CITING the need to ensure adherence to good quality and high standards, the Education Secretariat of the Federal Capital Territory (FCT) administration has concluded arrangements to shut down 556 private schools it says are not up to standard and illegally operating in the capital city.

The Director, Department of Quality Assurance of the Education Secretariat of FCT Administration, Mr. Ayuba Didam who disclosed this in an exclusive interview with The Guardian, said the proliferation of illegal schools in the FCT had reached an alarming proportion.

According to him, such schools marked for closure lack infrastructure and academic standards, adding that the FCT Administration (FCTA) had given approval to the department to shut them down as soon logistics were provided.

The Guardian learnt that with an average of about 200 pupils in each of the schools, no fewer than 110 , 000 children would be sent away from their schools.

According to Didam: “Because these illegal schools are about 556, it will require like three pages of newspapers in three national dailies to publish them. Then we have to mobilize people to serve notice to all the schools and since there is also a committee involved , it means we will require vehicles to go round.

“The massive closedown of such schools is being delayed because it requires huge logistics.
We will write again and seek funds. When we sought the approval, we requested for funding, but there was no funding. The budgetary provision for 2015 was very poor, probably the money wasn’t there bearing in mind that the revenue base of the Federal Government has been on a slide recently.

Also because of the Treasury Single Account(TSA) operation, all the funds that would have been left for us were swept into one single account with nothing left for us to operate with.

“Since September till now, 70 percent of our operations have been funded from our own pockets and I thank God for the crop of people that we have in the Department of Quality Assurance who by upbringing and training as teachers, have a high sense of motivation, high sense of duty.

People use their cars and their money to buy fuel, whereas there is an official vehicle. As I speak to you today, there are supervisors in the Municipal Area Council and in Karshi, Bwari and Abaji Area Councils where our men are evaluating what is happening in the schools.”

Didam urged parents in the FCT to always verify the status of private schools before sending their children and wards there, stressing that the names of such approved schools were available on the web page of the secretariat.

He further said that there were about 2000 approved public and private schools all over the FCT that could meet the educational needs of the residents .

“It is better for the system to be regulated than for it to be left unregulated.
After publishing the names of the schools that would be closed down, we provide alternatives.Government has provided enough schools for everybody.

In the early nineties, late eighties or somewhere before then, I would have agreed that that there weren’t enough schools.
But now with both government and private sector contribution, we have achieved a very good, if not 100 percent access to basic education.

In fact, the beauty of the system is that there is choice; there are different categories of schools.
“Like I said earlier, it is better for us to control and regulate than to just throw the matter open for all manner of players. I have been to a couple of schools this year, and I must confess that I had to shut them down without any authorization, because it was a very clear violation of policy and guidelines and all that is good. How can you gather children of ages two to six in a small room with all of them sitting on the floor, with one man instructing.

There is no curriculum, no ventilation, no lighting and nothing for safety. If peradventure something happens in that little room you call school, what will you do, how would you explain to the parents of these children?”

He expressed displeasure with instances where parents would prefer to take their children to clearly dilapidated and unapproved schools simply because they are tagged as “private” rather than enroll them at public schools within walking distance of their homes.

Didam also said that the supervision, monitoring and evaluation of schools was a routine process to ensure that minimum standards were met in both public and private schools in terms of physical planning and infrastructure, staffing and curricular and extra-curricular activities.

Civil servants and politicians are not good managers, I do not think t is proper to close down 556 schools because they are not approved. Government can close down the worst 50 schools among the unapproved schools, and then give guidelines to the remaining 500 schools with a mandate that the 500 schools should meet up with a minimum standard for approval within 3 to 5 years. The schools will pay a special permission due of about 80k per annum and another continuous improvement inspection fee of 70k per annum making a total of 150k excluding taxes paid by the teachers and the owners.

I see no reason why a serious school owner will not strive to have his school approved within few years if given the guidelines and the ultimatum to have his school approved. Government will also make about N40 million every year from special permission dues, N35 million from continuous improvement inspection fees, a minimum of N50 million from taxes paid by school owners and teachers, then the jobs of more than 10000 teachers will be saved.

When a parent pays for runs for his or her ward what is that parent telling that child? that he or she can do anything to get what they want including cutting corners.

It is outdated not to cut corners in our society, it appears being upright negates the norm of our society. People should dare to be different by deviating from these norms, because this action will definitely pay a higher dividend at the end of the day.

School/business owners need to have a longer term view and plan, the ONLY way to establish " a built to last institution", is to learn how to play the game according to the rules. How many businesses outlive their owners in our society? How many brands have been in existence for 100 years in our society may be First Bank, this is why schools owned by religious organisations where morals are their unique selling points will continue to grow from strength to strength.

What they forgot was how to "make" life while they got busy making money!
Money in itself is not evil; it provides food for the hungry, medicine for the sick, clothes for the needy. Money is only a medium of exchange.
We need two kinds of education:
a) One that teaches us how to make a living,
and
b) One that teaches us how to live.
There are many of us who are so engrossed in our professional life that we neglect our family, health and social responsibilities.
If asked why we do this, we would reply that "We are doing it for our family".
Yet, our kids are sleeping when we leave home. They are sleeping when we come back home!! Twenty years later, we’ll turn back, and they’ll all be gone, to pursue their own dreams and their own lives.
Without water, a ship cannot move. The ship needs water, but if the water gets into the ship, the ship will face existential problems. What was once a means of living for the ship will now become a means of destruction.
Similarly we live in a time where earning is a necessity but let not the earning enter our hearts, for what was once a means of living will surely become a means of destruction for us as well.
So take a moment and ask yourself, "Has the water entered my ship?"
I hope not!

It could just be that the family went to the Bank to ask for the account details without Letter of Administration, so it is normal that the Bank ask for who it is that is the next of Kin and they possibly tried to react.

It is not advisable to use your intended partner as your next of kind, you can use your wife or your husband as your next of kin. Being a next of kin does not mean you are entitled to the possessions of a deceased except it is outlined in the will.

People should avoid unnecessary job hopping, and if you must change jobs you need to do your research and due diligence on the new company. My mom's neighbour left First Bank in 2007 to join Intercontinental Bank due to more than 100% difference in salary, unfortunately the guy did not earn the new salary for 6 months before he was sacked by Intercontinental Bank.
A friend also left MTN in 2010 for Visafone, unfortunately MTN later bought Visafone and guy is now jobless. People need to look before they leap.

A clash is likely between the Nigerian military and Niger Delta militants who have returned to their old ways of bombing oil facilities following the deployment of soldiers to oil pipelines nationwide.

I don't have problem with this news. We all know that one day, the sanctions against Iran would be lifted. Of course the sanction can't everlasting as some people think.
My concerns focus on the weakling 'OPEC' organisation.
Honestly since the creation of Opec, I am yet to see its usefulness to the global oil market. I thought Opec would serve as a regulator to regulate these gluts. Sometimes we need to leave the players and blame the coach.
Opec is just too weak to control the output of crude oil into the global market. At least, Opec should be strong enough to impose sanctions on some giant countries like United States or even Venezuela if they outstep their production.

United States is not a member of OPEC.
