It remains a suspicion (albeit not unlikely) that there exists a faction of "boko haram" being sponsored by government!

But even if we can deny that on basis of zero proof aside supposition, we need to ask - how come salaries are not being paid? Even the military had not been paid now and some civil servants are owed 2 months + salaries! What is government doing with money? And why is every corruption case being swept under the carpet?

The problem is transportation to the markets! Terrible roads, the normal haulage cost charged by truck operators, inordinately high cost of diesel (much of which is corrupted via mixing with other substances), bribes demanded by polive & security agents, and then the "taxes" imposed by local governments! A truck will spend about an extra million aside value of its load to get to Lagos!
