We have to bear in mind that most Universities and Polytechnics are state owned, they do not double as Federal Government Universities.

I think it is plausible only to the extent that Government can better manage these institutions.
Again I feel Universities that will spring up in this era will meet up with ASUU yardstick of standard. Better equipped and built to capacity than existing ones.
This will also deal with the problem of over population in most State owned universities.

I don't think ASUU has a say in this one.
