Quite a lot in 4 years and if you are talking about any masterplan for Lagos your first need to know the history of Lagos state created in 1967

Lagos State on creation had 5 divisions.
4 Epe, Ikorodu, Badabry, Ikeja were part of the Western Region . The Industrial Layout at Ikeja with Masterplan to leverage closeness to the port was developed in the 60s
