Power grid By Chineme Okafor in Abuja Nigeria’s overall generation capacity is expected to drop to 2400 megawatts with the shutting down of the 480 Mw Okpai Combined Cycle Turbine operated by the Nigerian Agip Oil Company (NAOC), which will reduce available power on the grid by 300mw. The imminent shut down for scheduled annual maintenance of the plant located in Delta State is expected to last for about five days, starting from August 31 through September 4, 2013. It was announced yesterday in a statement from the Transmission Company of Nigeria (TCN) in Abuja. TCN said in the statement that the exercise was intended to improve the performance of Nigeria’s electricity grid that would also result in nationwide electricity load-shedding, it added that the country’s grid network would be better for it upon completion. “The management of Transmission Company of Nigeria (TCN) wishes to notify the general public that Agip Okpai Power Station in Delta State will shut down its plants for scheduled annual maintenance between 31st August and 4th September, 2013. “Consequently, grid generation will go down by 300MW resulting in load shedding nationwide. This exercise is intended to improve grid performance and equipment stability. TCN regrets inconveniences that its esteemed customers will experience during this period,” the statement explained. The shut down suggests that Nigeria’s current electricity generation capacity may just be around 2400MW, having lost part of it generation capacity some weeks ago to issues of severe gas supply leaks along the gas supply channels in the Eastern part of the country. Precisely on August 10, the Minister of Power, Prof. Chinedu Nebo had announced that three power stations in the East; Afam IV, Afam VI, and Rivers Independent Power Plant (IPP), were shut down as a result of gas constraints arising from condensate issue on the Trans National Pipeline (TNP), putting total generation lost from the stations at 624MW. He has also noted that Olorunsogo power station was also down due to low gas pressure as a result of which 89MW of power was lost, while low head water elevation was equally limiting generation at Kainji and Jebba hydro stations to one unit each. “It is work in progress, it is not finished yet but so far so good”, he says Lagos State Governor, Mr. Babatunde Fashola (SAN), Thursday undertook an inspection tour of the on-going construction of the Light Rail Mass Transit (Blue Line) and retrofitting of ferries at the Mile 2 Jetty, expressing satisfaction that although there has been some delay, there has also been significant progress in the projects. The areas inspected by the Governor included the National Theatre Terminus and interchange for buses and Park and Ride, the four-kilometre of tracks being laid from Orile to Mile 2, Mile 2 Terminal and Works Yard for the Lagos – Badagry Expressway project. The Governor also visited the Mile 2 Jetty Terminus where he inspected retrofitting work being carried out on five 80 – seater Aluminum ferries to be deployed for subsidized water transportation by the Lagos Ferry Services Company. Fielding questions from newsmen after the inspection, Governor Fashola said in spite of the delay, substantial progress has been made especially on the terminals at Costain and Mile 2 which, according to him, were just concrete the last time he visited but are now advancing rapidly to finished work. The Governor, who said the contractors attributed the delay to adverse weather, noted, “When we came here earlier this year, I was told that the section from Costain, Iganmu to Mile 2 would be completed by the end of July. I filed that in my head and I decided yesterday was end of July and I should come and see the progress here. Some progress has been made clearly”. “You can see the rail project has advanced. They have covered more track lanes, about four kilometres of track has been laid. About eight kilometres have been logged preparatory for more track lanes”, the Governor said adding, “You could see people at work, welding, casting and we also visited the works yard for the Badagry Expressway where we have about seven kilometres of concrete beams for drainage already precast and ready to go once the sand-filling and the preparation is done”. He further disclosed, “The section of the rail from Costain to Marina now is under consideration for award; that is another five kilometres, if you add that to the one from Mile 2 to Costain, that is eight kilometres. If you add that together that is 13 kilometres of rail road”, he said. Governor Fashola, who was conducted round the project by the Blue Line Light Rail Project Manager, Mr. Li Bing, further disclosed that the contractors would start asphalting the Mile 2 bound section of the Lagos - Badagry Expressway, from FESTAC Gate to Trade Fair, by the end of August while the same work on the Trade Fair bound section, from Mile 2 to Trade fair, would commence by September. Describing the project as a transport as well as an economic solution, Governor Fashola declared, “And you see thousands of Nigerians working on those sites; so for us it is a transport solution and also an economic solution, a job creation solution. So many things are involved there”. Commenting on the progress of work at the Mile 2 Jetty, Governor Fashola, who recalled that during his earlier visit to the Jetty, there were several dilapidated and abandoned boats sunk in water, said five of the boats have been lifted out of the water for retrofitting and three have had advanced retrofitting work while the other two were being cleaned. “The engines are on their way so we are on course. I think about two or three of them should be ready to start operations by the end of this year and the last three should be ready by the first quarter of next year with our Lagos Ferry Service”, the Governor said, explaining further that the Lagos State Ferry Service Company would be fully owned by the Government “to work and subsidize ferry service for middle level and poor commuters, somewhat different from what the private operators, whom we are also licensing, would be providing”. According to him, “We are expecting more private operators to bring in more ferries; we have granted more licenses, I think we have about 59 operators and 110 ferries on the waterways. We are expecting some ramp up gradually. You remember about three years ago we started with just about six ferries now we have about 109 ferries. The ridership has also increased to about 1.8 million per month”. He explained that one of the boats, a flat pontoon just imported from Europe, would be ferrying vehicles alone across the waters for car owners who do not wish to drive adding that a second one was being awaited. “Each of them can carry eight vehicles. That is the first one that has been delivered; we are waiting for the second one which is being shipped from Europe. It will also give choice to people who don’t want to drive; they just put their vehicles on the pontoon and ferry them across to their next destination”, the Governor said adding that the jetties were being designed to allow the roll-on roll-off type facilities to enable such people to just drive in at the entry point and drive-off at the exit point. On the seeming uncontrolled commercial activities on the Mile 2 section of the Lagos Badagry Expressway, Governor Fashola said it was one of the problems of urban renewal pointing out that people should not be prevented from earning their living legitimately just because Government was undertaking urban renewal. “The problem of urban renewal includes that people have to be managed. Life cannot stop because we want to do urban renewal. People also have to survive. Those people are earning a living in a legitimate way, so we respect that so long as they do it while respecting that commuters also have to move”, the Governor said. He, however, explained that all the rail stations have shops in them adding, “It is when all of this has been put in place that all of the trading in the fullness of time will leave the road and we will be on to a much more orderly and much more organized society and economy”. “The problem is as a result of what we are doing at the same time. In terms of transportation, we are implementing about five major solutions at the same time. It is not easy. It has been possible so far with the cooperation of the people who have continued to trust, who have continued to sacrifice, who have continued to contribute. I do not know any city in the world today that are operating five major transport solutions simultaneously, I don’t know any”, Governor Fashola said. Thanking all public servants, the contractors and all Lagosians for dedication to work and cooperation, Governor Fashola, who named the projects to include the Badagry-Mile 2 expansion, the Mile 12-Ikorodu expansion, the Lekki-Epe Expressway expansion, the ferry terminals and the rail project added, “I don’t know of any city that is doing that at the same time”. “So, I must thank all of the public servants and the contractors who, in spite of the large population of people having to be moved, adjusted, working at night; it has really been a very exciting journey so far. I remember the Lekki-Epe Expressway when we started and the traffic gridlock. But the pain is easing off gradually. So it is work in progress, so far so good but it is not finished yet”, the Governor said. Absa Group Limited office Absa Group Limited, one of the ‘big four’ consumer banks in South Africa acquiring majority shareholding in Barclays Bank, its parent company’s African assets yesterday indicated interest to enter the Nigerian market. The financial institution said the move would boost its presence across Africa. “The bank needs a competitive advantage before it can enter Nigeria, Africa’s second-largest economy and biggest oil producer,” Bloomberg quoted Absa’s Chief Financial Officer, David Hodnett, to have said in an interview in Johannesburg. The lender could take advantage of its experience in corporate banking, he added. Chief Executive Officer, Absa, Maria Ramos also told investors in Johannesburg the bank planned to spend 1.25 billion rand ($127 million) by 2015 on refurbishing branches in Africa,. The bank said last December that it would buy the bulk of Barclays’s African assets in an all-share deal worth 18.3 billion rand. The economy of Nigeria, Africa’s most populous nation with more than 160 million people, is set to grow 7.2 per cent this year, compared to an average of 5.6 per cent for the rest of sub-Saharan Africa, according to the International Monetary Fund. Absa is not looking at any of the nationalised Nigerian banks, Hodnett pointed out. The Asset Management Corporation of Nigeria (AMCON), set up by the federal government to buy bad debts from banks, is seeking to sell the three banks its acquired in 2011 next year. The banks are Keystone Bank Limited, Mainstreet Bank Limited and Enterprise Bank. They were acquired through a bridging process after an intervention by the regulators. Former Governor of Abia State, Chief Orji Uzor Kalu Former Governor of Abia State, Chief Orji Uzor Kalu, has given the Lagos State Government a seven-day ultimatum to apologise to the 67 persons of Igbo ethnic nationality allegedly deported from Lagos to Onitsha in Anambra State or he would head to court to defend their interest. Kalu said there was no law in the country, which empowers a state or governor to deport any Nigerian to any part of the country. In a statement made available to THISDAY Monday, Kalu said there was right to freedom of movement for every Nigerian as enshrined in Section 41 of the 1999 Constitution. While describing the action of the state government was lawless and vexatious, the former governor equally condemned it in strong terms, saying it threatens the corporate existence of the country. Besides, the former governor argued that it was an open secret that the Igbo contribute about 55 per cent to the Lagos economy. “It is appalling to learn that the deported Igbo were even detained in Ikorodu for about six months before their illegal deportation. “They were taken to Onitsha in four buses, escorted by anti-riot policemen," he said. One of them, Osondu Mbuto, a trader from Ohaozara in Ebonyi State, was on his way to his shop on December 18, 2012 when he was arrested by officials of the state’s Kick Against Indiscipline (KAI) and detained for no reason until he was deported in his father's land. “The reaction of the state government that the Igbo were deported to reunite them with their families was the worst insult to any race. “Governor Fashola's Special Adviser on Youths and Social Development, Dr. Enitan Dolapo Badru, said: ‘The end result is to reunite them back with their families.’ “What an affront against the collective will of Ndigbo or any other race in Nigeria to live and do business in any part of the country? “The action of the state government is not only wicked but a clear breach of the Constitution of the Federal Republic of Nigeria, as amended. “To worsen the matter, most of those deported are not even indigenes of Anambra State. Is Anambra State now a dumping ground for any act of illegality? Is Lagos State Government above the law of the country? If not, can it operate another set of laws without recourse to constitution amendment? Is it not a travesty of justice that officers of the Nigeria Police Force (NPF) were even used for this illegal act against the Nigerian state? Was the supervising officer, who allowed the deployment of the policemen, not told that they were going to be used for the deportation of Nigerians they were paid by tax payers' money to protect in their fathers' land? “The action is a gross infraction to the rights of the deportees to dwell in any part of Nigeria without discrimination. With this wicked, crude and primitive deportation, I just wonder why a component unit of Nigeria, under the authority and supremacy of a constitution would choose to be lawless in such an unconstitutional conduct. Not even under the military would such an action have happened. “Even if a criminal offence was committed, the place to take them to is the court, not for them to be deported. The action of the Lagos State Government is lawless as it is vexatious and I condemn it in strong terms because it threatens the existence of our country. All patriotic Nigerians should say no to this xenophobic action of Lagos State Government because it usurps the powers of the federal government and disregards our constitution. “I demand a public apology from the governor within seven days to all those illegally deported and a repeat of such an act must be stopped or I will head to court to defend the interest of the Ndigbo in Lagos.
