You've not done any research to back your claim of cosmopolitan nature, higher police population, accessibility or visibility as factors affecting crime reporting. Those factors are made up in your mind.

It is only your assumption as well that crimes that are recorded for states are only those reported to the authorities.

Below is a reputable research published on BMJ which shows again that lagos had the second highest violent deaths due to crime after Borno in Nigeria. It shock you abi? And the report is generated from Nigeria Watch database which is not a police organ.

Anambra state has tripplled its igr from the meager 10b obi left it in 2014 below enugu and abia,obiano trippled it in 8 yrs and soludo is poised to double obiano's in 5 yrs......obi was rather abysmal, couldn't harness the commercial capacity of anambra as the business hub of the SE to bolster the states igr to number one in SE.

Still saved everything in his bank to bolster its capital base why the state suffered.

How then does obi tend to increase our tax to gdp,how does he intend to bolster govt finances without being over dependent on oil? Remember he said borrowing was wrong.

Back to topic,only cases that vet reported gets recorded,more than half if Nigeria's crimes don't get reported to the police or to the authorities for reasons not far from the public perception of the police being dysfunctional inefficient and probable need to be required to pay for police services or lack of police presence all together.

If 500 cases happen in a year and 200 gets reported in cross rivers and 400 happens in lagos and 300 gets reported,which state would appear on the data sheets as being with the higher crime rate

I gave you an analogy of NY and London where higher crime rates are reported based on the frequency of reports compared to Nigeria with less frequency, does that make the high figures in those 2 cities less safe than Nigeria?

Cross rivers will have a far lower crime statistics because of a lower frequency of reporting compared to lagos for obvious reasons,cosmopolitan nature of the latter, higher police to population ratio,higher accessibility and visibility of the police, its as simple as that.......Nigeria has recorded high numbers of banditry and kidnappings over the last few years compared to countries like sudan or Chad or Afghanistan but you can't tell me those places are safer than Nigeria.

The Osun State government do procure equipments for the Police like 30 Armoured personnel carriers bought by the Aregbesola administration.
