In yet another raid aimed at eradicating the menace of internet fraud and cyber crime, popularly known as ‘yahoo-yahoo’ in the South-East region of Nigeria, the Enugu Zonal Office of the Economic and Financial Crimes Commission, EFCC on Wednesday, June 19, 2019 arrested five suspected fraudsters.

They include, Ogbu Obinna Christopher, Onyeagba Joseph, Chime Isiah, Duru Franklyn Tochukwu and Orji Uchenna.

They were arrested following an early morning raid at their respective residences located at Goshen Estate and Trans Ekulu, Enugu.

Their arrest followed intelligence report about their fraudulent online activities.

On the strength of the information gathered, search warrants were executed in their houses/compound.

Items recovered from them include, several mobile phones, cheesy :Dlaptop computers, suspected counterfeit currency in N1,000 notes totaling N31,000; three Lexus cars, one Toyota Avalon car, several ATM cards and other incriminating items.

Chibuike Rotimi Amaechi, the former Governor of River state and Minister of Transportation in the last dispensation, is one man that courts controversies effortlessly.

The former Minister is also famous for declaring publicly that he has never accepted a bribe, and that he would not be tempted, much less yield, because he does not like money.

In the recently dissolved cabinet of President Mohammadu Buhari, Rotimi Amaechi was one of the most active and outstanding ministers.

In the last 4 years, he was constantly in the news on account of several railway reconstructions and expansion projects around the country.

Rotimi Amaechi, during his stint as the governor of River state and as the Minister of transportation, had been the focus of several controversies.

Interestingly, some of the biggest controversies involving him centred on the cost of railway construction projects.

Autojosh highlights 2 of the controversial railway projects that Rotimi Amaechi has been embroiled in.


The Port Harcourt Monorail Project

Rotimi Amaechi conceived the idea of the Port Harcourt Monorail project in 2008 during his first term as governor of River state.

The project was intended for mass transportation within the Port Harcourt metropolis.

While announcing the monorail project, Amaechi said it would be the first of its kind in West Africa.

Two companies bided for the contract: Urbanord, an American company and TSI, a local company owned by a one-time military administrator of Rivers State, Colonel Anthony Ukpo.

The foreign firm bided N25 billion to complete the Phase 1 which was a 12-kilometre distance in the design, while TSI quoted N50billion for the same distance. Amaechi opted for the indigenous firm.

However, this decision did not get the buy-ins of Amaechi’s cabinet.

When it became hard to get the endorsement of his cabinet members, he allegedly dissolved the cabinet to have his way and later reconstituted it after the contract award.

This accounting is according to a submission by the Director, Safety and Aviation, Engineer Says Antioch of the State Ministry of Transportation before Justice George Omwreji-led Judicial Commission of Inquiry on the Sale of Assets of the state by former Governor Amaechi.

The contract for the construction of the Port Harcourt monorail was designed to cover 12 kilometres at the cost of N50 billion.

The first phase of the project was to cover Aggrey road through Station road- Azikiwe road-Aba road to Water lines junction.

In 2015, at the completion of Ameachi’s second term in office, the project had already been abandoned.

Sources said the work already done at the point of abandonment covered only 2.6kilometers. At that point, it had already gulped N33.9billion.

Many considered that spending as much as 33.9 billion on a 2.6-kilometre railway project was outrageous.

There had also been allegations that the cost of the project, compared with similar projects in other states, was suspicious.

Since Amaechi left office, the project has remained abandoned, as the current government, led by Governor Nyesom Wike, has distanced himself from the project.


Lagos-Ibadan railway

In April 2017, the Federal Government announced that it had begun the construction of the Lagos-Ibadan standard gauge railway line.

The Goodluck Jonathan-led government originally contracted the project for nearly $1.5 billion.

However, the Buhari administration – under the supervision of the Rotimi Amaechi-led Ministry of Transportation – rewrote and renegotiated the contract with the Chinese construction firm handling the project, China Civil Engineering Construction Corporation (CCECC).

Multiple news reports said while the 156-km Lagos-Ibadan railway line is estimated to cost $2b.

The Line will run from Iddo in Lagos to Ibadan in Oyo State, passing through Abeokuta in Ogun State. It will also have an extension to the Apapa Ports Complex.

However, in May this year, a news report published by a Ghanaian news media revealed the cost of a similar railway construction project in Ghana.

In the report, Ghana locked down its own standard gauge deal with another Chinese firm, which would also include the building of two terminals in addition to plans to establish local hubs to build locomotive coaches.

The Ghanaian railway line, which will run on a 340km track, will cost Ghana $2.2 billion.

The reports suggested that the Lagos-Ibadan railway project may have been significantly inflated considering the cost per distance of the two projects.

Since the Lagos-Ibadan railway project is roughly one-third shorter, without any significant differences in gauge-type, power source or terrain, many wondered how Ghana got a better deal with the Chinese.

It would surprise most of us to know that, the rail being constructed in ghana is more expensive then ours, in real terms, except - possibly if we check the distance it spans, if we want to see it dispassionately, and see the truth, we have to convert the dollar equivalent for the 2 projects into yuan

Buhari assented the Polytechnic Act Amendment Bill as well as the National Institute for Security Bill.

Recall that the Academic Staff Union of Polytechnics (ASUP) on Wednesday appealed to Buhari to sign the Polytechnic Act (Amendment) Bill to address many challenges confronting the sub-sector.

The youths that are supposed to know the definition of things, are just ignorant or is it that they don't know the difference between what is wrong and right? - and honestly with this crop of individuals, we would be in this quagmire for a very long time- when did checking the executive become a standoff with the executive? They are supposed to ensure that the budget is effectively monitored, as agreed by them and signed into law by the executive (president)- they are supposed to draw attention to issues that affect the country, that the executive does not see or is blind too, they are supposed to make laws, repeal laws that affect the people - they are supposed to reduce allocations for contracts or projects that are over valued, within the budget without adding to the total value of the budget- proper definition of appropriation, we are supposed to be able to complain to them, about issues that affect us and they take it to the floor and fight/debate it for us - they are not supposed to be in any opposition, but as a arm of govt complementing the executive arm within the confines of constitution of the federal republic of nigeria.

But as usual the vocal minority would come online and shout "rubber stamp" in their characteristic manner (band wagon effect -(they sang restructuring- let them say we want to divide nigeria, they sang single term for presidency is the best, they sang bubu is not an economist we should devalue our currency/float the naira - unpatriotic positions, they are even singing that IMF said the financial apps nigerians are doing is bad for the economy cheesy) while we the silent majority know the functions of the Nass - the vocal minority is so myopic in their thinking that, we have to question the level of their education- they can read and write, compelling baseless points like story tellers, while we the majority laugh at their reeking hypocrisy, lack of understanding, lack of the proper ability to look at issues honestly and dispassionately and they can make noise to pieces- they are just after their own pockets and satisfaction - shame on us for even giving them the opportunity to have a voice

The last NASS achieved a lot. That Saraki and Dogara refused to be rubber stamps doesn't translate to "nothing worked between executive and Nass".
Your opinion - and I don't honestly understand what your definition of rubber stamp is - a govt proposes a budget to complete existing projects, and a so called Nass - takes up the budget and pads it while increasing funds to some unnecessary agencies and removing funds from necessary projects, because for them mind- they should be working autonomously they should also make sure they carry their autonomousness and generate money to work autonomously instead of going back to the executives budget- so they are independent and not a rubber stamp assembly- they would continue to deceive you rubber stamp normal nigerian bandwagon effect -when we celebrate mediocrity, we actually see issues that don't make sense and celebrate them as if they make sense - all the problems nigeria has been having is as a result of a mediocre arm of a govt thatt cannot help fashion laws that are beneficial to the existence of nigeria - eg we have over 1,500 agencies and parastals which are a conduit on the govt finance but in your opinion passing laws to establish more agencies to duplicate the functions of the existing ones, is work instead of pruning them down - salute

A so called legislature that would not pass one bill to decentralized power -light or the police, but they passed 200 bills which have no relation to people or instituting processes to fight graft and corruption

Yes that my opinion and I am responsible for it, and have the right over it- in a sane society that you mentioned would an ekweremadu have put himself forward in the first place knowing his party was in opposition? and had lesser representation? The Nass was in turmoil for 4yrs because of this singular act, and nothing worked between the executive and Nass because of this act

A man has used the head of his fellow colleagues, from his region to occupy the seat of DSP for 16 years -from the 5th assembly to the 8th and they say they are smart? They would just be disturbing the peace of our Isreal - An opposition party got into the seat of the DSP by cutting a deal with a desperate senator to become president and DSP during the 8th assembly - and they had the temerity to suspend another senator (omo-agege) because he spoke out during plenary, if it were his party that occupied the president of the Senate and deputy S.P, then it would make sense- but an opposition DSP - if not for decorum I go do pass omo-agege, I go carry thugs them go break the DSP head before them run with maze, na lokoja them go find that maze
