Interesting question OP. A question over what his modus operandi was I believe was revealed in the famous statement that "if the east is allowed to secede, the west will also secede". If as you have asked he really did mean to secede, he must have planned for a scenario where once the east left the nation, the basis for a one nigeria on lugards terms would have no justification to continue.
