from the below acts nafdac jurisdiction is
food, drugs, cosmetics, medical devices,

while MLSCN jurisdiction is production, importation, sales and stocking of diagnostic laboratory reagents and chemicals.

MLSCN even published a guideline sometimes ago , in regards to importation of kits.

In 2003, the MLSCN Act was passed which empowers MLSCN to, inter alia, regulate
the production, importation, sales and stocking of diagnostic laboratory reagents and
chemicals (in-vitro diagnostics (IVDs)). Subsequently on 5th September, 2013, the
MLSCN Public Health IVDs control laboratory was commissioned by the President of
Nigeria. The MLSCN Public Health IVDs control laboratory mandate is to ensure that
only quality IVDs enter the Nigerian market, and stamp out all fake and adulterated
IVDs in line with the international standard and the vision of the MLSCN; to be a world
acclaimed regulatory agency driving the culture of quality and efficient health laboratory
care to the public.

TOSAN ERHABOR, REGISTRAR/CHIEF EXECUTIVE OFFICER, MEDICAL LABORATORY SCIENCE COUNCIL OF NIGERIA (MLSCN) ON FRIDAY, MAY 29, 2020.

Preamble:
The Medical Laboratory Science Council of Nigeria (MLSCN) in line with its statutory functions as stipulated in Act 11 of 2003 (CAP M25 LFN 2004), section 4 (b) and (e), which mandates MLSCN to regulate Medical Laboratory Science Practice in Nigeria as well as regulate the production, importation, sales and stocking of diagnostic reagents, equipment and chemicals respectively is providing information to the public on its regulatory functions.
Progress report on Pre-market validation of SARS-CoV-2 Infection (COVID-19) Rapid Test Kits (RTKs).
Unveiling of Guidelines for Private Medical Laboratories seeking to provide COVID-19 testing through completely private arrangement.

Firstly, let me give update on the Pre-market validation of SARS-CoV-2 Infection (COVID-19) Rapid Test Kits (RTKs).
Consequent upon the placement of an advert by MLSCN in four National Daily Newspapers on the 30th March, 2020 requesting for the submission of COVID-19 test kits by manufacturers or their sales representatives in the country for the purposes of validation. A total of eleven (11) In-Vitro Diagnostics; one (1) Polymerase Chain Reaction based kit, nine (9) Rapid Test Kits (2 Antigen based and 7 Antibody based kits) and 1Viral Transport Medium (VTM) were received for validation at the MLSCN Public Health In-Vitro Diagnostics Control Laboratory, Yaba, Lagos, Nigeria. However, out of the seven (7) Antibody based RTKs submitted for validation, only 4 of the RTKs met validation inclusion criteria. The validation of the PCR based kits and Antigen based Rapid Test Kits are ongoing.




Goals and Objectives of the Validation of Rapid Test Kits:

Goals:
To validate the laboratory performance characteristics of Rapid Test Kits using Real-Time-Polymerase Chain Reaction method as reference standard for the detection of SARS-CoV-2 infection.

Objectives:
The report addressed the following specific objectives:
To determine the sensitivity and specificity of the kits
To determine the accuracy of the test kits
To determine the inter-reader variability of the test results of the kits

Observations:
From the results above, the performance characteristics of four (4) COVID-19 Rapid Test Kits validated, fell below the generally acceptable minimum for In-vitro Diagnostics (IVD sensitivity and specificity of 95%). Therefore, none were approved for the purposes of diagnosis and surveillance in Nigeria.

It became clear from the standardized validation done by MLSCN, that the manufacturers’ claims as contained in the product insert about Sensitivity, Specificity and Accuracy are not always correct. In this case, we observed a significant standard deviation, an indication that Rapid Test kits that are not validated poses higher risks of providing false positive and negative results.

Comments:
Though, all the Rapid Test kits validated, fulfilled the requirement to perform laboratory test without the need of equipment and were able to produce results in less than twenty (20) minutes.
However, for a rapid test kit to be deployed for disease surveillance and diagnosis, it must be able to detect a disease-causing agent when it is present and to return a negative result if the causative agent is absent, i.e. it must possess good sensitivity so it can detect the presence of the disease and must equally have good specificity so that no interfering substances can lead to a false positive instead of true negative results in the absence of the etiological agent of the disease. Therefore, for a kit to be considered reliable for laboratory diagnosis and disease surveillance, the kit should have a high sensitivity and specificity. A kit performing very well in one of these characteristics without the other renders it unsuitable for diagnostic testing. It is also unsuitable if both characteristics are low.

The four kits in this report have not met the expected performance characteristics of sensitivity and specificity to qualify their deployment for the purposes of testing in disease surveillance and routine diagnosis.

MLSCN Validation Verdicts:

The four (4) Rapid Test Kits validated so far, are NOT APPROVED for the purposes of diagnosis and surveillance of SARS-CoV-2 Infection in Nigeria. They are therefore NOT APPROVED for marketing in Nigeria.
No SARS-CoV-2 Rapid Test kit is currently approved for use in Nigeria.
We are using this opportunity to caution against the use of any non-validated Rapid Test Kits for COVID-19 testing in Nigeria as this will attract sanctions in accordance with the law.


Secondly, let me also use this opportunity to unveil the Guidelines for Private Medical Laboratories seeking to provide COVID-19 testing through completely private arrangement. This guidance document has been developed by MLSCN in collaboration with NCDC, to guide engagement with the private sector medical laboratories to help accelerate the availability of COVID-19 diagnostic testing for the duration of the public health emergency in Nigeria. For these private medical laboratories, providing a public sector function, NCDC and its partners will continue to support the provision of reagents and consumables so that testing is conducted at no cost to the patient. Prospective Private Medical laboratories for COVID-19 testing must be granted approval by MLSCN in collaboration with NCDC in accordance with this Guidelines. However, those not granted this special approval and proceed to conduct COVID-19 testing, will be considered to have contravened the provisions of Section 4 (h) of MLSCN Act – “Medical Laboratories Regulations for Inspection, Approval, Monitoring and Accreditation” and will be sanctioned in line with the provisions of the said Regulation. These guidelines are available on MLSCN website www.mlscn.gov.ng. Please be properly guided.


Conclusion

The validation of other Rapid Test Kits for SARS-CoV-2 Infection is ongoing, as Nigerians will be informed when suitable test kits meet minimum validation requirements. MLSCN assures the Federal and State Ministries of Health and indeed the government of Nigeria of its commitment to ensuring quality healthcare delivery as enshrined in the statute books.

I am not a fanboy of any company. I couldn't wait for redmi 8 because my phone has being bar since January last year and I urgently needed to change it. i formally wanted to order from Ali Express , but luckily they launched the phone here in Nigeria. I was among the first set of people that bought the Newly launched Redmi in Nigeria. my phone was ordered from pointek.

Check it regularly. It's comes back on when you use Xender because of certain permissions that the app is granted.

There's an update sir, I updated last night. Update your phone. Be very patient while updating.

After updating, wait for at least ten minutes then force restart your phone. Hold down the power button until the phone reboots.

1. The second SIM you're not using to browse, set it to 2G

2. Enter your settings, use the search bar to search for *scanning*. The turn off Bluetooth and WiFi scanning.

3. Do not use full screen brightness, and do not set it auto except when outdoors.

I Once complained about this one Nairaland, 6 month ago and the solution they profered was to turn off Bluetooth and wifi scan, which I have turned off ever since.

And I only use 1 Sim for the phone, and the Sim is at 3g whenever I want to browse.

Xiaomi Redmi note 7 fall my hand in terms of battery life.
it totally failed, I am a phone heavy user, but it ever since i bought my Redmi note 7 I have limited my self.

I charge it once a day, or once in 2 days when I formally bought the phone. Even my friends were abusing me that the phone is the one using me and I am not the one using the phone. I took care and precaution when I bought the phone so that it can have a long lifespan. All my effort is to No avail.
My Redmi note 7 battery last just 4hours now when I use heavily. Even though when just charged, it shows 42hrs.


In other areas like sleekness, camera, graphics e.t.c the phone is bae. But I don't care about those , I can even forfeit my camera for a good sound battery of 12hours after full charge.

Please if anyone knows how I can buy a new battery or get a better battery replacement pls help a brother out.
I should have gone for my techno of 5000mah. I believe my 70,000 just went down the drain. I don't even think I have to the financial bouyancy of getting a new phone in a year time. I am in for it.

my battery last for only for 4 hours (after a full charge). redmi note 7( I bought it last year April).

Or can you recommend any solution, I bought the phone for it battery strength , no w I am regretting it.

I charge once daily ever since I bought it, sometimes I charge once in two days just to increase the battery life span , which have failed now.

I am almost regretting buying this note 7 , cause battery means everything to me in a phone.

Access bank is gradually becoming a scam.

Similar thing happened to me on Monday. I did a transfer of #9500 to a supplier's Eco bank account. My account was debited but the supplier's account was not credited until this afternoon; that's two days after.

I wrote them several emails but they refused to acknowledge any. I even tried reaching their customer care line but they exhausted all my credit without linking me to any of their online agent.

Just today I decided to drag their name on twitter, not too long I got a response that the transaction was successful. Few hours after, my vendor called that he has been credited.

What I have learnt is that until one act irrationally by going online to lodge a complaint and drag their name, they are likely not to take you serious.

Maybe it's high time I stopped transacting with them. They keep embarrassing one especially when you need them most.
It seems i will have to close my account with Access bank, because I don't have the mental strength to pass through this shit.

Did you bother to escalate the matter to the CBN? What did they do or say?

When people ignore money like that because it's "little" to them, it gives the dubious folks wings to continue with their criminal act.

Just like about 2-3 years ago, a fellow I was discussing with mentioned how his banks deducted arbitrarily from his account regularly for SMS alerts - the amounts were like 10 or more more than standard SMS rate. He decided to not bother complaining since it's "little amounts."

Any bank that deducts N20 from my account will have to provide an explanation. cheesy

This same Access Bank charged me unwarranted fees on 25 March. I complained the next day and they didn't bother to reply. I had to contact them again on Sunday; still waiting for their reply. They have to explain what happened! Else, the countdown is on for dumping them.

Call me an Ijebu man if you will. Politicians can't cheat me and banks will also do the same.

I am not the type that allows people to cheat on them easily, but in this kinda of situation, I have to let it go.

The town I am residing is very far to the nearest location the bank is situated. The transport fee to and fro is close to 600#.
I have being there several times, wasting transport fare and nothing has been done.

Pushing further means expending scarce resource during this pandemic. And if I am renumerated later, it will be a loss on my side.

It seems this is becoming a trend in the Banking industry(especially access bank, and Uba).

UBA also deducted my 4k and didn't credit the recipient. I have given up though.

But malaria isn't a bacterial but a parasite(plasmodium spp).
There are vaccines for malaria, but they only protect against mild form of malaria. And there are also forms of prophylaxic drugs given, when one is bitten by female anopheles mosquito.

The plasmodium spp having a complex life cycle (man -intermediate host,) and site of infection (Red blood cell and liver). This complexity gives them different antigenic type , thereby fooling the immune system.

The news is a false propaganda being spread by some bloggers. The news is mainly reported by only African sites, there's no identity linked to the face of the people involved.


Medically speaking, it is impossible for a woman to insert a sperm in her vaginal a d get pregnant.
Condoms contain, spermicide that kills sperm cells and also lubricant that affect the morphology and motility of the sperm.

Have you ever wondered why guys with less than 15 million sperm cells per millilitre can't impregnate??
The vagina is acidic, which requires enough alkaline semen to neutralize it.

Taking all variables into consideration, it is quite impossible for fertilization to occur in that condition. ( if it was that easy IVF and ART should have been a walk over and not a Herculean task)

I just started seeing breaking bad. Have heard so much hype about it. But the first parts of season one I have seen so far [episodes 1 to 4] are not entirely worth the hype. I'll rate it 5/10.

I get that this might be a very hugely unpopular opinion. But that's my take from what I have seen to far.


Or are other parts of the movie better than the first 3 episodes? Or could be due to my taste in movies

Thanks so much, I Sluggishly concluded breaking Bad season 1. I watched the series for roughly a month before concluding it.

BB is one of the most hyped movie, or maybe my expectations go way too much about the movie.
