For those interested in learning more about the oil industry,I will recommend that of the premier pipe manufacturer,Tenarix which owns Tenarix University learning course on edx. A friend of mine currently doing his Phd in Czech Republic told me that he travelled to Estonia for his Masters at Tartu University,from Nigeria with a Schengen visa from the French Embassy,and applied for his residence permit on arrival. He forwarded emails from his school to prove it.
I think it will be nice if applicants contact the International offices in their universities of choice to confirm if it is possible. I think that it will be cheaper and less strenuous to get a schengen visa in Nigeria,than to travel to India to get an Estonia class D visa,because you will still apply for a residence permit ! If GEJ and Allison Madueke were involved,It will be unreasonable for them to write a petition to the EFCC to investigate an issue that is not public knowledge.
The oil cabal is answerable to only themselves and their selfish economic interests, and they have a grouse with GEJ and NOI since the subsidy scandal,when he refused to pay and ordered the Ribadu panel to investigate.
