US President Barack Obama on Wednesday urged
Western and Muslim leaders to unite to defeat the
“false promises of extremism” and reject jihadists’
claims to represent Islam.

“The terrorists do not speak for a billion Muslims,”
Obama told delegates from 60 countries at a White
House summit on countering radicalism.

“They try to portray themselves as religious leaders,
holy warriors,” he said. “They are not religious
leaders, they are terrorists.”

In the wake of brutal jihadist attacks in Europe and
the Middle East, Obama said more must be done to
prevent groups like Islamic State and Al-Qaeda from
recruiting and radicalizing.

The battle, he said, was as much for hearts and
minds as one waged by the military on the ground
and in the air.

The “ideologies, the infrastructure of extremists, the
propagandists, the recruiters, the funders who
radicalize and recruit or incite people to violence,”
must be tackled, Obama said.

He challenged critics at home and moderate
governments abroad to undercut the jihadist
narrative that there is a “clash of civilizations”
between an anti-Muslim west and a radicalized
Middle East.

Domestically, Obama has been criticized for not
describing the attacks in Denmark, France, Syria
and Libya as the work of “Islamic radicals.”

He chose to face down the critics Wednesday saying
“we are not at war with Islam. We are at war with
people who have perverted Islam.”

- Action plan -

Top US diplomat John Kerry, who on Thursday will
host a higher-level ministerial meeting aimed at
drawing up an action plan, called it “the defining
fight of our generation.”

And he poured cold water on the notion that the
thousands of foreign fighters flowing to the
battlefields were all motivated by religious feelings.
Two Britons, among about 4,000 Europeans who
have joined IS in Iraq and Syria, had first bought
copies of “Islam for Dummies” and “The Koran for
Dummies,” he scoffed.

But Kerry made it clear that “we’re here for a simple
transcendent reason, to safeguard the future for our
people,” saying groups like IS “want to drag us back
literally into dark ages… obliterate knowledge as
they destroy books and school rooms.”

Communities in the United States and abroad must
do their part, Obama said, stressing Al-Qaeda and IS
“deliberately target their propaganda in the hopes
of reaching and brainwashing young Muslims.”

They do so through “high-quality videos, the online
magazines, the use of social media, terrorists
Twitter accounts — it’s all designed to target today’s
young people online in cyberspace.”

The summit has been in the pipeline for months, but
took on greater significance after several attacks,
including on a cultural center and on a synagogue in
Copenhagen which left two people dead.

Among those attending is Anne Hidalgo, the mayor
of Paris, where attacks by Islamist gunmen last
month on the Charlie Hebdo satirical weekly
magazine and a kosher supermarket left 17 people
dead.

On Sunday, a video emerged apparently showing
Islamic State jihadists beheading 21 Egyptian
Christians in Libya.

Kerry said the challenge was to “coordinate almost
as never before.”
“The task before us is to combine the right partners,
the right planning, the right degree of political
commitment and over a sustained period of time we
will win,” the veteran diplomat insisted.

Sessions on Wednesday highlighted existing anti-
extremist programs in Boston, Minneapolis–Saint
Paul and greater Los Angeles, which involve
community policing and other tactics.

The US State Department announced the
appointment of a special counter-terrorism
communications coordinator, but it was unclear
what concrete outcomes there would be.

A marketer with Mutual Benefit Assurance Plc,
Babalola Muyideen, has been accused of diverting
customer’s funds to private use.

Muyideen, 42, was said to have collected N3.32m
from many clients on behalf of the firm.

The police said the defendant failed to remit to
money to the company’s account.

The police added that the suspect committed the
offence between 2012 and 2014.

They explained that during the period, clients who
purchased various insurance policies made payments to the firm through its representative, Muyideen.

The insurance marketer was arrested by the police
arraigned on two counts before a Lagos Senior
Magistrate’s Court, Oshodi, Lagos.

The charges read in part, “That you, Babalola
Muyideen, between 2012 and 2014 on Town Planning Way, Ilupeju, in the Lagos Magisterial District, being a marketer to Mutual Benefit Assurance Plc., did obtain the sum of N3,320,000 from customers under the pretext of remitting the amount into the company’s account which you failed to do.”

The offence was said to be punishable under sections 312 (1) and 285 (7) (1) of the Criminal Law of Lagos State of Nigeria, 2011.

Muyideen pleaded not guilty when the charges were read to him.

He was subsequently admitted to bail by the
magistrate, L. A. Owolabi, in the sum of N300,000
with two sureties in like sum.

The magistrate ordered that one of those who would stand surties for the defendant must be his relation and must have been paying tax.

“One of the sureties must be a blood relation to the
defendant and must be over 40 years old. Both
sureties must show evidence of three years tax
payment to the Lagos State Government,” Owolabi
said.

The case was subsequently adjourned till March 6,
2015.

A suspected illegal immigrant from the Niger Republic, Shuaib Kaneda, says many illegal immigrants usually entered Nigeria by paying between N300 and N500 to unidentified persons.

Shuaib added that he had spent eight years in Nigeria, but could not acquire valid documents before he was arrested by officials of the Nigeria Immigration Service, Lagos State Command.

The 34-year-old was among 82 illegal immigrants paraded on Wednesday at the command’s office in Alagbon, Lagos.

The suspects were said to have been arrested at different parts of the Lagos Island area after an intelligence report.

Shuaib was arrested along with a relative, Idris, who had spent barely one year in the country when he was caught.

Shuaib, who spoke in pidgin, said, “I have been here for about eight years now. I work as a loader and make between N1, 000 and N1, 500 a day. I use the money I make to feed my family in the Niger Republic. I am married and have two children and they are in Niger.

“I travel home every six or eight months. The people at the border see many of us when we come in. Sometimes, they collect N300 and other times, we give them N500 before we pass.”

His brother, Idris, also explained that he came into the country to make money which he usually sent home to his family of three.

Another suspect, Alimaru Saliade, told PUNCH Metro that he sneaked into the country by mixing up with cows being transported into Nigeria.

Saliade, who claimed not to know his age, said in pidgin, “I followed cows to Lagos. I have been here for four years now and I have not been able to get my documents because I don’t have money.”

For Yaya Ibrahim, coming to Lagos was to avoid being idle in the village.

“I was in my village and was not doing anything. So, my uncle asked me to come and work in Lagos and that was how I found myself here. My parents live in Ghana but we are from Niger,” he said.

The Public Relations Officer of the Nigeria Immigration Service, Lagos State Command, Muyiwa Odunubi, said the command raided the suspects based on intelligence report.

He said while some of the suspects were caught around banks’ branches, others were found sleeping under the bridge and “constituting nuisance to residents”.

He said, “We have a surveillance team that keeps a tab on illegal immigrants in the state. When our men went out, they got them in all manner of places. Some were caught around banks, others were found sleeping under benches. Even fuel stations were not spared.

“In the Idumota area of the state for instance, we found that they have a room where they sleep. It is not clear whether they rented the apartment or somebody gave them the place. We introduced ourselves and arrested them; they never resisted.”

The Comptroller of the state’s command, Mrs. Justina Ahmadu, commended the officials, adding that the service would intensify efforts to rid the state of anything that could constitute security risk.

She waved away Shuaib’s claim, saying most of the illegal immigrants came into the country through unauthorised routes because they did not have valid documents that could guarantee their stay.

“This is a continuous exercise and we will continue to weed out illegal immigrants from the state. Anyone without a valid passport or resident’s card will be sent packing.

“We appeal to Lagosians to cooperate with us during our operations by not harbouring any illegal immigrant or fighting our men. This is the only way they can assist us to discharge our functions efficiently,” she said.

Just look at how long we have been clamouring for FOI bill, minimum wage just to mention but a few; strike actions by labour groups here and there and nothing was done about it. THE National Assembly, yesterday, completed the amendment of the 1999 Constitution with approval of life pension for anybody who has held office as President or Vice President, Senate President or Deputy Senate President, Speaker or Deputy Speaker of the House of Representatives.

But beneficiaries of this gesture must be occupants who successfully concluded their terms in office without removal or impeachment.

The amended constitution, which was presented as motion, to the floor of the Senate by the Chairman, Senate Committee on the Review of the 1999 Constitution, Senator Ike Ekweremadu, for onward transmission to the president for assent, also made it mandatory for the president to appear once a year before the joint sitting of the National Assembly to deliver an address in respect of the state of the nation.

But the president, in the expected constitution, loses the power to solely assent to bills passed by the National Assembly. The same applies to state governors.

The amended Clause read: “Any person who has held office as President or Deputy President of the Senate, Speaker or Deputy Speaker of the House of Representatives, shall be entitled to pension for life at a rate equivalent to the annual salary of the incumbent President or Deputy President of the Senate, Speaker or Deputy Speaker of the House of Representatives, provided that such a person was not removed from office by the process of impeachment or for breach of any of the provisions of this Constitution.

“The president shall attend a joint meeting of the National Assembly once a year to deliver an address in respect of the state of the nation. He may attend any joint meeting of the National Assembly, either to deliver an address on national affairs including fiscal measures, or to make such statement on the policy of government as he considers to be of national importance.”

Three university graduates, who are among suspected armed robbers arrested by the Lagos State Police Command, have said they robbed and snatched expensive vehicles in different parts of the country.

The graduate suspects are 31-year-old Titus Johana, Jacob Ali, 28, and Richard Augustine, 30.

Other suspected robbers are Manven Bali, 40; Cheikube Emeka, 32, and Ejike Chukwuemeka, 37, who also confessed to have snatched a CRV belonging to an employee of Channels Television, Mrs. Adeola Adediran, stolen on January 17, in the Isheri area of Ogun State.

The police also arrested one Nura Mohammed, 33, said to be an alleged receiver of stolen vehicles.

PUNCH Metro learnt that the suspects were apprehended by operatives of the state Special Anti-Robbery Squad on February 2, while two locally-made double-barrel guns, four live cartridges and four stolen cars were also recovered from them.

Speaking with PUNCH Metro, Johana, who said he finished from a university in Nasarawa State in 2012, explained that his gang had snatched two vehicles and sold them to Mohammed who gave them N120,000 for the deals.

He said, “I studied Political Science in the institution. I am married with a child. I graduated in 2012, and also had my National Youth Service Corps programme in Kwara State.

“While searching for jobs, I met a man who said if I could be bringing stolen cars to him, there were ready buyers who would help dispose them. The man introduced me to Alhaji Nura.

“We used to deliver the stolen vehicles to the man. I had given him two vehicles ─ a Toyota Camry and a Corolla. He gave us N120, 000 to share in the first deal, but he has yet to pay for the second. My wife does not know that I rob. She thinks I am still a job seeker.”

Also, Ali, who said he was a graduate of English Language from the same institution, added that he joined the gang because he needed money to meet his domestic needs.

He said, “Titus introduced me to robbery. I finished from the university in November 2014, and I am still single. The first operation I went for was in 2015, they gave me N30, 000. I was looking for money to pay my house rents.”

The alleged receiver, Mohammed, said he had received six stolen vehicles since he met the gang, and usually took the cars to Niger and Chad to dispose.

He said, “It is true that they brought the vehicle stolen from the Channels TV employee to me. But we have not even bargained the price before the police arrested me. The gang has brought vehicles to me on two occasions.

“I bought the first for N800,000 and sold it for N950,000.

“The second one was bought for N700,000 and it was sold for N800,000. In all, I have been given about six stolen vehicles.

“I was a cow dealer. I kill and sold cows. It was just last year that the gang started giving me stolen vehicles. I sold the vehicles to Chad, Niger where I have car dealers. I make about N200, 000 per deal. The dealers too know that I bring stolen cars.”

The Commissioner of Police, Cornelius Aderanti, who paraded the gang, said the police were making further investigations on the matter.

He said, “When information was recieved about their activities, I directed the SARS commander, Abba Kyari, to go after the suspects.

“The arrest of the alleged receiver in Kano led to the arrest of the three armed robbers who are all graduates. Further investigations are ongoing on the matter.”

The Nigerian Immigration Service, Abia State Command, has intercepted a luxury bus conveying 112 passengers, including 42 foreigners at the Abia Tower Junction of the Enugu-Port Harcourt Expressway.

The suspects were traveling from Kano to Port Harcourt, Rivers State, when they were intercepted.

Comptroller of Immigration in charge of the state, Mrs. Augustina Opara, said the arrest was effected after her agency received a tip-off that a bus with suspected aliens were in the state.

She said, “After thorough investigations and screening of the occupants of the 52-seater luxury bus, 42 out of the 112 passengers were discovered to be without valid travel documents.

“Further investigations revealed that the foreigners were all nationals of Niger Republic. Other passengers found to be Nigerians have been released to continue with their journey to Port Harcourt.”

The comptroller said arrangements were being perfected to repatriate the suspects within 48 hours, explaining that they had no legal rights to be in the country.

She restated the commitment of her officers and men to ensure that no foreigner without proper travel documents infiltrated the country, especially as the elections gathered momentum.

Opara further said that the agency had started mopping up all illegal immigrants in Abia State as part of efforts to rid the state of possible security threats ahead of the elections .

She warned transport operators to endeavour to ascertain the identity of their passengers and report those with suspicious identities to security agencies.

The comptroller also appealed to border communities to always report the presence of foreigners to the security agencies for necessary action.

Later in an interview with our correspondent, one of the suspects, who identified himself as Isa, said he was a cobbler and was travelling from Niger Republic to Port Harcourt where he hoped to make a better living.

Another suspect, Abiru, said he was a nail cutter and was coming to Nigeria for the first time; while Almustapher, another foreigner, also said he was a cobbler.

Petroleum Resources, Mrs. Diezani Alison-Madueke, yesterday, described as mere fabrication, allegations by her traducers that she spent N10 billion in leasing jets for her use.

The minister, who spoke in an interaction with some senior journalists in Abuja, said she was being framed by her accusers for merely rising up to change the Nigerian oil industry for the benefit of the country.

According to her, the lease of jets to run the highly technical and competitive oil industry is a common practice around the globe, since it is more cost- effective than buying.

The minister said it would have been unwise for anyone to spend N10 billion in leasing jets, an amount which can conveniently buy three new jets depending on the type.

She, however, admitted that although the Nigerian National Petroleum Corporation, NNPC, had a jet that was meant for her use, she was advised by aviation experts to sell it off since it was bought and parked abroad for some years, thereby raising safety concerns.

The minister said the hiring of jets for official function was a normal practice which had been in existence since the inception of NNPC and that it was meant to enable the corporation carry out its oversight functions over players in the sector.

[b]She said: “When I started work as minister, there was an oil aircraft but I was advised not to use it because of safety issues and we had to lease some planes for use. I was advised that it was more cost effective to lease planes for our operations.

“Based on what we were advised, and having added the figures, we felt satisfied it was better to be leasing plane for use. For the N10 billion, one can buy three planes. I don’t know how they came about that huge figure ascribed to me. It is unfortunate for some people to just sit down and accuse people without any fact or figure.[/quote]Describing the allegation of spending the huge amount on private jets as disappointing, Madueke said the NNPC, under her, had been most transparent since its inception, as she had tried to improve the system of corporate governance in accordance with global best practice.

The minister, however, decried the tendency by some Nigerians to bring her down, pointing out that she would not be distracted by such antics since she had a job to do for the country.

On the non-passage of the Petroleum Industry Bill, PIB, the minister blamed it on several factors, among them, key players in the oil industry and vested political interests in the country.

The police have arraigned a 27-year-old man, Tope Akintade, for impregnating a primary three pupil, Beatrice (pseudonym), after he allegedly raped her.

Akintade and Beatrice, an orphan, are neighbours at a compound on Baale Street, Agboju, Kuje in the Amuwo area of Lagos State.

PUNCH Metro learnt that the 13-year-old victim was outside washing plates in the afternoon, sometime in November, when Akintade, who hails from the Idanre Local Government Area, Ondo State, lured her to his room and forcefully had sex with her.

Our correspondent gathered that Beatrice’s aunt, who preferred to be anonymous because of the nature of the incident, had earlier warned the suspect to stay away from her niece when she (the minor) complained that he was “playing rough play” with her.

Our correspondent learnt that neither the aunt nor other lodgers of the compound were around on the fateful day to intervene in the act as Akintade reportedly coerced the minor into three rounds of sexual romp.

It was gathered that the act, which the minor had kept secret, became apparent when she began to exhibit some symptoms usually shown by pregnant women.

She was said to have been taken to a hospital where a test conducted on her revealed that she was three months pregnant.

Akintade was eventually arrested by police officials attached to the Satellite Police Division and charged with rape.

PUNCH Metro was told that he had confessed to the crime in a statement made to the police. A prosecutor, Olusoji Ojaokomo, arraigned him before an Apapa Magistrate’s Court on two counts of rape.

The charge read, “That you, Tope Akintade, 27, on Baale Street, Agboju, Satellite Town, Kunje, Amuwo, Lagos, in the Apapa Magisterial District, did defile one Beatrice by having canal knowledge of her and thereby committed an offence punishable under Section 137 of the Criminal Law of Lagos State of Nigeria, 2011.

“That you, Tope Akintade, did indecently assault Beatrice by touching her private parts and thereby committed an offence punishable under Section 134 of the Criminal Law of Lagos State of Nigeria, 2011.”

The accused, however, pleaded not guilty before the magistrate, Mrs. O.I. Adelaja, who admitted him to bail in the sum of N50,000, with two sureties in like sum.

“The sureties must tender to the court evidence of tax payment and their residential addresses for verification,” she added.

She adjourned the case till March 23, 2015 for mention.
