Please read my post again. No matter how harsh a law, it is useless if levels of apprehension is low. Singapore has very high apprehension and clear up rates for crime.

Nigeria has the death penalty for armed robbery but it's still common because many believe they will not be caught. The only reason why armed robbery nosedived on Lagos was because of the presence of policemen everywhere which deters criminals has it makes a getaway more unlikely.
