I also witnessed a N500m water resources grant offered in 2008/9 by the EU (free money please, not loan) when Samuel Okedi was at EU and had finished facilitating it, the Igala commissioner said Gov Ibro wanted some bribe BEFORE HE APPLIED FOR GRANT THAT WAS WAITING FOR HIM!
