A former Executive Secretary of the Nigeria Universities Commission, Prof. Munzali Jibril, yesterday said the late General Sani Abacha believed that the Nigerian private sector was not responsible enough to be entrusted with the delicate task of owning and running universities.

Prof. Jibril said Abacha gave a verbal directive in 1996 that action be suspended on the processing of applications for private universities.

Jibril spoke while delivering a lecture at the Igbinedion University, Okada to celebrate the 20th anniversary of the institution.

He said Chief Gabriel Igbinedion, the Esama of Bénin Kingdom, went on to work on General Abdulasakami Abubakar to plead that the applications for the establishment of private universities be brought out of the freezer.

Prof. Jibril stated that General Abubakar was favourably disposed to the processing of the applications.

The Naira on Thursday remained stable at the parallel market in Lagos, exchanging at N359.3 to the dollar.

The Pound Sterling and the Euro traded at N472 and N402, respectively.

At the Bureau De Change (BDC) window, the naira was sold at N360 to the dollar, while the Pound Sterling and the Euro traded at N472 and N402, respectively.

Trading at the investors window saw the naira closing at N361.09 to the dollar as market turnover stood at 121.15 million dollars.

The Rivers State Government has said that it will henceforth sanction any company that awards surveillance jobs to cultists.

This is in line with its commitment to improving security across the state.

Rivers State Governor, Nyesom Ezenwo Wike made this known during a Courtesy Visit by the Ambassador of France to Nigeria, Mr Jerome Pasquier at the Government House Port Harcourt on Wednesday.

Governor Wike said that before such surveillance jobs are awarded, the companies should inform the State Government for proper scrutiny of the beneficiaries.

“Companies encourage cultists by giving them surveillance jobs. We must know those doing these surveillance jobs.

“When you empower them, they have more money to acquire arms. Any company that gives surveillance jobs to cultists will be sanctioned”.

He appealed to the French Ambassador to prevail on the authorities not to politicise the security of the country.

Governor Wike called on the French Embassy to take steps to ensure that Air France returns to Port Harcourt. He said the state government is prepared to support the airline through relevant policies.

He urged the management of Air France to reconsider their action and return to Port Harcourt.

The Chief of Army Staff (COAS) Lieutenant General, Tukur Yusuf Buratai, has restated his commitment to the wellbeing of the Armed forces saying their welfare remain his topmost priority.

“Our effort is to improve on the welfare of our officers and men of Nigerian Army which has been the utmost part of our minds. “We urge you to ensure these facilities are maintained and properly kept neat at all time.

Ex-wife of Nigeria’s former President, Taiwo Obasanjo has raised the alarm over alleged plan by the former president, Chief Olusegun Obasanjo to assassinate her and her son.

Taiwo alleged that Obasanjo wanted to assassinate her for supporting President Muhammadu Buhari in the last presidential election in the country.

She said in a statement that “I am Mrs Taiwo Obasanjo and l want to alert the whole world that my life and that of my son Mr Abraham Olujonwo Obasanjo is under threat due to our decision to support President Muhammadu Buhari in the last election.

“I was reliably told that Chief Obasanjo is not pleased with our decision to support Buhari and he has sent out assassins to kill me and my son for publicly coming out in supporting President Buhari. From the reliable information at my disposal, it was disclosed to me that Chief Olusegun Obasanjo has paid the assassins who are already trailing me to kill me and my son. Olujonwo.

“The assassins intend to kill me first and make it appear as an armed robbery operation. The second phase of the plot is to kill my son, Olujonwo in another armed robbery attack in the night. About 59 commercial sex workers which included 43 girls and 16 men have been arrested by the Department of State Security (DSS) in Calabar.

Mr Ilupeju Adebayo, Director of DSS in Cross River, who briefed newsmen on Saturday in Calabar, said the girls were rounded up at 2:15 a.m Saturday morning at Peace Garden Hotel and Papsi Place along Murtala Mohammed highway.

Adebayo revealed that there was a cartel responsible for luring the girls and making them swear oaths of secrecy not to abscond or divulge information about the business.

“We got an intelligent report and swung into action, we have been on the matter for months. We discovered that the girls are mostly underage, mostly 13, 15, and 19 years of age.

“We also know that they were brought in by a cartel, deeply involved in the business of trafficking and using the girls as commercial sex workers.

“The girls then bring returns to them at the beginning or close of the week depending on their modus operandi.

“We have made some arrests including that of the owner of “Papsi place” a brothel that houses mostly underage girls who pay him N2,000 on week days and N4,000 at weekends as lodging fee. They operate from the hotel, to clubs were we arrested them stark naked.

“We have contacted the National Agency for the Prohibition of Trafficking in Persons while investigations are ongoing until all those involved in the illicit trade are arrested and charged to court,’’ he said.

One of the girls, (name withheld) said that she was brought to Calabar from Rivers for a sales girl job but she ended up becoming a commercial sex worker.

“I was brought to Calabar through a friend who told me that I will be given a job as a sales girl. She took me to a lady who I only as Aunty Favour.

“They took me to a brothel at Atamu Street, Calabar South, from where I used to attend night clubs.

“I ran away and then they traced me and brought me back, they wanted to force me to take an oath but I objected and absconded again to meet my friend whom I came with to Calabar then.

“Aunty Favour came there with the boyfriend and some cult boys and beat me up. And told me that if I run they will kill me or I will die.

“So, I usually go to her house to make returns to her every week but I am not happy with the kind of work I am doing; it was never my intentions to do this, because my friend did not tell me that it was this kind of job,’’ she said.

One of the suspects, Mr Edem John, who was among the 16 men in custody and owner of Papsi’s Place, denied any wrong doing, claiming that he has been warning the underage girls not to come to his place for commercial sex.

The United States Embassy in Nigeria has thrown its weight behind international election observers on the postponement of last Saturday’s presidential and parliamentary elections in the country.

In a statement made available to New Telegraph, the U.S. Embassy said it fully supports the joint statement by the heads of the Economic Community of West African States (ECOWAS) and other international election observation missions on the decision of the Independent National Electoral Commission (INEC) to shelve the polls by one week.

“We join in encouraging all Nigerians to ensure a free, fair, peaceful, and credible election by supporting INEC while it finalizes electoral preparations this week and by voting in peace together on February 23,”the statement read.

The heads of the international election observation missions and the United Nations in Nigeria had, on Saturday, appealed for calm over the sudden postponement of the general elections in Nigeria by one week due to logistic and operational challenges.

The Nigerian Airspace Management Agency (NAMA) has debunked claims by the Independent National Electoral Commission (INEC) that bad weather was partly responsible for the logistic challenges it faced in the distribution of materials meant for last Saturday’s elections, resulting in its postponement. General Manager, Public Affairs of NAMA, Mr. Khalid Emele, in a statement made available to newsmen in Lagos, yesterday, said there was no bad weather and no disruption of flights on February 16, 2019.

Emele said that rather, the airspace management body ensured a 24-hour operation at all Nigerian airports on February 15 to facilitate the transportation of materials by the INEC to designated points nationwide.

Chairman of INEC, Prof. Mahmoud Yakubu had, at a meeting with stakeholders in the wake of the postponement of the election, explained that bad weather prevented the airlift of sensitive electoral materials to some states of the federation, among other logistical challenges.

Ahead of tomorrow’s election, the Chief of Defence Staff (CDS), Gen. Gabriel Olonisakin, has met with Service Chiefs, and other heads of security and intelligence agencies. Briefing journalists shortly after the security meeting, the CDS revealed plots by unscrupulous elements to use military and para-military agencies, ostensibly to intimidate voters, as well as undermine the process.

This was as he further alerted of illegal possession of firearms and their eventual deployment to cause mayhem during the process of electioneering.

Consequently, Olonisakin warned that the military and security agencies would isolate and deal with individuals or groups found culpable. The CDS, nonetheless, urged eligible voters to come out en-masse to exercise their franchise, pledging the readiness of the Armed Forces and sister security agencies to provide adequate security for the exercise.

“It has become necessary to issue this statement, following the meeting of the Armed Forces of Nigeria and security and intelligence agencies, which has just ended.

In the last few months, various security agencies have been reviewing their strategies to ensure adequate security and protection for all Nigerians and other nationals living in Nigeria before, during and after the General Elections in February and March 2019.
“This is in line with our various constitutional responsibilities.

There have also been several interagency collaborations and harmonization of these strategies. “The meeting we have just had involved the heads of these agencies to ensure we further harmonize our strategies to provide adequate security for the smooth conduct of the general elections”, Olonisakin said.

He further disclosed that President Muhammadu Buhari had, at a security meeting with heads of military and security agencies, emphasised his commitment to a free, fair and credible election.

The Federal Government has announced the closure of the country’s borders, with effect from 12:00 noon today. The closure, which will last until 12:00 noon of Sunday, February 17, is aimed at restricting movement across the borders, particularly of aliens, who may attempt to participate in the elections.

In a statement yesterday, the Comptroller General of Immigration (CGI), Mr. Muhammad Babandede, said the directive was made by the Minister of Interior, Lt-Gen. Abdulrahman Dambazau (rtd). “Further to the Presidential Election taking place on the 16th February, 2019, the Honourable Minister of Interior has directed the closure of all Nigeria Land Borders with effect from 12.00 noon of Friday 15th February to 12.00 noon of Sunday 17th February, 2019. “This is to restrict movements across the borders during the election days.

About 100 cases of Lassa fever have been reported in different parts of Ondo State, raising fear of looming epidemic.

The Chairman of Christian Association of Nigeria (CAN), Dr. Ayo Oladapo, who alerted Christians about the outbreak, said there was the need to keep houses clean to prevent the spread. Oladapo said about 80 cases had been confirmed by government.

However, a source in the health sector told journalists that not less than 100 cases had been reported in different hospitals in the state.

Mostly affected, he said, were the towns which shared borders with Edo and Kogi states. “I have just been informed through the representative of government that there is an outbreak of Lassa fever in the state. “About 80 cases have been confirmed.

All our churches should please sensitise their members to cover their food properly and eradicate the existence of rats in their vicinities. “Announcement should be made on pulpits and in all our services. May God deliver us all from all deadly diseases in Jesus name,” Oladapo said in a statement. In response to the scourge, Governor Oluwarotimi Akeredolu has inaugurated an Emergency Response Committee to tackle the dreaded disease.

The Accident Investigation Bureau (AIB) has commenced investigation into the Caverton Augusta AW139 helicopter conveying Vice-President Yemi Osinbajo that crashed in Kabba, Kogi State on Saturday.

The Agusta Westland AW139 is a 15-seat mediumsized twin-engine helicopter developed and produced principally by Augusta Westland. It is marketed for several different roles, including VIP/corporate transport, offshore transport, fire fighting, law enforcement, search and rescue, emergency medical service, disaster relief, and maritime patrol.

The AW139 was originally designed and developed jointly by Agusta and Bell Helicopters and marketed as the Agusta-Bell AB139, being re-designated AW139 when Bell withdrew from the project. A source in the agency told New Telegraph that a team of investigators from AIB had begun probe into the crash that left no one injured. AIB is the statutory agency saddled with the task of investigating such serious incidents and accidents.

Since entering service in 2003, the AW139 has become one of Agusta Westland’s most influential products; it has been subsequently developed into two enlarged medium-lift helicopters, the military-orientated AW 149 and the AW189 the civil market. On Sunday, the Nigerian Army announced the redeployment of some of its senior officers, including Maj.-Gen. A.A.Tarfa, the Commander, Nigerian Army Corps of Artillery who has been redeployed to Martin Luther Agwai International Leadership Peacekeeping Centre, as Commandant in a new posting released by the army Headquarters.

According to a statement issued by Brig.-Gen Sani Usman, the Director of Army Public Relations on Sunday, Maj.-Gen. M. Mohammed, GOC 1 Division has been moved to the Headquarters, Nigerian Army Signals Corps and appointed as Corps Commander.

Maj.-Gen. C.T. Olukoju, who until now the Signal Corps Commander, has been appointed Director General of the newly created Nigerian Army Simulation Centre (NASIMC) with Headquarters in Abuja. Usman said under the new posting, Maj.-Gen. U.S. Yakubu has been posted to Headquarters of Nigerian Army Corps of Artillery and appointed as Corps Commander.

Others are Maj.-Gen. C.U. Agulanna, Senior Research Fellow, Nigerian Army Resource Centre (NARC), Maj.-Gen. F. Yahaya, Military Secretary (Army), as GOC 1 Division and Maj.-Gen. A.R. Bakare, Chief of Army Accounts and Budget.

Similarly, Usman said Brig.-Gen. D.O. Donibo has been posted to Nigerian Army School of Infantry and appointed Director Army Training Support Centre (ATSC). Brig.-Gen. G.A.T. Ochigbano, Acting Military Secretary (Army), Brig.-Gen. O.C. Ajunwa, to Nigerian High Commission Brasil, as Defence Adviser, Brig.-Gen. S.T. Shafaru, Commander Engineers, Headquarters Nigerian Army Special Forces Command.

A military teacher escaped being butchered to death in Port Harcourt, Rivers State, as the wife of Air Commodore Irobuisi (NAF2042) attacked him with a machete.

According to reports, the victim had taken disciplinary action against Mrs Irobuisi’s daughter by flogging her. However, when the lady was informed, she drove down to the Air force Secondary School with a hidden cutlass which she used to attack the teacher’s face while discussing with him.

The Independent National Electoral Commission (INEC) has said voter cards not collected by their owners before February 8 will be kept in ‘quarantine’ in the Central Bank of Nigeria.

Speaking with Punch on Friday, the commission’s Chairman of Information and Voter Education Committee, Festus Okoye, wondered why those who own the cards had not collected them.

He said, “the reports from different states indicate that many Nigerians have collected their Permanent Voters Cards. Most Nigerians are aware that the commission registered a total of 84, 004,084 eligible voters.

“Out of this number 14, 283,734 million were registered during the Continuous Voters’ Registration. The collection of PVCs is still on and will go on till February 8. Thereafter, the commission will recall all uncollected PVCs and keep them in quarantine with the Central Bank of Nigeria and they will remain there till the elections are over.

The presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, has written to international community, alleging that President Muhammadu Buhari is threatening Nigeria’s democracy.

In the letter sent to the Ambassadors of France, Germany, the European Union (EU), the United States of America (USA) and the High Commissioner of the United Kingdom (UK), Atiku accused Buhari of “serially breaching the provisions” of the Nigerian constitution and undermining organs and institutions of state to advance his personal interest. He noted that while President Buhari took oath to safeguard and defend the constitution of the Federal Republic of Nigeria, the oath was observed in the breach.
