The important phrase you dumbo is "THE PURSUIT OF HAPPINESS". You first have to define what a country or a community considers to be the meaning and embodiment of the word "happiness."

The united states only gurantees the "pursuit of" not happiness itself.

I don't see were any other constitution established by any other country would not intrinsicly gurantee these same rights. Without explicit wording, all other rights, such as freedom of religion, of speech and of association are contingent upon this particular aspiration of the human experience and every DEMOCRATICALLY ELECTED government would be obliged "wording" or no "wording" to gurantee the same for its citizens.
