing or the other without pre information. Injuries will always occur once in awhile. And feeding laborers is not feeding Bankers!

@Buddar, you can start mining any of the minerals. Contrary to public perception, it does not cost much to tap into it. You learn along the line.
Basically what you need is a registered company with Export License which do not cost much and are easy to obtain. In gemstone mining, you don't pay the workers or the Landowners upfront. Everybody gets paid when your pit starts producing based on pre agreed percentage. You only buy tools and feed the miners. And other logistics.

HOW TO OBTAIN LICENSES FOR TRADE AND EXPORT OF GEMSTONES IN NIGERIA
There are three categories of licenses. These are:
1. Permit to Purchase and Posses Minerals
2. Permit to Export Minerals for commercial purposes
3. Permit to Export Mineral samples

1. Permit to Purchase and Possess Minerals:
The qualified applicant for the issuance of a License to Purchase and Possess Minerals shall be a Body Corporate duly incorporated under the Companies and Allied Matter Act. (i.e, it must be a Company) An application shall be made by the applicant to the Director of Mines Inspectorate, Ministry of Solid Minerals Development; and shall be accompanied by the following documents:
a. Certificate of Incorporation
b. Three (3) years Tax Clearance Certificate
c. An attestation of non conviction of a criminal offence
d. Bank Reference
e. Evidence of Source of supply
f. Evidence of technical competent person
g. Payment of prescribed fee
Obligation of holders of License to Purchase and Possess Minerals shall include:
a. Maintenance of registers and books of accounts of minerals purchased and sale transactions books which shall be made available for inspection on demand.

2. Permit to Export Minerals for Commercial Purposes
A qualified person for the issuance of Permit to Export Minerals for commercial purposes shall be a person who holds an extant Mineral Title or License to Purchase and Possess Minerals.
An application for the issuance of Permit to Export Minerals for commercial purpose shall be made to the Director of Mines Inspectorate, Ministry of Solid Minerals Development and must be accompanied by the following documents:
a. Certificate of Incorporation
b. Three (3) years Tax Clearance Certificate
c. Evidence of Registration with Nigerian Export Promotion Council
d. Evidence of source of supply
e. Evidence of payment or royalties on the minerals to be exported
f. Contractual agreement with a foreign buyer

3. Permit to Export Mineral Samples
An application for the issuance of a Permit to Export minerals solely for the purpose of analysis or experiment or as scientific specimen shall be made to the Director Mines Inspectorate, Ministry of Solid Minerals Development; and shall be accompanied by the following documents:
a. Certificate of Incorporation
b. Evidence of correspondence with foreign partners for the analysis
c. Evidence of payment of prescribed fee
d. Evidence of source of supply.
The Custom Officer in-charge of a Port (sea, air or land) shall seize any mineral commodity for export at the Port if the owner fails to present to the Custom Officer an Export Permit for sale or Permit to Export Minerals for analysis
The minerals so seized by the Custom Officer shall be conveyed to the Mines Inspectorate Department within 72 hours of the seizure.

The Solid Mineral Sector in Nigeria has more potential in terms of wealth and income generation than the Oil Sector. But lack of information on the existence of these minerals and the processes through which one can become an operator have left the Sector untapped. Contrary to public perception, the procedure through which one can obtain Mining Licenses in Nigeria has been liberalized and made easy; unlike during the Military era when you must belong to the elite to be able to operate in that Sector. Any Nigerian or Foreign investor can obtain these licenses easily through the procedures discussed bellow. The processes on face value might look complex, but in practice, they are easy to follow. Government fees are not much and you can hire the services of guides to direct you with little fee.
The Licences covered in this discussion are:
i. Reconnaissance Permit

ii· Exploration Licence

iii· Small Scale Mining Lease

iv· Mining Lease

v· Quarry Lease

vi· Water Use Permit


GUIDELINES ON MINERAL TITLES APPLICATION BY THE NIGERIAN MINING CADASTRAL OFFICE

1. Introduction:

The Nigeria Mining Cadastre Office was established in 2007 with the responsibility of Administration and Management of Mineral Titles in Nigeria in accordance with section 5 (1) of the Nigerian Minerals and Mining Act, 2007. The Mining Cadastre Office shall in addition to any other functions prescribed by or under the Nigerian Minerals and Mining Act, 2007, perform the following:

i. Consider applications for mineral titles and permits, issue, suspend and upon written approval of the Minister, revoke any mineral title.

ii. Receive and dispose of applications for the transfer, renewal, modification, relinquishment of mineral titles or extension of areas.

iii. Maintain a chronological record of all applications for mineral titles in a Priority Register which is to be specifically used to ascertain the priority and registration of applications for exclusive rights or free areas.

iv. Maintain a general register which is to be used for all other types of applications where registration of the priority is not required.

v. Undertake such other activities reasonably necessary for the purpose of carrying out its duties and responsibilities under the provisions of the Nigerian Minerals and Mining Act. 2007 and the Nigerian Minerals and Mining Regulations, 2011.


2. TYPES OF MINERAL TITLES:

In line with section 46 of the Nigerian Minerals and Mining Act, 2007 and the Nigerian Minerals and Mining Regulations, 2011, the right to search for, or exploit minerals in Nigeria, is governed by one of the following mineral titles:

· Reconnaissance Permit

· Exploration Licence

2.1 Reconnaissance Permit:

(Section 47, 57 and 58 of Nigerian Minerals and Mining Act, 2007 and the Nigerian Minerals and Mining Regulations, 2011. The Mining Cadastre Office shall within 30 days of the receipt of application from any qualified applicant and upon the payment of the prescribed fees, grant and issue a Reconnaissance Permit to search for minerals.

The permit enables the holder to carry out reconnaissance on a non-exclusive basis. The holder of a Reconnaissance Permit is not to engage in drilling, excavation or other sub-surface techniques, and must conduct activities in an environmentally and socially responsible manner and compensate for any damage to crops or property in the course of prospecting. The permit is issued for one year and it is not transferable, but renewable annually.

2.2 Exploration Licence:

(Section 48 and 59 of Nigerian Minerals and Mining Act, 2007 and the Nigeria Minerals and Mining Regulations, 2011. The Nigeria Mining Cadastre Office, on receipt of a valid application, is obliged by law to grant and issue an Exploration Licence within 30days.

A licence will not be granted over any land that is subject of an existing Exploration Licence, Mining Lease, Small Scale Mining Lease, Quarry Lease or closed to prospecting/mining activity (e.g. forest reserves, military areas, government development areas, national heritage area etc). The duration of an Exploration Licence is three (3) years, and renewable for a further period of 2 terms two years each, provided that the title holder has complied with minimum work commitment/programme and all other legal requirements. The area of land covered by an Exploration Licence shall not exceed 200Km2 i.e.1000 CUs.

2.3 Mining Lease:

(Section 50, 65 and 66 of the Nigeria Minerals and Mining Act, 2007 and the Nigerian Minerals and Mining Regulations, 2011. The Mining Cadastre Office, on receipt of a valid application, shall grant and issue a Mining Lease within 45 days of the application. The duration of a Mining Lease is 25 years, renewable every 24 years, provided that the holder has complied with minimum work programme and all other legal and regulatory requirements. The lease area shall be determined in relation to the ore body as defined in the feasibility study, in addition to an area reasonably required for the working of the deposit, not exceeding 50Km2 i.e. 250 CUs).

2.4 Quarry Lease:

(Section 51 and 77 of the Nigerian Minerals and Mining Act, 2007 and the Nigerian Minerals and Mining Regulations, 2011. The Mining Cadastre Office, on receipt of a valid application, shall grant and issue to the applicant a Quarry Lease within 45 days. The duration of a Quarry Lease shall not exceed five (5) years and may be renewed every five years as required, provided the renewal application is made within three (3) months before the expiration of the lease.

The area of land shall not exceed 5Km2. (25CUs).

2.5 Small Scale Mining Lease

(Section 49 of Nigeria Minerals and Mining Act, 2007 and the Nigerian Minerals and Mining Regulations, 2011. The Mining Cadastre Office, on receipt of a valid application, shall grant and issue a Small Scale Mining Lease (SSML) within 45 days. An SSML shall not be granted in respect of any area with an exploration licence, mining lease or quarry lease to any person except the holder of an exploration licence, quarry lease or mining lease covering the area. The duration of an SSML is five (5) years and is renewable for further periods of five years provided that the minimum work obligations have been fulfilled. The area of land for an SSML shall not exceed 3Km2. When the level of operations of a Small Scale Mining Lease exceeds any of the criteria established in definition of SSML, the holder shall convert such a lease into a mining lease by submitting a written application to the MCO.

2.6 Water Use Permit:

(Section 52 of the Nigeria Minerals and Mining Act, 2007 and the Nigerian Minerals and Mining Regulations, 2011. The area of land in respect of which any water use permit (WUP) is granted shall not exceed the area reasonably required for the purpose of the permit as defined in the regulation. A WUP will remain in force as long as the mining lease, SSML, or quarry lease for which the water use permit was granted remains valid. The Permit is issued only for mineral title purposes.

3.0 REQUIREMENTS FOR APPLICATION FOR MINERAL TITLES

The requirements for application for various mineral titles are as stated below:

3.1 Mining Lease

(a) Pre - grant conditions:

· Duly completed application forms

· Pre-Feasibility Report (with COMEG seal and signature)

· Prospecting plan / reserve estimation

· Extant Exploration licence

· Evidence of financial capability

· Evidence of technical competence

· Irrevocable consent from land owner(s)/land occupier(s).

· Attestation of non conviction of criminal offences under the Act.

· Evidence of payment of processing fee

· Certified true copy of certificate of incorporation.

· Mineral(s) to be exploited (section 64)

· Area specified to be surveyed in accordance with provisions of Survey Co-ordination Act (section 79). (Survey plan to be submitted)

· Notice to land owner(s) (private or state land) with a response on rate to be paid, (section 102).

(b) Pre-Development conditions (post-grant)

· Environmental Impact Assessment (EIA) - (section 119)

· Community Development Agreement (CDA) - (section 116) A copy to be Submitted to MCO and all relevant departments in the Ministry

· Compensation -(section 107)

· Mine Closure plan/Rehabilitation plan - (section 61)

· Reports from state bodies/ MIREMCO

3.2 Quarry Lease/Small Scale Mining Lease:

(a) Pre-grant conditions

· Duly completed application forms

· Pre-Feasibility Report (with COMEG seal & signature)

· Evidence of Financial capabilities - (section 54 of the NMMA)

· Evidence Technical competence Person(s) (Section 54 of the NMMA, 2007)

· Irrevocable Consent from land owner(s)/land Occupier(s)-(section 100 of the NMMA, 2007)

· Attestation of no conviction of criminal offence under the Act (section 53 of the NMMA, 2007)

· Certified True Copy of Certificate of Incorporation

· Evidence of payment of processing fees

· Indicate Minerals to be Exploited

· Area specified to be surveyed in accordance with Coordination Act (section 79 of the NMMA, 2007) (Survey plan to be submitted)

· Notice to land owner(s) (private or state land) with a response on rate to be paid (section 102 of the NMMA).

· Indicate Mineral(s) to be exploited (section 64 of the NMMA, 2007)

(b) Pre-Development conditions (Post - Grant)

· Environmental Impact Assessment (EIA)- (section 119)

· Community Development Agreement (CDA)-(section 116)

· Compensation-(section 107)

· Submit Mine closure plan/rehabilitation plan - (section 61)

· Reports from state bodies/MIREMCO




3.3 Exploration Licence:

(a) Pre-grant conditions:

· Duly completed application forms

· Minimum work programme (Detailed) (with COMEG stamp signature)

· Evidence of financial capability (section 54 of the NMMA, 2007)

· Evidence of technical competence person (section 54 of the NMMA, 2007)

· Irrevocable Consent from land owners/ land occupiers- (section 100 of the NMMA, 2007).

· Attestation of non conviction of criminal offences under the Act.

· Certified true copy of certificate of incorporation.

· Evidence of payment of processing fees and rents

· Indicate Minerals to be explored (section 64 of the NMMA, 2007)

(b) Pre-Development conditions (Post grant)

· Environmental Impact Assessment (EIA) (section 119 of the NMMA, 2007)

· Compensation

· Closure plan/rehabilitation plan

· Reports from state bodies/MIREMCO


3.4 Reconnaissance Permit:

(a) Pre-grant conditions

· Duly completed application forms

· Description of the work area and the activities to be carried out

· Attestation of non conviction of criminal offences under the Act

· Receipt of payment of the processing fee

· Evidence of technical competence (section 54 of the NMMA, 2007)

· Evidence of financial capability (section 54 of the NMMA, 2007)



NB1. All Fees and Payments must be by Certified Bank Draft(s) to the Mining Cadastre Office (MCO) and non refundable.

2. The Assignment/Transfer fees shall not be less than the processing fee.
3. The fees are subject to review
4. The procedures look complex on face value, but in practice, they are simple to follow if you have a knowledgeable guide.

Land in Nasarawa is not owned by government but communally. You simply approach the indigenes who own the land, buy it off them, change the ownership at the LG level and proceed to NAGIS for R of O. So why buy farmland in Abuja when you can do same in Nasarawa at less the cost and less stress?

You are correct only that Abuja is more secured after all. I was offered a 100 hectares at Keffi here for N15m, but that same size in Abuja is above N60m plus settlement. Well, it all depends on who is buying.
