ON OYO STATE SUBEB/TESCOM CBT SCREENING: AN URGENT CALL FOR POLICY EVALUATION IN NIGERIA

One thing I have noticed about government policies and the ease of handling administrative obligations in Nigeria is that the majority of them lack a human touch. A good policy is measured in principle by ensuring that each stage of implementation does not cause more harm to those for whom the positive outcomes are initially intended.

One example I have written about in the past is the challenge students face when certifying their certificates for foreign admission or immigration purposes (the link in the comment section). The current process mandates them to travel to the Federal Ministry of Education in Abuja, which imposes significant pain and risk on those living hundreds of kilometers away. The same applies to certifying marriage certificates at the Ministry of Foreign Affairs in Abuja.

But let me focus on my motive for writing this post: More than 100,000 people who applied for both SUBEB/TESCOM across Oyo state have to travel to Ibadan for their CBT exams and interviews, despite the availability of many centers across the state and local governments where the organizers could liaise with and conduct the examinations or screenings. It's very bizarre, and the organizers seem to lack any human consideration for those who elected them or those whose tax money is being used to pay their salaries.

There are various reasons why this centralized approach is problematic. First, it poses a risk to the lives of many people traveling long distances. Apart from the fact that some roads are dilapidated, accidents can happen due to reckless driving. Second, people are currently suffering due to ill-planned government policies such as subsidy removal and naira floating. Unemployed individuals will be forced to borrow money to travel and book a hotel room for early morning exams, potentially causing financial strain. Additionally, large crowds could lead to accidents and stampedes.

Our government should consider these issues for future exams and policies. We are not animals. Government officials are appointed to manage the affairs of the people, and if people suffer due to bad policies, it indicates significant systemic problems.

Moreover, they should reverse bad policies when their attention is called to them. Despite people highlighting the difficulties in certificate certification, nothing has been done to make the process easier up till this moment.

Another problem is our own complacency. Many times, when I call attention to these issues, people (victims) are quick to counter. For example, someone argued that we should be grateful the CBT organizers are not charging fees for taking the exam. Some even believe there would be malpractice if the exam were decentralized. How?

When our friends do things we don't like, we should call their attention to it so they can change. The same goes for our government. They might not be aware of the issues people face, but how will they know if we don't bring it to their attention?

In many Nigerian films, sensitive issues such as religion, gender, culture, and identity often come to the forefront, sparking public debate. However, filmmakers from both northern and southern regions frequently perpetuate stereotypes while neglecting more profound, troubling issues that could advance our nation.

The influence of movies on Islam in Nigeria is significant. Whenever scholars advocate the pure teachings of Islam, filmmakers undermine them; when scholars tighten a principle, filmmakers loosen it.

We see daily degeneration in our youth as they imitate what they see on screen. As the saying goes, "A tree is not brought down by the axe but by the termites within." Our strength as a Muslim community is eroded not by external adversaries but by internal discord. Within the movie industry, Muslim actors, actresses, and musicians often prioritize financial gain over their religious duties. Many are unaware of the Islamic guidelines that govern their profession, and scholars may either ignore or fear confronting them due to their fame. We must guide them away from un-Islamic practices, so they can contribute positively to Islam rather than causing harm unknowingly.

Recently, the Muslim community in Nigeria expressed outrage over a film poster showing actresses robbing a bank while wearing Niqabs. This anti-Muslim film depicts women in niqab wielding weapons and committing crimes, an overt act of Islamophobia. It is reprehensible and offensive. Previously, a music video portrayed Fulanis and Muslims as killers and featured women in hijabs engaging in the notorious 'Shaku Shaku' dance. What is the producer's intention in these portrayals of Islam?

What actions has the National Films and Videos Censors Board taken to protect Islam? Are there no Muslims on this board? Are there no Muslims in the movie industry? What is their stance on such portrayals? Why must Muslims in Nigeria be pushed to the edge before we see respect for our religion?

Furthermore, the most perilous enemy is the one who remains hidden. Disbelief and immoral behavior often masquerade as religious piety. Tragically, some students from Islamiyya/Arabic schools, in full Islamic attire, engage in similar behavior under the pretext of celebrating Maolid, graduation, hijrah, etc. Videos of them dancing provocatively are shared on social media, sometimes even in the presence of religious scholars. When admonished not to spread mischief, they claim to be peacemakers. In truth, they are the ones causing mischief, though they fail to recognize it.

The solution is not to condemn our Muslim brothers and sisters in the film industry but to address their un-Islamic practices. We must build rapport with them, guiding them to contribute positively to Islam rather than causing unintentional harm. Additionally, we must ensure that anyone—Muslim or non-Muslim, from Islamic or non-Islamic schools—who misuses Islamic symbols is held accountable. "The greatest incitement to crime is the hope of escaping punishment." Let us act with wisdom and unity to safeguard the sanctity of our faith and community.

For many people with no finance background, it’s very easy to fall into a “halal” investment scam, meaning being sold an investment product that is not completely halal.

There are many examples I can share, but I decided to list out the obvious ones for now...

If you are confused about the “halalness” of an investment product, this list can serve as a guide in helping you “halalify” your portfolio moving forward.

Here are the most popular investments that you should avoid ❌ :

1. FOREX - except for a simple exchange of two different currencies that is done on the SPOT.

2. Treasury Bills - a government-issued instrument that involves INTEREST. Avoid it! Good alternatives are halal fixed income and halal mutual funds.

3. Bonds - corporate or government-issued long-term instruments that involve INTEREST. A good alternative to this is Sukuk.

4. Shares in unethical companies - e.g., interest-based banks, brewery companies, adult entertainment, etc.

5. Index funds that contain shares or funds that are UNETHICAL - e.g., S&P 500. Good alternatives are halal filtered index funds like SPUS, HLAL, etc.

6. Sovereign Debt Notes - they involve paying interest. A good alternative is Sukuk.

7. Certificates of Deposit (CDs) - they involve interest. Good alternatives are halal fixed income, halal mutual funds, and Mudarabah savings accounts.

8. Real Estate Investment Trusts (REITs) - except for those that invest directly in real properties and where dividend payment is a reflection of the income generated from the properties.

9. Peer-to-peer lending - except for those that involve equity financing or asset-based financing with no interest.

10. Mutual funds - pool of funds invested in a number of companies. Best alternative is halal mutual fund that invests in ethically curated companies.

Note: I deliberately avoided those investments that scholars have differed on (e.g., Crypto) and focused exclusively on the investments that are outrightly prohibited.

On this blessed day of July 12, 2024, we are fortunate to witness the 6th day of Muharram, 1446AH. According to the NSCIA's calculations, the upcoming Monday and Tuesday mark the auspicious days of Tasu'a (9th) and Ashura' (10th) of Muharram, respectively. Fasting and good deeds on these days hold immense spiritual benefits.

Let us emphasize the significance of fasting on Ashura', the 10th of Muharram. Our beloved Prophet (peace and blessings be upon him) said, "Fasting on Ashura' is of great merit and expiates the sins of the previous year" (Muslim). Additionally, fasting on the 9th of Muharram is highly recommended, following the Sunnah and distinguishing us from the Jewish community (At-Tirmidhi).

The Prophet (peace and blessings be upon him) fasted on Ashura' in solidarity with Prophet Musa (peace be upon him) and encouraged his Companions to do the same. Before his passing, he recommended fasting on both the 9th and 10th of Muharram. Thus, it is our Sunnah to observe both days.

Sheikh Sayyed Sabiq emphasized the significance of Muharram, stating that the best fasting after Ramadan is in this blessed month (Fiqh As-Sunnah). The Prophet (peace and blessings be upon him) clarified that fasting on Ashura' is voluntary, with no compulsion.

Muslim scholars have outlined three levels of fasting on Ashura':

1. Fasting for three days: 9th, 10th, and 11th of Muharram (Monday, Tuesday and Wednesday this year).
2. Fasting on the 9th and 10th of Muharram (Monday and Tuesday this year).
3. Fasting solely on the 10th of Muharram (Tuesday this year).

May Allah make it easy for us to fast these blessed days. Let us strive to observe this noble tradition and encourage others to do the same. Together, may we seek Allah's mercy and blessings during this sacred time.

Please remind others to partake in these special fasts, and may Allah shower His grace upon all of us.

Last week, the #Nigerian media space was abuzz with discussions about the Federal Government (FG) #Samoa agreement, with some parts of the media making a lot of "sensitive" inferences from the agreement - what the FG tagged as #fake news and #misinformation capable of injuring the national security of the country.

I am very sure this debate might even continue this week. As people often opine, "Nigerians, one week - one wahala" 😊.

However, I pondered: assuming the FG is planning to create a department, ministry, or committee to fact-check this type of news immediately in the future whenever it arises, how would you like the composition of members to look like?

Should it be:

- Completely "Obedients" (Peter Obi's supporters)?
- Completely "Agbadorians"/"BATIST" (Bola Tinubu's supporters)?
- Completely "Atikulate" (Atiku Abubakar's supporters)?
- An equal representation of Obedient, BATIST, and Atikulate members?

Tomorrow, Saturday, or next Sunday marks the end of 1445 Hijrah. This implies Monday is the first of Muharram - the first day of the new Islamic calendar year - 1446AH. Although there's no special or grand celebration, as a Muslim, it's important to acknowledge the significance of the Islamic calendar and its months, which symbolize and count special events in Islam.

Here's a summary of the Islamic (Hijrah) calendar:

- The Islamic calendar is based on a lunar year consisting of 12 full lunar cycles, totaling 354 days.
- Each new year falls 10 or 11 days earlier according to the 364-day solar calendar.
- The 12 months of the Islamic year are:
1. Muharram
2. Safar
3. Rabi' al-Awwal (Rabi' 1)
4. Rabi' al-Thani (Rabi' 2)
5. Jumada al-Ula (Jumada I)

Ibn Sa’di said in his Tafseer:

"Do not admire them in such a way that you will distracted with desire for the worldly pleasures enjoyed by those who live in luxury and by which the ignorant are deceived. You should be content with that which Allah has given you."

He also said:

"Do not be impressed and do not look repeatedly admiring worldly pleasures and those who are enjoying them, such as delicious food and drink, fine clothing, beautiful houses and adorned women, for all of that is the adornment of this world in which those who are deceived rejoice. And those who do wrong enjoy it by ignoring the Hereafter.

But it will all soon end and cease to be, and those who love it will die, then they will regret when regret will be to no avail, and they will realize the state they are in when the Resurrection begins. Allah has made it a test and a trial, so that it may be known who will be deceived by it and who will be better in deeds".

We often face difficulties and trials in our lives. Whether a car accident, a burglary, sickness or any other calamity befalls us, although we suffer and undergo difficulty at the time, we seldom realize that often there is actually great benefit and wisdom in the difficulty. Hence, we should instantly hold firm to sabr (patience) and hope for reward from Allah Ta‘ala.

As a young children, many of us were dragged to the dentist. Once at the surgery, despite our protests, we were seated on the chair and made to open our mouths, after which the dentist carried out ‘unspeakable atrocities’ against us. Scaling, polishing, filling and worst of all – injecting and extracting – are some of the horrors that we were made to undergo. To our disappointment and dismay, our emphatic appeals to our parents to bring an end to the torture simply fell on deaf ears, and they even went as far as to side with the dentist, scolding us and telling us to sit still! To add insult to injury, while we nursed our wounds, they thanked the ‘torturer’ and paid him handsomely for what he had done!

Now, as adults, we look back, in retrospect, and realize that the dentist was actually a blessing in disguise. Had he not treated us, we would have probably lost some of our teeth – a loss that would have plagued us for the rest of our lives. Thus, although we did not understand it at the time, the difficulty that we suffered was actually for the best.

Similarly, we often face difficulties and trials in our lives. Whether a car accident, a burglary, sickness or any other calamity befalls us, although we suffer and undergo difficulty at the time, we seldom realize that often there is actually great benefit and wisdom in the difficulty. Hence, we should instantly hold firm to sabr (patience) and hope for reward from Allah Ta‘ala.

A few decades ago, a man from Durban was at the Jeddah airport, returning home from hajj. Inexplicably, the airport staff rejected his ticket, although he had followed the procedure and regulation of the time by going to the airline offices and confirming the ticket prior to the flight. The officials refused to allow him to board the aircraft. This man was naturally upset and could not understand why he had been denied his seat on the plane.

Hardly an hour had passed, when this man learned that the plane in which he was originally meant to travel had crashed and all the passengers had tragically passed away! He was now relieved and grateful, realizing that although his ordeal had seemed to be a difficulty at the time, it was actually Allah Ta‘ala’s divine intervention to save him from the plane crash.

If, when afflicted with calamities and difficulties we adopt sabr, remain pleased with the decision of Allah Ta‘ala and do not complain of the circumstances, then Allah Ta‘ala rewards us for these actions of sabr and submission. Furthermore, difficulty is sometimes sent our way in order to ward off a far greater calamity that was otherwise destined to befall us. Simply because we fail to comprehend the benefit and wisdom behind the difficulty, it does not mean that it is not there.

Whenever we face a difficulty in future, let our first reaction be that of sabr and happiness with the decision of Allah Ta‘ala

THE NEED TO REVISIT THE INFLUENCE OF TRADITIONAL RULERS IN THE APPOINTMENT OF IMAM IN YORUBALAND - By Qaasim Odedeji

There is a Yoruba adage: 'aye là ba'fa, ayé làbá imole, lọsan gangan n'igbagbọ wọlé dé '. This adage confirms the existence of Islam in Yorùbá land long time ago before the coming of European colonial masters who brought Christianity to Nigeria.

It is not unusual that almost in all the major towns in Yorùbá land, central mosques exist side by side with the palaces.

History has it that the earliest Muslims in many of Yorùbá towns and cities were either invited by the traditional rulers who were Muslims or they were accepted and given spaces closed to the palaces to build their mosques in order to live close to the Obas. This, because of the respect the traditional rulers had for such Alfas and the spiritual powers they believed they were possessed of. Such Alfas eventually served as spiritual guides and advisors for the Obas.

Some of such traditional rulers who accepted Islam later became the vanguards of Islamic propagation in their domains. Examples of such traditional rulers who became promoters of Islam in their domains are Oba Memudu Lagunju who ruled as Timi of Ede and Oba Momodu Lamuye who ruled as Oluwo. The two of them implemented Sharia law in their towns; Ede and Iwo and as well established Shari'a court for that purpose.

It was this synergies between the Yoruba Obas in Yoruba towns and mutual respect between them that culminated into the influence the Yoruba traditional rulers have had in who become the Chief Imams of the cities and towns.

Despite this fact, the respect between the Obas and Imams was mutual. The earlier Yorùbá traditional rulers held the Chief Imams in high esteem and hence, the popular statement, 'alfa ni Bàbá Ọba' i.e, Islamic Clerics are the fathers of Kings. The Imams in those days were highly respected by all and sundry. There was no incidence of an Oba purporting to dethrone an Imam for whatever reason whatsoever.

It is therefore a great absurdity when today the incidence of Obas imposition of anybody, qualified or not qualified as well as attempts to dethrone Imams on the excuse that he who hires can fire has become so rampant.

The absurd practice on appointment of Chief Imams have become so far and embarrassing that if the office of Imam and Oba is vacant, filling of the vacant position of the Chief Imam has to wait until the Oba is appointed no matter how long. An example of this is the office of the Chief Imam of Oyo that has remained vacant due to the vacancy in the office of Alaafin of Oyo.

Some years back, the Timi of Ede, Oba Munirudeen Adesola Lawal, Laminisa 1 took some steps to suspend the Chief Imam of Ede for a reason that is only political until the intervention of well meaning individuals and groups in and outside of Ede. This kind of action is embarrassing not only to the office of the Chief Imam but the entire Muslims.

It then becomes more embarrassing when such Oba is a Christian like the current issue between the Soun of Ogbomoso, a Christian pastor and Chief Imam of Ogbomosoland, Sheikh Taliat Yunus where the former purportedly issued a query to the latter for daring to make a pilgrimage to hajj which is a fundamental aspect of Islam without his permission. Perhaps, one day, Oba ghandi will want the Chief Imam to seek for his permission before performing salat.

It needs to be stated without doubt that the position of an Imam is a purely Islamic position guided by the Shari'a. It is not a chieftaincy matter guided by Chiefs law of States. Therefore, the appointment and discipline of Imams, if necessary, should be in accordance with the Shari'a.

While it may not be out of place to involve the traditional rulers in the ceremony that follows the appointment of Imams in Yorubaland, the appointment needs to be strictly done by the Muslim Community of the town through a shurah committee.

Finally, Yoruba Obas should accord the Chief Imams their well-deserved respect, honour and dignity as it used to be between the Obas and Imams of the olden days.

You are the o e creating incitement here.
It's not to justify what happened in Iseyin as this post is saying but to tell you two wrongs don't make a right. Lukgaf, there's more to this story. Don't just post one side of a report. You are all brewing religious crisis that can set the country on fire. This matter should v gone directly to nearby law enforcement agencies in charge of that town.
How am I one sided? Could you watch video yourself if you understand Yoruba? According to the report, they reported the case to the police and operation burst and they wanted to sweep it under the carpet.

SANCTION SOLDIERS WHO BRUTALISED MUSLIMS IN ISEYIN ON SALAH DAY – MURIC



The Muslim Rights Concern (MURIC) has called on the Nigerian Army to fish out soldiers who mercilessly brutalised a Muslim woman in purdah with her husband in Iseyin, Oyo State, on Salah day (16th June, 2024).



MURIC’s complaint was contained in a statement issued on Saturday 22nd June, 2024 by its Founder and Executive Director, Professor Ishaq Akintola.



The statement reads:



“We are in possession of video clips and the picture of one of the 20 soldiers who broke the heads of a Muslim woman in purdah and that of her husband and inflicted serious injuries on other Muslims.



“In addition, the soldiers seized a little child, cut open his hand with a knife and took him away. It was one of the chiefs of Iseyin (the Ikolaba of Iseyin) who went to beg the soldiers before the child was released later. This is preposterous, barbaric and unacceptable. We demand justice.



“The incident occurred on Salah day, 16th June, 2024. The Muslim family was attacked as they prepared to slaughter their Salah ram on that day. The pastor of a church located opposite their house protested that the ram was placed in a position facing the church and immediately mobilised his congregation who invited soldiers from the barracks.



It was learnt that there has been a misunderstanding between the Muslim family and the church over noise pollution over which even the king of Iseyin had intervened.



“MURIC is aware that the Nigerian military authorities have maintained a good reputation among patriotic and truth-loving Nigerians mainly because they do not shield the bad eggs among them. We remind the army that this is another brutal attack on innocent civilian Muslims involved in a quarrel with a church. How can soldiers descend so heavily and so mercilessly on a poor and innocent Muslim family?



“This is an unjust, callous and inhuman behavior on the part of the 20 soldiers. We demand justice. We call on the army to investigate, apprehend and punish the belligerent military personnel involved in this atrocity without unnecessary delays. Justice delayed is justice denied.”

A disturbing incident occurred on Sunday, the day of Muslim Eid, in Iseyin.

A trending video shows a man and his two wives being assaulted. The man, a Muslim who lives near a Christian neighbor, was sacrificing a ram on his property for Eid. However, this led to a dispute due to previous issues.

The man had earlier complained to the police, king, and security agencies about the loud noise from the pastor's worship sessions, which included the use of speakers and microphones late at night. The pastor had warned the man not to slaughter the ram on the road, which is still within the man's property, citing its proximity to their own premises.

According to reports, the pastor's son, a newly recruited soldier who had been threatening the man over the noise pollution complaints, led a group of about ten colleagues to attack the man. They broke one of the man's wives' legs, assaulted the other on the head and beat him mercilessly. The incident has been reported to the police, but no action has been taken yet, with authorities allegedly trying to cover it up. Attached are some evidence from the incident.

There has been controversy online regarding a Yoruba king who went for Hajj, with a trending picture showing his head uncovered. Some people consider this a taboo in Yoruba culture and have started criticizing the revered king.

What is the ruling of Islam on this?

Firstly, it should be noted that a man performing Hajj or Umrah is not permitted to cover his head. This rule applies to men because women are required to wear their usual hijab (without covering their faces) while performing Hajj or Umrah.

If a male pilgrim covers his head during Hajj or Umrah with something that directly touches his head, such as a turban or the like, then he must make fidyah (expiation).

Therefore, a pilgrim can protect himself from the sun with an umbrella or a piece of cloth, as long as it does not directly touch his head. If he needs to wear a hat or a turban, he must choose one of three kinds of ransom: either to slaughter a sheep, fast for three days, or feed six needy people.

Allah Almighty says, {And do not shave your heads until the offering reaches its lawful destination. So whoever of you is sick or is hurt in his head, then (make) a ransom by fast or donation, or ritual (sacrifice).} (Al-Baqarah 2:196)

This verse addresses those who shave while in ihram. Muslim jurists also apply it to those who cover their heads, clip their nails, use perfumes, or wear sewn clothes during ihram, agreeing that expiation is obligatory in these cases.

Thus, expiation is required for any of the restrictions of ihram. The person must choose one of three options: slaughtering a sheep, fasting for three days, or feeding six needy people.

That being said, what's so special about a king (a creature like us) uncovering his head sincerely to worship his Creator (Allah)? What's the big deal? Is there an automatic paradise for him? Do their barbers not see their heads or their wives when in za oza room? Such concerns are unfounded.

According to Shaykh Sharoff, a discussion like this is merely a "Yoruba level" argument and should not surprise anyone. Irọ́ lásán

Allah descends every night to the lowest heaven when one-third of the night remains. The descent of Allah to the lowest heaven is in a real sense, in a manner that befits His Majesty and Might. Allah descends however He wills, whenever He wills.

It was narrated by Al-Bukhari in his Sahih (1145) and by Muslim (1261) from Abu Hurayrah (may Allah be pleased with him), that the Prophet (peace and blessings of Allah be upon him) said:

“The Lord descends every night to the lowest heaven when one-third of the night remains and says: ‘Who will call upon Me, that I may answer Him? Who will ask of Me, that I may give him? Who will seek My forgiveness, that I may forgive him?’”

It should be noted that the descent of the Lord – may He be Exalted – to the lowest heaven is one of the actions that are attributed to Him and has to do with His will and wisdom. It is descending in a real sense, in a manner that befits His Majesty and Might. Allah descends however He wills, whenever He wills. Glory be to Him, there is nothing like unto Him and He is the All-Hearing, All-Seeing.

It is not permissible to distort the meaning of the Hadith by saying that what is meant is that His command or mercy descends, or that one of His angels descends.
