Politics › Re: Laolu Akande Appointed As Osinbajo’s Spokesperson By Buhari by mapet: 6:06pm On Jun 22, 2015
mkoabiola:
For record purpose, particularly those "misgiving" that the VP was being marginalised and treated as a "boy boy" to the extent that PMB appointed Laolu Akande as media spokesperson for him, the presidency is ONE. All such appointments are done by the president. Some other ignorant people also lampooned the president for "importing" Dr Akande from the US as if there were no other credible hands in Nigeria. Where were these same people when GEJ similarly "imported" Ngozi Okonjo-Iweala from the World Bank to head his economic team? And also for their information, when Obasanjo became president, all such appointments to the office of the VP were done directly from his office. That was how OBJ "imported" Dr Adinoyi Ojo Onukaba from the US and appointed him as the media aide to Vice president Atiku, along with Garba Shehu and Chris Mamah as Special Assistant. There is no doubt that a VP has imputes in the appointments to his office but they are done under the presidency because there is only one presidency.Richard Akinola

OK slow down,

1. Unfortunately we may not be able to take this discussion too far as obviously we are not related reasoning wise........
2. When a president goes on missions, diplomatic as it is, he chooses his team I thought I made that obvious assertion which you're yet to debunk.
3. Please stop throwing loose points that are hardly facts in the air. Yes Buhari receives deepest intelligence reports.......... I thought if GEJ had made the kind of effort Buhari is making diplomatic wise, especially with the deepest intelligence reports, we probably would have calmed the storm of Boko Haram
4. Did Shetima gate crash into the entourage or Buhari invited him? Will Buhari have invited him if he didn't need him on the trip? As much as we are not privy to the details of Shetima's specific role on the visit to to G7, we can simply hazard a reasonable guess. I was wondering specifically what you want Shetima to be doing within the 2 day visit? to stay in Maiduguri and fight with bows, arrows and cudgels? Have you imagined that during these discussions, there could be break-out sessions where small teams will be formed and representatives put in these small teams to discuss the issues to the granular detail? Will Buhari divide himself into those number of teams?
5. It sound logical to me that a state governor who is the legal chief security officer of a state is competent enough to represent that state in supportive role to the president anywhere in the world. If you don't get that then nothing I can do..........
6. I'm tempted to believe the complexity of what that visit entails and the expected outcome is something your mind cannot decipher, so your bland argument is understandable
porka:
Oga, you people are just indicting this your dullard president everyday in the name of making excuses for him.

Sometimes one wonders whether you guys actually reason out things you post here or they are mere emotional outbursts.

As the president, Buhari receives the deepest intelligence and security briefings every time. All the 36 states governors combined do not have the kind of information Buhari currently has on Nigeria's security.

Some security reports on Boko Haram that Shettima will never know are in Buhari's possession.

What then is this argument about taking Shettima along to 'explain' to their masters as the governor at the centre of the insurgency?

What does it mean? Are you saying they won't believe Buhari's own version? Are you saying Buhari is not coherent enough? Are you saying Buhari is too dull to 'explain' things clearly? Is Buhari not in the best frame of mind to articulate his 'wishes' to their masters? Is he sick or too weak to withstand the physical rigors? Has he been lying to them that they would need a witness before they believe what he says?

How does it sound in your ears that a state governor is in the best position in matters of the country's security than the Commander-In-Chief of the Armed Forces. What then is Buhari's job description?

What exactly is that explanation? Is he going to narrate the history of Boko Haram to them? Are you aware that Boko Haram terrorists are all over Nigeria and not limited to Bornu alone?

They could as well have taken the Chairmen of the affected LGAs if we have to follow your logic.

Bros,

My sentiments exactly.

1. Personally I don't jump into conclusions, just because someone made a statements. Much still when we've not verified with facts.
2. A key thrust of Buhari's wishlist to be discussed with G7 leaders is security. It makes sense that Shetima be on the entourage, to give a vivid account of events, since he predated Buhari in the history of current engagement with Boko Haram and will come in handy in discussion on security.
3. The president has the perogative of choice of the members of the team in his delegation
4. The military command center has been relocated to Maiduguri, aside from offering condolences, there is little for Shetima to do in Maiduguri and his absence for a day or two is not out of place.
5. I think Ben Bruce is showing some naivity, diplomatic, strategic and politically. Obviously this is not comparable to Jonathan's shoki dance in Kano when Chibok girls were kidnapped.........at least Buhjari and Shetima are doing something about the situation..........

Ben Bruce should STFU.......

Politics › Lagos Signs Ikeja, Ikoyi, Apapa Model City Plans by mapet(op): 10:33am On Jun 01, 2015
The Lagos State Government has signed three model city plans to guide physical development of different areas of the metropolis in the next 10 years.

This is in line with its determination to ensure a better, safe and economically viable human settlement in the metropolis.

They are the Ikoyi/Victoria Island, Agege/IfakoIjaiye and Apapa model city plans.

The immediate past Commissioner for Physical Planning and Urban Development, Mr. Toyin Ayinde, said during the presentation of the plans after their official signing, that they were approved by the State Executive Council under Governor Babatunde Fashola.

According to him, the model city plans had earlier been signed for implementation.

He added that the three plans would be printed in book format for easy access by members of the public.

“When you plan, you create order; when you are orderly, you are organised; when you are disorganised, you will be agonised. Therefore, the importance of the plan is to ensure that planning is properly done in this state,” Ayinde said.

He noted that democracy had resuscitated the efforts to plan the state, adding that the model city plans were carried out by indigenous planners instead of foreigners.

“I have absolute confidence in indigenous planners. They relate with the plans because they live here and can relate the plan with everyday life,” he said.

The ex-Commissioner added that the model city plans would soon be gazetted.

According to him, the Agege/IfakoIjaiye Model City Plan makes case for new overpass at Fagba crossing; park and walk; bridge and transport concourse at Agege.

The plan also seeks investment for the Lagos State Abartoir and the Moshalasi Alhaji regional commodity market; redevelopment of the existing railway station into a modern transport concourse and shopping mall; and the development of the Agege Central Business District.

The Ikoyi-Victoria Island Model City Plan (2013-2033), on the other hand, projects that more than 663,226 people will be living in the enclave by 2020, while the number will increase to 1,405,955 by 2030.

The key proposals in the plan include intra-city cable car, mono rail and shuttle bus routes; ferry service jetty site along Ozumba Mbadiwe Street; telecommunications district at Saka Tinubu Street and environs; and creation of hospitality corridor, among others.

It also seeks investment opportunities in multimodal transport system, housing, hotels, tourism, multi-level parking, and commercial offices.

The Apapa Model City Plan proposes four star Port Novo lagoon resort at Igbo Alejo, five star Atlantis Resort Hotel; 18-hole golf course; health farm; wellness resort; Marina/Yacht club; and the Tarkwa Beach resort......

Ebun-Olu Adegboruwa: The Lagos legacies

I delayed this piece till the end of the tenure of the Executive Governor of Lagos State, Babatunde Raji Fashola, SAN. I was to write it on the occasion of his 50th birthday, but I thought that I may be misunderstood by the write up whilst he was still in office. There is now no doubt, that Lagos has affected the fortunes of Nigeria and indeed democracy, in Africa. And by ‘Lagos’ I mean the geographical entity called Lagos State.

Lagos was the natural choice of the British colonialists, partly because of its geographical location and its huge potentials. Upon independence, it naturally assumed its rightful status, as the seat of government. It remained so, until the early 90s, when the federal government moved the seat of administration, to Abuja.

Lagos has in turn been blessed with wonderful leaders, from Mobolaji Johnson, to Lateef Jakande, Buba Marwa, Bola Tinubu and now Fashola, just to mention a few, of the erudite people that have shaped Lagos. In all, the regime of Bola Tinubu, has become a turning point as reference for progress, in Nigeria.

Tinubu came first as a Senator, embracing progressive politics and a little of activism. By the time of the MKO Revolution, he had become a notable figure, in Nigeria’s political landscape. Then came June 12. Tinubu had to go into self exile, using his base and resources, to support the democratic movement, abroad. Eventually, military rule was conquered, by the will of the people, in 1998 and it was now time for politics again. Given his credentials and performance in NADECO, Tinubu became the bride of the progressives and a natural choice for the Lagos job.

Upon his victory at the polls, he set himself at work. His mind was very broad, gathering technocrats and experts together, to define and design the Lagos agenda. He had no respect for age, gender, religion or tribe. He chose to work with trusted hands, loyal associates and committed democrats.
The choice of General Olusegun Obasanjo, as Nigeria’s President, threw some initial challenges, for the Lagos agenda, temporarily, especially Obasanjo’s quest for a second term.

There was also crisis within the progressives, which led to the break in ranks. The decision to support Obasanjo’s second term, turned out to be a political albatross, for the progressives, but Tinubu read the game and played it very well, emerging, ultimately, as the seat of opposition. Of course he had to pay dearly for it, with persecutions, frustrations and deprivations. But Tinubu kept on and indeed survived.

Tinubu then decided to expand, posting his trusted allies, back to their home states, to establish themselves. Lai Mohammed, who was then chief of staff, went to Kwara; Rauf Aregbesola, then Commissioner for Works, went to Osun; Bamidele Opeyemi, a shining star of the Tinubu era, went to Ekiti, etc. Tinubu also partnered with Lam Adesina, Segun Osoba, etc, to form a collective. But by far the greatest task before Tinubu was to choose his successor. It generated so much rancour, but he stuck to his choice of Fashola, then his chief of staff. I was later to hear the true story, which indeed is the basis of this write up.

I’d been following Tinubu’s Attorney-General, Prof Yemi Osinbajo, SAN, very closely. His decisions and actions were revolutionary. Lagos judges and magistrates became the envy of the judiciary, nationwide. He was talking of verbatim recording, of an anti-corruption network, of prison reforms, of enhancing the welfare of judges and general overhaul of the judicial sector. I then discovered that he had an excellent academic background, and was a great man of faith, as an ordained pastor, in the Redeemed Christian Church of God and a close confidant of its General Overseer, Pastor Enoch Adeboye. I also discovered then he was already at the height of his career, a professor of law, the height of academic attainment, a pastor, the highest spiritual office in RCCG, a Senior Advocate of Nigeria, the highest title in the Nigerian Bar and now Attorney-General. I got quite so very close to him, his church then, the popular Jesus Center, Ikoyi and other activities and discovered that he was such a simple, easy going fellow, who had silently influenced the Lagos Team, with his transparency and commitment to excellence. So he was our natural choice, as guest speaker, at our church anniversary, in Lekki. And then he told the Fashola story, which I summarize here.

Over the years, Tinubu had some investments and assets, and when it became apparent that he had to flee Nigeria, away from the Abacha holocaust, he handed over all his assets to his uncle, K.O. Tinubu, who had a flourishing law office, in Lagos. Fashola was then a young lawyer, in that law office and he was assigned to oversee Tinubu’s assets. So it was that every year, without any demand, Fashol would list out all the items comprised in Tinubu’s vast estate, his property assets, rents collected, dividends on shares, etc, without touching a penny, even as his own personal expenses. And he did this consistently, for all the years that Tinubu was in exile. In that way, he earned Tinubu’s trust, and became his natural choice, for continuity of the Lagos agenda.

Upon assuming office, Fashola himself went to town, gathering a team of very young and erudite technocrats, to pilot his reforms. He challenged the status quo and rendered purposeful leadership, at least to the best of his ability. It was told then that the weekly Executive Council meetings at Alausa had become an intellectual session, where serious brain storming and clinical dissection of ideas, was the order of the day. Commissioners had to prepare well ahead of the meetings, to defend their proposals rigorously and stand the test of Fashola’s probing mind.

By the third year of his administration, Lagos had become a model state and a reference point for development, in Nigeria. His personality, his erudition, his candour and boldness, attracted serious minded people to reconsider their stand, on political involvement. And we had the Dele Belgores, the Adams Oshiomoles, the Fayemis, all throwing their harts, in the political ring. Fashola took far reaching decisions, made landmark impacts, even though he was considered elitist in his approach. But now, no one is left in doubt that Lagos has bequeathed for Nigeria, a legacy of good governance, progressive politics, principled opposition and human capital development.

Of course this is not to forget the side kicks, toll gate extortion, primitive acquisition by leaders, overbearing tax regime and the painful omission to invest in power generation, early enough, by Fashola. They come with every regime; which is why I and other well meaning Lagosians, have been holding up the correction board, to define the limits of extremism.

The purpose of this write up is to encourage those who have just taken up the mantle, to aspire to impact lives, through purposeful administration. I can just imagine what a Fashola would do, with the federal ministry of justice, or of works and infrastructure, for this nation Nigeria. Just my thought.

A lot of issues comes into costs, oh really (*Surprised*)? Let's come to a tangent for a second. The aim of the comparison was to raise more political question about any deliberate over budget. In other word, I am more concerned about the ethical side of the project.
Comparisons using a division of the project by km/miles offer a semi accurate comparison, and are often use by most people with no access to the budget.
Similar comparison were made between SUD Europe and HS2 rail projects.
http://www.theguardian.com/business/2014/feb/09/high-speed-2-project-french-railway-construction
with the enormous cost of this project, even the flawed benefit-cost ratio falls to just above one: the level at which the cost to the public purse equals the forecast benefit to the economy.
1. If the aim of your argument was to raise a political question about deliberate overbudget, then your posers are inadequate and I thought we (some posters and myself pointed that out) How will costs in Nigeria be comparable to France for example? If you consider that almost the entirety of the capital costs are sought abroad in our case, expertise is gotten at a premium, our weak dollar vs. naira exhange rate, time lost in needless government bureaucracies, the risks factor built into cost of financing considering our environmental challenges (Fear of BH & ND restive youths), perceived instability in our government and policies etc. A typical french government will secure financing at probably single digit, while we get financing in region of 25%. That alone changes the basis of comparison.

2. A comparison of Project by km/mile simply gives you a poser to further dig down into the constituents when comparing countries. It tells a gives various people information that can be interpreted in many ways. A typical investor could choose to invest in France, if the cost per mile is cheaper, hence he requires less funds compared to doing same in Angola. A typical Nigeria government sees it from the POV of high cost of project financing that translates into longer term PBP and ROI, hence the need to look at the variables.

3. I tell you, it's simply intellectually lazy to do a brazen comparison without a level of adequacy on data to justify landed assumptions. Yes you want to call for probity, but we don't want to do that and allow government to take us to the cleaners.

You are right. To be honest, I made that comments based on similar project in western world. Sud Europe Atlantique fast train in france, is a 302km project with a cost of $8.49 billion=$28million per km.
For comparison, Google map shows the distance between Lagos VI and Abeokuta to be 103km, which means a $23million per Km($2.4Billion).
The trip between both end of the 302km is expected to take around two hours and ten minutes, which means in order to match that Lagos train must take the journey in ~45minutes. Unless Lagos state is buying ultra fast modern train, I doubt they will achieve such a feat?
When you factor the overhead cost, the quality of the train in France, then it's very easy to see why the project cost of Lagos rail is puzzling.
http://www.theguardian.com/business/2014/feb/09/high-speed-2-project-french-railway-construction
Many rail project with similar distance don't even come close to that price.
Bros,

A lot of issues comes into costs, hence your too direct comparison falls flat. Are we able to pull the kind of funding the French, British and other advanced world can put together in a jiffy at the state of our economy? A typical Nigerian bank even the Zenith and GTs of this world will syndicate such loans with foreign consortium unlike a single HSBC or Bank of England that can single handedly finance a project 5times that magnitude; hence the cost begins to extend.

For me, I think we should look at the delivery/value side. Chasing the cost side argument is a lost cause. How long can the project pay itself. 7years? 10years? How does it impact the economy of the coverage areas, in terms of direct inflow of revenue and complimentary/secondary value in job provision, catalyzing ancilliary industries, Capital knowledge transfer and increase in government take. A friend of my always jokes that the "Jinbei" (Chinese subterfuge of Toyota Hi-Ace bus) is the consequence of Toyota's "misadventure" in China. What do we make of he "Misadventures" coming into Nigeria?

interesting! $2.5 billion dollars for how many kilometres of rail, what type of rail system, what type of trains on top? is this a brand new rail or its going to be on existing line? There are more questions to ask...who are the major contractors, financiers etc. its unfortunately that Nairalanders are not calling people to accountability before the project commences. We just take news hook, line and sinker and complain later.....I siddon look o
Bros,

I take your posers on two fronts

1. You underestimated the average intelligence on NL. Call people to accountability? that will take a basic intelligence to do that, and for NL that is aiming too high.

2. I think you should also do better than leaving questions hanging in the air. You can stimulate this discussion (that has already gone to the dogs, and if can be salvaged) by doing more fact-finding and bring out fact based posers for questioning. We can't just demand accountability without credible reference. For instance a comparative project of such nature in South Africa, Singapore, Venezuela etc costs how much on real terms? what are the economics of the project, which some of us can run a quick-and-dirty one for the sake of intelligent discussions on this thread.

I thought there is a NRC shuttle train that runs along this Ogun-Lagos corridor several times daily.

Is it not more beneficial, value-for-money to increase the frequency and hire coaches/schedules to private companies instead of spending almost $3 billion building a parallel line with aloku metal scrap Toronto trains like the ones Fashola inspected since 2011 and paid $1 billion World Bank loan for that are yet to be seen in Lagos, four years after

Dont derail this thread with your foolishness, must everything be Fashola this and that.... If you have problem with Fashola, open a thread and vent your anger and frustration instead of polluting every thread with your madness. Mschew
Bros,

You can't get any value from this upstart. He regurgitate same failed logic and can simply not articulate intelligent analysis, even in opposition.

By the end of the project, Lagos debt will climb to 800 billion naira...
1. Unfortunately you only think one way. Let's even humour your phantom N800 billion supposed debt. Going by the said stats, at 300 per day (this is looking at a return trip) average for 340days in a 365 annaul days, fetches ......... you do the math........

2. Unfortunately still, while some of you just turn idiocy into an epidemic, sensible investors and builders of nations continue to take on viable capital project that serves the common good. Some of you are so interested in nitpicking unnecessary issues (Lagos debt, Fairly used coaches, and other ridiculous stuffs) while a typical Lagos has grown the IGR to 20billion + from 600 million, fastest growing city in Africa, GDP and economy bigger than many African countries.

3. I now see Babangida's point, (which we had thought was wicked) to be true. At this rate, this generation is not ready for leadership........... too many myopic empty brains. angry angry angry angry

but do they still want to invest and gain from their oil? if yes, they should find a way to create an enabling environment or better still use the military they would have used to fight them. My dear everything has solution in this life except death.
1. I am happy you take this stand point, especially the bolded part.
2. Please trust, that I have been following the ND like the bask of my hands since the year 2000, due to the nature of my work.
3. Wrt to the investors, they only recognize the FG through the bodies that invited the investments. Either as prospecting, E & P or Facilities investments. In many cases CSR projects are built into these contracts and adequately so.
4. I think it's high time ND youth sit down and talk sense into each other's faculties. I remember in the early 2000s, the youths will kill each other to hold the youth leadership positions. They come to the oil companies and make demands, from the spurious to the ridiculous. They threatened to ground the Oil companies operations. If there demands are altruistic, I wouldn't have been bothered. All they want is cash to share. They care less about the state of their environments. They care less about getting education up to professional level. They want to be given jobs/contracts they are largely incompetent and lack the capacity to do. Even when they are given contracts, they simply subcontract it. I had the first part of my NYSC in PH. Jobs that Shell and Total made available to the youths were "sold", many to non ND folks for cash.
5. Ayiri Emami has been a thorn in the flesh of Oil companies in warri Axis. Many Oil guys knew when Ayiri was a toddler. How he grew into a warlord terrorizing companies beats me. These guys will hold a whole company ransom, workers cannot come in and those in cannot go to their homes.........Ayiri Emami today is the managing director of a joint CSR team owned by oil companies and communities in Warri. The CSR funds in pulled into that company. You might want to ask yourself that after about 5years running what impact has that company made?
6. They later 2000s till date, the spate of kidnapping escalated. A Shell and Total that relocated their HQ to ND, now had their workers and expatriates kidnapped and at a scary rates. Contractors that bring specialists (mostly whites) on Facilities project have these guys kidnapped, some of them died in the process. Do you think these people will feel safe working in ND?
7. Truth is that a sizable majority of the ND boys are unemployable, except as casual staff. The ones that are educated have divided loyalties and leak company secrets to their folks which they use to hurt the companies.

Truth be told, cities or localities that thrive on commerce has one thing going for them, and that is the enabling environment. I also feel that you ND folks should understand something. The IOCs that pays the bigger bucks, that can megally develop these communities are leaving. In few year time, Shell would have sold off all her land assets and they will transact their business offshore, beyond the reach and jurisdiction of the ND restive boys.

I like the part omare said " henceforth any oil company that does not have their oil company in N/D would not be allowed to operate in their region" now this is what I call taking the bull by the horn.

One will simply imagine how a region is creating wealth and it is being enjoyed by the "sophisticated" and the "born to rule" mentality.
To enlighten you come to south south most of the oil companies there are being managed by the "sophisticated" whereas the youths and the owners of the oil begg's to be employed.
So much injustice perpetrated in this country called one Nigeria.
My Sister,

If you're aware of goings on in the industry, you will know that the bolded was actually implemented in the past. Shell, Total, Agip and some oil companies moved their head office to PH. What is happening today? Total has virtually relocated back to Lagos (They actually built a 15th floor new office in Adetokunbo Ademola street VI, something ND should have benefited from). Total relocated her head office to Abuja. Shell maintains a dual Abuja - PH office.

The ND are forgetting a critical rule in attracting investment - Enabling Environment. When all these companies relocated Head office to PH, the spate of kidnappings and harassment went upscale and led these companies. Do you think people will risk their lives, moneies and asset simply because they want to assuage the ND? Do you think investors will come when a sizeable number of expatriates have been kidnapped, some killed and other not sure of their fate?
