*Granted, ECOWAS/CEDEAO charter allows for free trade between member states, but _on_ _goods_ _produced_ _in_ _member_ _countries_ , and NOT on imports from other economic blocs.*
*Where foreign goods are transiting through a member country, and ending up in another member country, the ECOWAS charter stipulates that the country of transit MAY collect a token trade tax, and its Customs officials should then escort the goods to the border of the importing country and hand it over to the Customs officials of the importing country!* *But what we see in the case of Benin Republic is that it collects _CUSTOMS_ _DUTY_ plus _TRADE_ _TAX_ , and then allows the goods to pass through its hinterland for onward smuggle into Nigeria!*
*This is a clear violation of ECOWAS statutes and no nation can condone such costly infraction.*

ANY RELATIONSHIP BETWEEN MEMBER COUNTRIES MUST BE BASED ON EXTANT REGULATIONS! Thank you for the big English you have written up there but it does not go to the root of the problem. The question that you should be answering is WHY importers prefer to ship their goods meant to Nigeria to Benin first and then smuggle them into the country? Be it used cars, rice, used clothes etc duty paid in Benin is much cheaper hence the preference to berth their goods there. So why doesn't the government cut down the duty paid at our borders to make it economically unviable for an importer to ship goods to Benin when same are meant for Nigeria? Instead we choose to close the land borders? Are our customs officers not at the borders? What then is their job if they are unable to effectively Police our borders? Everyday we talk about millions of litres of fuel imported for the Nigerian people being diverted to neighbouring countries and that with the closure of the borders daily demand for fuel has dropped by 8 million litres so why has this diversion been happening right under the noses of the customs if they are not complicit in the smuggling activities themselves. Finally back to the rice issue.... In case you don't know, with the border closure rice is now scarce not just foreign rice but local rice. Both have gone up in the market by over 50%! What steps are government taking to ensure local rice is not just sufficiently produced to meet domestic demand but at cheaper prices than foreign substitutes? Can we close our land borders forever? |

The quest by the Federal Government of Nigeria to diversify the economy through heavy investment in Agriculture may have suffered a serious blow if the painful and sad tale of Abia rice farmers under the Central Bank of Nigeria Anchor Borrowers’ programme in partnership with Nigeria Incentive Based Risk-Sharing System for Agricultural lending (NIRSAL) is anything to go bye. The anchor borrowers’ Programme (ABP) was launched by President Muhammadu Buhari on November 17, 2015. The intention of the programme is to create a linkage between anchor companies involved in the processing and small Holder farmers (SHFS) of the required key agricultural commodities. The programme is structured in a way that it will take care of the provision of input in kind and cash to small holder farmers to boost food production. Again, the programme is targeted at giving loan to small farmers in group/cooperative(s) cutting across the following: Cereals; (rice, maize, wheat etc), cotton; Roots and Tubers (cassava, potatoes, yam, ginger etc); Tree crops (oil palm, cocoa, rubber etc) Legumes (soya bean, sesame seed, cowpea etc), Livestock (fish, poultry, ruminants etc). However, for Rice farmers in Abia State, it has been a tale of woe for the past one year. A document made available to News Mirror and allegedly signed by Dr. M.A. Olaitan, Director, Development Finance Department of Central Bank of Nigeria Central Business District, Abuja indicates that; one Orakus and sons Nigeria Limited, who claimed to have an Ultra Modern Rice mill in Amauba Housing Estate, Avodim, Ubakala Umuahia South LGA Abia State had written a letter to CBN and was subsequently approved as the Anchor for Abia Rice farmers for the 2018 farming season.
The letter by Orakus and Sons was dated April,24, 2018, why the reply came with the speed of light and reads in part thus; ....your letter received on 29th March, 2018 on the above subject refers... As specified in the letter signed by Dr. Olaitan; in addition to the expression of interest to be an Anchor( Orakus), your other duties include; *To organise small holder farmers into cooperative(s)/cluster; to select a participating financial institution (PFI) as channel for the disbursement of loan; enroll the farmers on Bank Verification Number (BVN) with account numbers and forward same to the Central Bank of Nigeria (CBN); organize town hall meetings, and arrange the training of the farmers. It was specified clearly in the CBN guideline that; the loan disbursements are to be made directly to the farmers account within five (5) days it was disbursed by CBN through NIRSAL account.
However, News Mirror, in the course of our investigation for the past two months met six times with Udoka Emmanuel Oraekwute, the CEO of Orakus & Sons Nig. Ltd, from Amauba Housing Estate Avodim, Ubakala Umuahia South, who confirmed to News Mirror crew that all those conditions have been met, as at June, 2018, including the supply of input in November, 2018, just as he confirmed that his company made the supply as well as made available a document of the transaction carried out through his company but said till moment, he has not been paid his N49,236,00. Fourty Nine Million, Two Hundred and Thirty Six Thousand Naira, only since he made the supply on 26th, November, 2018. Mr. Udoka equally presented a document with names and contact phone numbers of Rice farmers in Abia State and their account numbers, opened in Umuahia Branch of Unity bank but claimed the farmers have had no access to their money over the past one year, even as all the farmers we spoke with, alleged that they got credit alerts but that the bank did not allow them access to their money only for them to get debit alerts few weeks later, confirming that the cash deposits have also left their accounts twice without their knowledge. News Mirror approached the Central Bank of Nigeria (CBN), Umuahia branch and met Mr. Camilus Ogbuagu, the Development Finance Manager, Umuahia branch of CBN, who also happen to be the leader of the Project Management Team (PMT), saddled with the responsibility of monitoring the Anchor Borrower programme.
He confirmed all the narratives of Mr. Oraekwute, and also told to News Mirror that all the criteria for the loan to the rice farmers were met and the money subsequently disturbed to NIRSAL account, a firm that happen to be the link between the farmers and CBN. News Mirror made several efforts to meet with Mr. Isaac Anosike, the Nirsal Head in Umuahia but was bluntly rebuffed by him. News Mirror called the Unity Bank, Umuahia branch and also Unity Bank headquarters but the responses we got were not convincing but will be made public.
The questions begging for answers are: 1. What happened to the money of rice farmers deposited at Unity Bank Umuahia branch for the past one year as Abia Rice farmers we interviewed all had tale of sorrows? 2. Was input supplied to Abia Rice farmers, who supplied the input and did it get to the rice farmers? 3. Was the supplier paid for the input alleged supplied even as the whole money was paid into NIRSAL account by the Central Bank of Nigeria months before the supply as confirmed by Mr. Ogbuagu? 4. Did Abia Farmers plant rice during the 2018 farming season? 5. Why did Police, DSS and EFCC invite officials of NIRSAL and Central Bank of Nigeria?

Our health sector may be in disarray, but Ghana is not an alternative. @ bolded you just made my point. If things were better here, Nigerians would not have been traveling to these countries in search of a better life. Recently on Facebook, I saw a video made by a concerned Nigerian about the plight of a school in Kogi State. Students from Primary 1-6 were taught in sheds by just 2 teachers. That is the same state where the governor is currently campaigning for a second term by buying a string of jeeps and branding them with his campaign materials. Is that not a case of misplaced priorities? This is why we are where we are today. Charity they say begins at home. Once upon a time we had Nigeria Airways. Now in Africa everyone knows about Ethiopian Airlines. Everyone is aware of the giant strides of development in Rwanda. We here are still in siddon look mode. Youwin which was providing much needed loans to budding entrepreneurs was culled. Minimum wage was raised but paying the minimum wage has created more problems as now we are hearing of more taxes instead of eliminating double taxation and paying more attention to efficiency in tax collection. |

You hardly see a high flyer going to school in Ghana as a first resort. Infact, a visiting Nigerian professor there said the schools there are mostly shitty. That is someone in the system.
And as for hospitals, I prefer Nigeria. We have better doctors here. Is it only JAMB? What about strikes? What about sorting? What about sales of hand outs? What about expo that is prevalent at all levels of our educational systems? Nigeria's educational system is grossly underfunded and overpopulated and that is why Nigerians should be commended for surviving the harsh school environment here. Then to issue of our hospitals. Do you know that majority of hospitals in South Africa are manned by Nigerian Doctors? Why do you think that is the case if our health sector is not in disarray? When last did you visit a General Hospital? Bros no one is bashing Nigerians. Our ability to survive extreme odds makes us extraordinary that's why we thrive iwhen we travel out where situations are more ideal. |

Back in the day, Ghanaians used to come to Nigeria in search of a better life and jobs but now we send our children over to Ghana for university education. Why?because their standard is much higher than ours and there are no such things are strike and cultism I'm Nigerian but it's the truth. The standard of living in Ghana may be better but in no way can you say Ghana is a bigger economic power than Nigeria. You know it and I know it. The major reason why infrastructure wise Ghana is better than Nigeria is simply because of one thing: CORRUPTION. You talk of 24/7 electricity in your country but forget your electricity is supplied from Nigeria. You can imagine the impact on your economy of a shutdown in our gas supply. You should even be thanking Nigeria for the current status of your economy because if not for the Ghana must go episode of the 80s many Ghanaians would not have gone home to transform their economic fortunes. As for the land border closure, as far as I'm concerned, it's just a big joke because the borders cannot be closed forever. What the government should be focused on is how to reduce the final cost to market of Made in Nigeria goods to make them more competitive as we have a big enough domestic market for there to be a significant positive economic impact if more Nigerians patronise locally made goods if they are cheaper and better made. |

It's really sad how irresponsible and unresponsive the Lagos State Government has been towards the plight of residents in this axis. All the major roads in this area are in significant state of disrepair. From Ikotun to Egbe to Ijegun to Ijedodo to Igando to Ejigbo. All plagued with bad roads and public transport charging exhortbitant prices due to bad roads and traffic congestion.

I support this border closure on the following terms:
1. Make the local refineries functional. Till tomorrow we are only hearing of Dangote's refinery. Nobody is probing why our refineries cannot function optimally ditto for our power industry 2. Provide significant subsidies to farmers to produce food and bring them to market at prices that will be able to compete favourably with imported substitutes. However, this should not be an excuse to encourage cartels who due to government protectionist policies will choose to fix prices to exploit the market. 3. Carry out a comprehensive revamp of the Immigration and customs offices from head to toe to make them more professional in the discharge of their duties and get rid of all the bad eggs that have fed fat on bribes and illegal levies over time. 4. MODIFIED and of course close our borders to (a) medical tourism for government officials and their families. They should make use of the same health facilities available to the rest of us. (b) same thing for sending their children abroad for further education. Their children should attend the same universities and polytechnics our children attend. Any government official found wanting should be sacked immediately. Be it legislative, executive or judiciary. (c) all government officials and departments should only patronise made in Nigeria vehicles. Imagine the impact on the economy in terms of job creation the 4bn that the Senate wants to use to buy cars will have if they patronise Innoson talk less if the Fg follows suit.
We have the potential to transform the economy of this country rapidly regardless of party affiliation but the main question is whether the will exists to do this |
