The People Democratic Party (PDP) Governorship Candidate in Zamfara State, Alhaji Bello Matawallen-Maradun, has promised to pay N30,000 minimum wage if elected as the governor of the state. Matawallen-Maradun made the promise at a news conference in Gusau. ADVERTISEMENT He said the welfare of the civil servants was one of the major issues to be given priority to if elected. “If I am given the mandate to be the governor of the Zamfara state, I will implement N30,000 minimum wage for workers”, he said. ADVERTISEMENT He cautioned against the imposition of a state of emergency in the state, saying such action would not be good for the state. According to him, a state of emergency will cripple the economy of the state and worsen the insecurity situation. He denied the allegation against him of not having qualifications to contest for governorship position made by the All Progressives Grand Alliance (APGA) gubernatorial candidate in the state, Alhaji Sani Abdullahi. Niger’s army killed more than 280 Boko Haram militants near the southeast border with Nigeria in days of land and air raids, the defence ministry said Wednesday. More than 200 jihadists were killed in air strikes and a further 87 by ground troops since the offensive began on December 28, the ministry said in a statement read on state television. It comes after Western African leaders held talks in November on the escalating attacks by the Nigerian Islamist group in the Lake Chad area, a strategic region where the borders of Chad, Cameroon, Nigeria and Niger converge. The operations were carried out on the islands of Lake Chad and along the Komadougou Yobe river which serves as a natural border between Niger and Nigeria, which has suffered a string of recent attacks on its military bases. The Federal Government has budgeted a total of N160bn this year to take care of adjustments that may arise as a result of the planned increase in minimum wage. The amount is contained in the 2019 budget proposal which was submitted by President Muhammadu Buhari to the National Assembly. The 2019 budget has an estimate of N8.83tn made up of N4.04tn for recurrent expenditure, N2.03tn for capital expenditure and N2.14tn for debt servicing, among others. An analysis of the budget showed that the sum of N160bn had been provisioned to take care of public wage adjustment and salary increases in the Ministries, Departments and Agencies of the government. The amount is captured under the service wide vote in the 2019 budget document. The N160bn is also projected to take care of arrears of promotion and severance benefits to civil servants. Apart from the N160bn, the government has also budgeted the sum of N4.5bn for the payment of retirement benefits to former Heads of Civil Service of the Federation and retired Permanent Secretaries. Also, about N5bn was budgeted for payment of death benefits for civil servants and men of the Nigeria Police Force. The entitlements of former Presidents/Heads of State and Vice-Presidents is to gulp N2.3bn in 2019 while retirement benefits for former heads of government parastatals are estimated at about N1bn. In the same vein, the government is proposing to spend N121.6bn on military pensions, N28.3bn on civilian pensions, N7.4bn on police pensions and N50bn on arrears of 33 per cent increase in pension rates. A Kaduna-based Chieftain of All Progressives Congress (APC) and National Coordinator of Buhari Awareness and Voters’ Guard, Engr. Kailani Muhammad has said the President Muhammadu Buhari-led administration has made 12 million peasant farmers millionaires through its Anchor Borrowers Scheme. Speaking at a press briefing on Monday in Kaduna, Engr Kailani who noted that there is no alternative to APC presidential candidate, Muhammadu Buhari come 2019 said the party has guaranteed 12 million votes from the farmers. He further said that the People’s Democratic Party (PDP) presidential candidate, Alhaji Atiku Abubakar could not be trusted with the economy of the country, citing several cases of financial misconduct allegations levelled against him while he was the vice president between 1999 and 2007. The Presidency said on Sunday that President Muhammadu Buhari had drawn the curtains on the signing of bills for the Fourth Alteration to the 1999 Constitution. It noted that any bills not signed till date must have lapsed, adding that Buhari would have also communicated same to the National Assembly. The Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, spoke exclusively with The PUNCH amid renewed talks that Buhari failed to sign most of the constitutional amendment bills. Both the Senate and the House of Representatives spent at least N1bn of taxpayers’ money between 2017 and the first quarter of 2018 on the fourth alteration of the 1999 constitution (as amended). Speaking on the issue, Enang said, “If the President has not signed any bill as of today – and he must have written the National Assembly informing them – it is because the time allowed by law has elapsed. “It is no more available for signing. And I know that the President assented to some of the bills that were submitted and sent the rest back to the National Assembly. “Anyone that has not been assented to, the time constitutionally allowed has elapsed and the President of the Senate and the Speaker of the House of Representatives must have been communicated.” Findings showed that the Senate and the House initially proposed 33 amendments to the constitution, but both chambers only mutually passed 17 of the bills. The 17 bills were later forwarded to the 36 state Houses of Assembly for approval in compliance with Section 9 of the constitution. It was gathered that on April 18, the National Assembly forwarded 12 of the bills, which secured the endorsement of the two chambers upon return from the states, to President Buhari for his assent. The Peoples Democratic Party Presidential Campaign Organisation PPCO has said it uncovered plans by the All Progressives Congress (APC) and the Presidency to arrest the National Assembly members who booed President Muhammadu Buhari during his 2019 proposed budget presentation last Wednesday. The PPCO spokesman, Buba Galadima, who addressed newsmen Sunday in Abuja, claimed that the presidency had directed security agencies to start compiling names of lawmakers who jeered Buhari for arrest. “We learnt under an impeccable authority that some of his close aids are meeting and taking names of those supposedly booed the President. Whether to frame them, either with EFCC or ask the police to invite them. I don’t know for what purpose. “They can’t arrest any parliamentarian for booing the President on what he thinks is correct. That the President misrepresented what has happened in his or her constituency. The Rice Farmers Association of Nigeria (RIFAN) and Fertilisers Producers and Suppliers Association of Nigeria (FEPSAN) have donated N1.77 billion to the campaign of President Muhammadu Buhari who seeks a second term in 2019. The donations were announced Wednesday night during a Gala Night organised by beneficiaries of the government’s Anchor Borrowers Programme which held at the old Banquet Hall of the Presidential Villa, Abuja. The two groups said Mr Buhari has changed the fortunes of the agriculture sector by bringing unprecedented change which has empowered them. Announcing the donation of N1.2 billion on behalf of rice farmers, the president of RIFAN, Aminu Goronyo, said apart from the increasing progress in the sector, the president’s policies have also resulted in savings of billions of naira for the country. Mr Goronyo said RIFAN has a membership of about 12.2 million and that each member will donate N100 to the campaign which translates to N1.2 billion. Mr Goronyo said more fertilisers were made available to them easily in the last three years. “All these achievements are from your commitments and favorable policies to agriculture,” he said Similarly, president of Fertilisers Producers and Supplies Association of Nigeria, Thomas Etuh, said N120 billion was saved in two years from fertiliser subsidy. He then announced that FEPSAN is contributing N570 million to the re-election bid of the president. Mr Buhari, who thanked them for the gesture, said statistics from the National Bureau of Statistics (NBS) have confirmed that his administration’s policies are yielding results. He said he inherited “a broken system in the agricultural sector in 2015.” “Seeing your faces and hearing your stories give me hope.
