Former President Goodluck Jonathan has said he cannot take responsibility for the abduction of the Chibok schoolgirls because he doesn't control Boko Haram More than 100 girls were kidnapped from the Government Girls Secondary School, Chibok, Borno State, in April 2014. Speaking on the kidnap, which happened during his administration, Jonathan said he could not say whether he was right or wrong on the kidnap, or that he was trying to remove himself from blame. He stated this in an interview with BBC on Friday. His words: "Immediately the Chibok [schoolgirls] issue came up, we expected Nigerians to be concerned. ‘How do we get these girls out?’ Within a couple of days, we saw people going to the US with Bring Back Our Girls placards. How? Why? And of course, Mrs Obama received one of those placards. I cannot take responsibility for that abduction. I don’t control Boko Haram. They are criminals. "But as a president, of course you know it’s not the president that goes to the fields. You have security and intelligence officers that do the work. Let me admit that yes, maybe they do their best, but their best was not good enough for us to recover the girls. That I cannot say I am right or I am wrong. That does not mean I am trying to remove myself from any blame. Yes I may not be blamed for the action, but I could be blamed that my security and intelligence systems were not strong enough to be able to rescue the girls. The police in Sokoto State on Friday said a strange group sighted in a part of the state was not operating on Nigerian territory or carrying arms. PREMIUM TIMES earlier Friday reported complaints by locals that a strange armed group from neighbouring Niger Republic was operating in parts of Tangaza Local Government Area of the Sokoto State, carrying arms and demaning levies from residents. The police, however, downplayed the complaints by residents of the border community. Speaking on Friday evening, police spokesperson in the state, Cordelia Nwawe, told PREMIUM TIMES that the state police commissioner, Murtala Mani, and his deputy in charge of operations, Baba Isa, went to Tangaza on Friday to attend to the situation. “There’s nothing like armed bandits, there is no need for people to be scared. The commissioner of police and his deputy in charge of operations went and saved the situation,” Mrs Nwawe said. “There’s no need for people to be apprehensive because whatever happened to Niger Republic has nothing to do with Nigeria. Those people are not operating in Nigeria but Niger Republic. Tangaza is a boundary community, despite people alleged that they saw strange people in the area with their camels, donkeys and wives, it is not in Nigeria. “But we’re not taking anything lightly because we have mobilised more conventional policemen to make sure the people did not infiltrate into Nigeria,” Mrs Nwawe said. President Muhammadu Buhari has convened a meeting of Heads of State and Government of the Lake Chad Basin Commission (LCBC). The meeting will hold on November 29 at N’Djamena, the Chadian capital. Mr Buhari convened the consultative meeting in his capacity as Chairman of the Summit of Heads of State and Government of the LCBC. Femi Adesina, the president’s spokesperson, said in a statement Wednesday that the one-day meeting would review the security situation in the areas affected by Boko Haram insurgency and adopt measures to enhance the capacity of the Multinational Joint Task Force (MNJTF) to meet the challenges of securing the areas. Mr Buhari convened the meeting after his visit to Maiduguri, Borno State, to declare open the annual Chief of Army Staff conference. The conference earlier billed for Benin, Edo State, on Tuesday, was moved to Maiduguri following a resurgence of attacks by the terror group, Boko Haram. The insurgents recently attacked military formations in Metele in Southern Borno leading to high casualty figures. Reports say Boko Haram are taking advantage of the withdrawal of Chadian troops along its border with Nigeria. Mr Buhari had earlier sent his Minister of Defence, Manir Dan-Ali, for consultations with the Chadian authorities. “The presidents of the LCBC member countries of Chad, Cameroon, Niger, and the Central African Republic have been invited to attend the meeting,” Mr Adesina said. The House of Representatives yesterday asked President Muhammadu Buhari to direct the Minister of Finance, Zainab Ahmed, to urgently release to the National Judicial Council (NJC) the sum of N110bn appropriated for the judiciary in 2018. The lawmakers said the directive was in line with Section 81(3) of the 1999 Constitution (as amended), which states that “any amount due to the judiciary in the Consolidated Revenue Fund shall be paid and disbursed directly to the National Judicial Council.” ADVERTISEMENT In a motion on the failure of the Minister of Finance to release funds standing to the credit of the judiciary,” sponsored by Aminu Shehu Shagari (PDP, Sokoto), the lawmakers noted that the essence of the constitutional provision was to guarantee the financial and administrative independence of the judiciary. The non-approval of the $30bn foreign loan by the National Assembly is delaying various rail projects across the country, Minister of Transport Chubuike Rotimi Amaechi has said. Amaechi said the Federal Executive Council (FEC) had approved the various projects and forwarded the loan request to the legislature but that the non-approval has made it impossible for the projects to take off. The minister, who spoke when he appeared before the joint Senate Committee on Land Transport and Local and Foreign Debts, said the projects included the Port Harcourt-Enugu-Maiduguri and the Lagos-Kano rail lines. The joint committee is investigating allegations that the government has abandoned the Port Harcourt-Enugu-Maiduguri rail line and concentrated on the Lagos-Kano axis. Responding to questions from members of the joint panel headed by Senators Gbenga Ashafa (APC, Lagos) and Shehu Sani (PRP, Kaduna), Amaechi said: “We didn’t abandon any rail project. All the rail projects awarded are there.The truth is that we can’t go and borrow without Senate approval. The Federal Executive Council has awarded the contracts, but we can’t go to work without funds, and that has to come when the Senate approves the $30bn loan request.” He said once the projects were completed, movements of cargoes would be done via rail, which would reduce the pressures on Nigerian roads.
