Ikwerre is Igbo dialect simply because all Igbos hear Ikwerre clearly and Ikwerre hear Igbo also. If I go to Elele I speak with them with no hindrance.

My language is Ogba, and it has three dialects.
All the 3 dialects of Ogba are Igbo language because anyone you speak every Igbo person hear you and understand what you are saying.

Ikwerre, Ogba, Etche, Ndoni, Ndoki, Asa, Ubani, Ekpeye, Opobo, Nkoro are all Igbos because they all speak Igbo as their indigenous language.

Very succinctly put.

VAT is a consumption tax. This means it measures the economic activities reported in each state.
Some states like Kano may have a higher level of commercial/economic activity but what VAT is telling us is that a large portion of that data is not being captured.
The idea is simple: State governors have the responsibility to improve their states commercial and economic levels which will then boost the microeconomy (ie standard/cost of living metrics) in the states. The federal government's responsibility is to manage the macroeconomy (security, exchange rate, foreign policy) which it is already doing.

For too long, the federal government has taken on the responsibilities of the states and local governments and while not being able to cater to those responsibilities adequately, the federal government continues to falter and fail while handing a free pass to the state governors who feed fat while doing nothing.
That is the fact, but the problem in Nigeria is that the North is afraid of doing it like that because there is high poverty rate in the North, so basing VAT on place of consumption may affect the north.
How many household in the North uses phone or internet. They only listen to Radio 📻.

It is the laziness mindset of not thinking out of the box because we are guaranteed monies monty that we don't have to account for that nerds changing, and not just for Northern states.
You are still not understanding it, it doesn’t matter where the company headquarters is located, what matters here is where the produced items is consumed and that where the VAT goes. Where a company locate their headquarters or production factory doesn’t matter. The state that is hosting the company will collect yearly turnover revenue tax from the company not the VAT of items produced by the company in state A and consumed in state B. State B will be credited with the VAT.

What are they scared of, competition? Lagos seemingly isn't, why should anyone else.

If you can't work hard as a state government, you should remove yourself and let others that might or can do it. Instead of all this sitting around waiting for central government allocation.
The bone of contention here is that MTN sales recharge card in Kano and pay the VAT to Lagos which is supposed to be paid to Kano where the vat is received. The company in Lagos will only pay their gain tax to FG and Lagos not the VAT.

I have answered this before.

With the Tax Reform bill, the headquarters of every single one of those companies, without exception, is now in play to other states VAR wise.

Their government just needs to give them, and their employees, nice "sweet heart" deals which might include tax breaks.

Those states governments will have to work harder to come up with something better than Lagos state and that includes some long term post-present administration stuff. Infrastructure improvements etc.

But would states prefer the current system of lazily folding thief arms and getting handouts rather than making an effort to take a bite out of Lagos state?
There is no bite out of Lagos here, federal might is used to force all companies to have their headquarters in Lagos. Regional government will force all companies to have their selling point headquarters in various regions and pay tax where their products are consumed.

Use one of the old western states to make noise, not Lagos that was developed by Nigeria common wealth since 1914. Lagos is not part of old western Nigeria. Very soon now Gbaji people in Abuja will start making noise on how they develop Abuja from time immemorial.

Are you new to Nigeria or what huh huh ?, that is the reality of Nigeria current tax system , VAT are paid to where the company are registered not where the product is consumed, the reason for agitation for tax reform. Lagos take it all, oil headquarters, Mobile network headquarters, Bank headquarters, only access to seaport and international airport and lot more.

The indigenous language you speak without external colonialism defines who you are and the tribe you belong. Ikwerre culture and spoken words are of Igbo ancestral descent, no matter how Ikwerres try to deny being Igbo they will end up speaking Igbo dialect of Ikwerre in their homes. So is difficult for them. Had it been their language is not Igbo but a close language to Bini language, people will take them serious, the argument whether they are Igbo or not will not even exist.

In the whole world, what defines you as a person is the language you speak and when you are indigenous to that language without colonialism then you belong to that particular tribe. For example, someone from some part of Togo who they call their language ife or Ewe which is a Yoruba dialect can say they are not Yorubas but in reality the language they speak is the same with the Yorubas of Nigeria, so wether they are not Yorubas their language is the same with Yorubas. They hear each other without any difficulties.

So for Ikwerres, Igbankes in Edo and Aniomas, them and the Igbos speak the same language and hear each other. So whether they are Igbos or not, they are from the same language heritage and speak the same language with variations which they call dialects.
