Good you have changed your daughter school, the next important step is what chaircover said, keep the child within your eye shot.

Also if you notice anything unusual around her, go to the experts (Doctors, Medical lab etc) immediately

Let me start from the less serious issue, which is your husband:
I know many married men cheat on their wives, but a married man that sleeps with his house help has no sense of shame and has no iota of respect for his wife. When a married man now graduates to wanting to sleep or sleeping with his sister inlaw, then the man has lost his sense of reasoning and has a SERIOUS sexual problem, unfortunately nothing you have done so far is solving his problem, at best you have only asked him to be more discreet in his affairs.

Now, to  more serious issue, your daughter:
I honestly think you have failed the little girl; you suspect someone is molesting the innocent child, but have not done much to get the fact. The hair you saw could have been taken to hospital for analysis. I was more disappointed in you when you noticed mucus in her private area and that also was not taken to the hospital for proper analysis - You failed her woefully.

My biggest fear is for your daughter, I know you have changed school, but who knows if the abuse is not not comming from the school but from somewhere/someone else, and all you have done now is to tell whoever is responsible to do it with more care.

Chaircover asked you what you think would have happened to the child, you and your husband  if you live in a civilised country, you couldnt answer the question. I will tell you, The child would have been taken away from you and neither you or your husband would have any access to her.

I cannot ask you to divorce your husband even though I know he has a serious problem (though not beyond solution), But I beg you in the name of God or whatever you hold sacred/dearest. PLEASE put more effort, energy and attention towards your daughter, whatever you have to do to find out if she is truly being molested, who is responsible for it and to STOP it.
