Secret Army Report Implicates NSA Azazi, Ibori, Alamieyeseigha, Henry And Sunny Okah In Sale Of Military Weapons To Niger Delta Militants Saharareporters has obtained a secret report by the Nigerian Army implicating current National Security Adviser, Gen Andrew Azazi (rtd), former Governors James Ibori and DSP Alamieyeseigha, and former Director-General of the State Security Service, Lt. Col Kayode Are (rtd) in the massive diversion and sale of Nigerian army weaponry to Niger Delta militants. SaharaReporters obtained the intelligence report one week after Sonny Bowie Okah denounced members of his family as “killers” and vowed to destroy them, and a few days after the State Security Services intercepted 13 container loads of arms being imported into Nigeria through the Lagos port. Sonny Bowei Okah, a brother to Henry Okah, the leader of the Movement for the Emancipation of the Niger Delta currently facing terrorism charges in South Africa, is portrayed in the report as a central character in the deals. Also mentioned in the document are Major Gen R.O. Adekhegba, a former Director of the Directorate of Military Intelligence, Henry Okah himself, Major S.A. Akubo, a serving army officer, and ten soldiers who worked with the Nigerian Army Ordinance Corps. Named importers: Sheikh Ali Abbas Othman; Mr. Azimi Agajany; Mr. Sayed Akbar Tahmaesebi and Mal. Aliyu Oroje Wamakko. Sheikh Ali Abbas Othman Hassan, better known in Nigerian activist Muslim circles as Sheikh Abbas Jega, was the man who facilitated the importation of the controversial arms consignment into Nigeria, Daily Trust learnt from top security sources in Abuja yesterday. It was Sheikh Abbas who issued invitations to the two Iranian businessmen who imported the arms to come to Nigeria and thus helped them to secure visas, the sources said. His name was also given on the shipping documents as the owner of the 13 containers in Nigeria. The Sheikh is currently in Tehran. On the other hand, the two Iranian businessmen who actually arranged for the imports, Mr. Azimi Agajany and Mr. Sayed Akbar Tahmaesebi, Daily Trust learnt, are currently holed up in the Iranian Embassy in Abuja. They had arrived in Nigeria to facilitate the receiving and re-export of the weapons consignment and when Nigerian security agents seized the goods, they fled into the Embassy grounds, regarded in international law as sovereign Iranian territory. Daily Trust also learnt that after the containers arrived at the Apapa Ports in July, an attempt was made to clear them by Malam Aliyu Oroje Wamakko, a retired Senior Inspector of Customs who is into goods clearing business. Wamakko is the only man currently being held by the State Security Service [SSS] in connection with the arms cargo, Daily Trust also learnt. Daily Trust learnt that Sheikh Abbas, holder of a National Certificate of Education [NCE] from the Shehu Shagari College of Education, Sokoto, has been very active in Muslim activist circles since the mid-1980s. He first went to Iran on a student visa in the early 1990s and subsequently began to work for the Hausa Service of Radio Tehran, a work that he still does. The Sheikh, who is about 45 years old, also visits Nigeria regularly and delivers lecturers at various Muslim fora around the country. Daily Trust learnt from his associates that he occasionally imports some goods from Iran, notably ceramics and Islamic literature. According to our sources, of the two Iranian businessmen now hiding in Abuja, the Foreign Ministry was able to confirm that Agajany obtained a visa from the Nigerian Embassy in Tehran upon Abbas’ recommendation, but it is believed that Tahmaesebi obtained his visa from another, yet to be determined embassy. Daily Trust learnt that when the arms import scandal broke last week, Foreign Ministry officials in Abuja summoned the Iranian Ambassador to Nigeria and demanded that he hands over the two businessmen for questioning. Sources said although the ambassador did not deny that they were hiding in the embassy, he asked for three days from last Friday to consult with his government. Daily Trust also learnt that the Iranian Foreign Minister, Manouchehr Mottaki, who is currently on a tour of West African countries, arrived in Benin Republic from Ghana yesterday and could come to Nigeria this week to help break the impasse. Sources further said the Nigerian Ambassador to Iran, Alhaji Abubakar Chika Sarkin Yaki, has been in Nigeria trying to organise meetings of the Nigeria-Iran Joint Commission and is now working to solve the crisis. According to security sources, the clearing agent Wamakko’s attempt to clear the goods from the Apapa Ports since its arrival in July was frustrated by the absence of two key papers: Form M and RAR, or Risk Assessment Report. When it became impossible to clear the goods, Wamakko and the Iranian businessmen applied for permission to re-export the goods to The Gambia. This ultimately led to the goods’ seizure and the discovery of the arms cache. Wamakko, who is now being held by the SSS, retired from the Nigeria Customs Service in 2007 and promptly waded into politics, contesting for the Wamakko/Kware Federal house seat on the platform of the Democratic Peoples Party [DPP]. After losing the election, he went into goods clearing at the ports. Daily Trust learnt from some security sources yesterday that the Israeli government’s claim that the weapons were meant for Hamas in the Gaza Strip was apparently true because Iran is the main weapons supplier to Hamas and the Lebanese Hezbollah groups through many secret channels. The sources also pointed out that the Iranian businessmen and Wamakko tried to take the consignment out of Nigeria. Diplomatic sources told Daily Trust that the Federal Government was keen to resolve the developing crisis over the arms import because Nigeria and Iran have an important partnership, being co-members of OPEC, the G-8, the G-15, the Organisation of Islamic Conference [OIC] and the Non-Aligned Movement. However, the Foreign Ministry was insistent that the only way to avoid a row in relations is to allow the SSS access to Agajany and Tahmaesebi now holed up in the Iranian Embassy. Associates of Sheikh Ali Abbas Othman told Daily Trust yesterday that he was in Nigeria for about a month earlier this year and that he was frequently seen with Wamakko, the clearing agent. The associates also told Daily Trust that Sheikh Abbas introduced many Iranians to the Nigerian Embassy in Tehran over the years for the purpose of acquiring visas and may not have known that the consignment contained weapons. It will be recalled that on Tuesday last week, security agents in Lagos intercepted 13 containers that contained a variety of weapons, including rocket launchers and rockets. The containers, loaded in India, were brought to Apapa Port last July by the ship MV. The ship’s owners have since denied knowledge of the weapons inside the containers, saying they were delivered to it sealed. Israeli sources later told Associated Press that the weapons were from Iran and were meant for Hamas in the Gaza Strip. |

Officers of the Joint Military Task Force (JTF) have launched a man-hunt for the gunmen who attacked the Nigerian Agip Oil Company (NAOC) facility in Southern Ijaw Council of Bayelsa State. Security sources said on Saturday in Yenagoa that soldiers have been deployed to the area to intensify patrol of the troubled creek with a view to tracking the attackers of the facility. Troops in mufti have also been deployed to the creeks to gather intelligence to enable them track down the unknown gunmen. Timothy Antigha, the Spokesman of the JTF, who confirmed the development, said the objective of the operations is to apprehend the perpetrators. ``Our people have intensified patrol of the area and, of course, efforts are on to fish out the culprits,” he said. He said the Commander of the JTF in Niger Delta, Charles Omoregie, has implored the communities and residents to be more observant of their environment and to jealously guard government facilities and report all suspicious movements to the JTF and other security agencies. Mr. Antigha said effective policing of the area requires the collaboration of the natives since they are more familiar with the terrain. ``There is no escape for the perpetrators of the attack on the oil facility. We will not watch people truncate the peace process and erode the gains of the last one year brought about by the Federal Government’s Amnesty programme,” he said. Meanwhile, the Bayelsa State chapter of the Action Congress of Nigeria (ACN) has condemned the attack, describing it as inimical to the development of the state. Ebikibina Miriki, the Acting Chairman of the party in the state, called on the Federal Government to launch an investigation into the incident. He stressed the need for security to be intensified around oil installations and for patrol of the waterways in order to forestall a recurrence of the attacks. Unidentified gunmen in the early hours of Friday attacked the Osiama oil field delivery line to Brass causing about 60,000 barrels per day of production to be shut. NAN |
Former President Olusegun Obasanjo is said to be fretting over the possible emergence of a consensus aspirant from the north to challenge President Goodluck Jonathan at the Peoples Democratic Party (PDP) presidential primary. His situation, sources said, was worsened by the steady inroad of the Action Congress of Nigeria (ACN) into the region and the brewing trouble in the south west caucus of the PDP. Consequently, Obasanjo is said to be mobilising the party members to ensure that they deliver bloc votes to Jonathan at the primary election where only delegates count. He was also reported to be moving to reconcile all the warring factions in the zone to achieve the goal of delivering the presidential ticket. To this effect, he appointed Third Republic senator, Yinka Omilani, who is also a former National Vice chairman of the party to spearhead the reconciliation process. Investigations however, showed that the PDP in South West seems to be in disarray following series of intra-party squabbles in most of the states in the region. The development is said to be giving Obasanjo and other party leaders' goose pimples, particularly fearing that the hope of delivering 100 percent of votes to Jonathan at the polls may go up in flames. “The party is highly polarised and it is self inflicted, because of it, Chief Obasanjo has been holding meetings with stakeholders in all the South West States with the aim of calming frayed nerves and reconcile all as the election draws nearer. But he seems not to be impressed with the turn of events as the situation gets worse. “For instance, in Ogun State, the State Governor, Gbenga Daniel is still at logger heads with some prominent stakeholders, which include a close associate of 'Baba', Chief Sule Onabiyi. Besides that, the party is yet to resolve the controversy of where to zone the governorship. You know also the problem in Oyo State where there is altercation between Governor Alao Akala and the Ibadan elites. It is also the same situation in Osun State, where the Governor, Olagunsoye Oyinlola is facing the heat for endorsing Senator Iyiola Omisore as his successor in 2011. “We have lost Ekiti and Ondo State has gone to the Labour Party and of course, the Lagos Chapter situation is well known. In that case we cannot afford to sleep when our house is on fire,” said the source. Further, the source informed leadership that the Ibadan resolution is now being threatened by the crisis rocking the party in the zone. "And this is not good because the resolution was meant to make the zone a stronghold of the Jonathan-Sambo ticket. Omilani, the source disclosed, is now engrossed in the Osun crisis to resolve the Omisore endorsement imbroglio. "He has met with other aggrieved party chieftains in Osogbo twice, but may have run into a brick wall. Other gubernatorial aspirants led by the former Secretary to the State Government, Alhaji Fatai Akinbade and the former chief of Staff to the governor, Peter Babalola are threatening that they would collectively defeat the party if Omisore emerges the candidate. “Right now they are threatening to leave the Labour Party or ACN, this we don’t want because it could affect Jonathan’s chances at the polls,” he said. |

THE huge consignment of arms and ammunition seized by security operatives in Lagos may have been intended for the Gaza-based militant outfit Hamas, Israeli media reported, quoting the country's defence officials on Thursday. Following an intelligence tip off, security personnel impounded a shipment of 13 containers unloaded from an Iranian flagged vessel at the Lagos Ports on Tuesday. An inspection of the consignment, listed as building materials, yielded several rocket launchers, grenades and other explosives. According to reports, the Israeli mission in Lagos was in touch with one of the security agencies and the Nigerian Foreign Ministry as part of efforts to know more about the incident. A preliminary probe into the incident indicated the possibility of a new route from Iran to Gaza through Africa. Israeli defence officials said it could be that the close vigil mounted on Iranian ships prevented Tehran from sending arms to Hamas via the Red Sea. Back in March 2009, Israeli Air Force jets strafed a convoy carrying weapons in Sudan on its way to Gaza. However, Israel refused to confirm its involvement in the attack. Later in November, Israeli navy boarded the ship "Francop" in the Mediterranean Sea, which was carrying hundreds of tons of weapons from Iran to Syria. Meanwhile, anyone who imports items capable of putting the security of Nigeria at risk would not be spared, the Comptroller General of Customs, Alhaji Dikko Abdullahi, said on Thursday. The Customs boss who gave the warning in Apapa Port, Lagos, while making an on-the-spot assessment of the heavy weapons inside the 13 containers at the AP Moller Terminal, stressed that the service had put in place a clearing format which prioritised issues of national security above every other consideration, personal or economic. “Let me assure you, we are operating an automated clearing procedure system which insists that certain conditions must be met before any item would be cleared. There is no way you can clear any cargo without the capturing of the Form ‘M’ and the Risk Assessment Report (RAR) and that was what happened with this cargo. “This cargo did not come with Form ‘M’ it did not come with RAR and so our system automatically rejected it,” the Customs boss said, adding that there was indeed an attempt to clear it, but the Customs system rejected it and that was the beginning of trouble for the cargo. “We have a very solid system. And it is part of the benefits of the system that we are seeing now,” he explained further, adding that a comprehensive investigation had already begun, and that the government would not rest on its oars until the culprits were apprehended and brought to book. “We are talking of our national security. We don’t have any country other than this country. So, I can assure you that no government would treat this issue with kid gloves,” he indicated further, even as a seasoned freight forwarder, Dr Boniface Aniebonam, said he was at a loss at the intelligence of those who brought in such deadly cargo through the sea port, knowing the present security arrangement on the ground. “I have seen some of the items in the containers. I can assure you, whoever brought them in was preparing for war. Nobody moves a thing like this through an approved seaport! I mean, it shows the level of their mentality,” he stated. |
Big brickbats were hurled across the political terrain yesterday with President Goodluck Jonathan threatening his former National Security Adviser, retired Lt-General Aliyu Mohamed Gusau, that he could also engage in political mudslinging. The acrimonious presidential statement, signed by presidential spokesman Ima Niboro, was in reaction to a report, published by the rightwing American website WorldTribune, which alleged that “major payments are now being made to each of the delegates of the political parties, particularly the overwhelmingly large ruling Peoples Democratic Party (PDP), who decide the primary elections which then select the party candidate for the presidential elections in 2011.” The report said “the incumbent President, Goodluck Ebele Jonathan, is bribing PDP delegates out of Federal Government funds, making most of the party delegates wealthy enough to buy a new home with the bribery funds.” The report also claimed that United States military strategists had said Jonathan gave $13,000 (about N2million) to each PDP delegate ahead of the party’s primaries. The presidency statement said, “Our attention has been drawn to a report published in an online news medium, alleging that President Goodluck Jonathan plans to bribe yet-to-be identified PDP delegates with cash from Federal Government funds to influence his widely anticipated victory at the PDP primaries. “The story itself explains its source, in a desperate campaign of calumny to portray the president in bad light and pre-judge the outcome of the forthcoming PDP presidential primaries, in which he is evidently the man to beat. “But if it is about calumnious material, then there are others who have more to fear, including rattling skeletons in dusty cupboards, than President Jonathan would ever have. “In spite of this, the president in pursuit of fair play and an impartial contest, has urged all his aides and supporters to stay away from the line of calumny. There is hardly any need to ruffle feathers since we would need all the other contestants when, by the grace of God, the president wins the primaries in a fair and square contest. “We advise purveyors of this repugnant stuff to desist forthwith, for it is indeed a game two can play! We only desist in the interest of peace and our avowed commitment to fairplay. “Others must needfully emulate the candour and uprightness of the president and step back from the path of wilful malice and character assassination. The president is confident in the power of discernment of those who will emerge as PDP delegates, and as such does not require to pay any one, least of all from the public till, for his or her vote. Nigerians know the masters of governance by settlement and it is not Jonathan.” A top Jonathan aide told newsmen yesterday that the report was planted by General Aliyu Gusau who, he said, “hired GIS to launder his image and create an appearance of lack of support for Jonathan in the North.” He added, “Essentially, General Gusau has worked with these defense contractors all over Israel and the US and they feel compelled to help sell his candidacy so that he can open Nigeria to US defense contractors if he wins and becomes president.” Contacted for comments last night, the former NSA’s spokesman Bisi Adekunle said he could not comment on the presidency’s allegation. |
