Bad habits die hard. Go to any ministry in this country probably less than 20% of those employed have something to do .
The rest idle away and at the end of the month, pick up a salary.
The only reason you can give for keeping them is the politicians will waste and/or steal any savings gained from mass retrenchment.

These are the people who have been left behind.
They are the ones tussling with migrants from other parts for low - paying jobs( buying and selling ) ,and to whom no one is paying attention. He does not have the skillset and mindset to tackle the ever changing nature of SW economy .
His mentality is based on his surroundings and he cannot see what is happening around him
