THE Nigerian High Commissioner to Indonesia, Usman Ogar and a diplomat, Abdulrrahman Ibrahim, who was assaulted by immigration officers in the South East Asian country, will arrive in the country today.

The Ministry of Foreign Affairs disclosed this to The PUNCH on Wednesday as the Indonesian High Commissioner to Nigeria, Dr Usra Harahap, told the Minister of Foreign affairs, Geoffrey Onyeama, in Abuja that the Nigerian diplomat was the aggressor during his (Ibrahim) encounter with some immigration officers.

The PUNCH had on Wednesday reported that Ibrahim was assaulted in a car by some Indonesian immigration officials in Jakarta.

The August 7 incident had sparked a diplomatic row between Nigeria and the Indonesian authorities with the Federal Government recalling Ogar for consultation, while threatening a review of the bilateral relations between the two nations.

The spokesperson for the Ministry of Foreign Affairs, Mrs Esther Sunsuwa, in an interview with The PUNCH on Wednesday, said, “The Federal Government will make its position known after consulting with the recalled Nigerian envoy expected to arrive in the country along with Ibrahim on Thursday (today).”

Recall that the minister had on Monday summoned Harahap over the assault of the Nigerian diplomat in Jakarta.

Our correspondent on Wednesday obtained a copy of the Indonesian envoy’s presentation to Onyeama during the Monday meeting.



Giving an account of the incident, the envoy disclosed that the immigration officers from South Jakarta Immigration Office were carrying out surveillance on foreigners when they asked Ibrahim for identification but the diplomat allegedly refused to identify himself or tender his passport.

He stated “By that time, they met with Mr Ibrahim, and politely requested him to show his travel document. He answered that his passport was in his room.

“Then the officer asked again, ‘Can we see your travel document to check the residence permit and if there are no problems with the document, so you may continue your activities

“Mr Ibrahim was not willing to show his passport and said to the officer, ‘you will know who really I am and be careful on that.

“Instead of showing his identity card, Mr Ibrahim was angry and said, ‘Just arrest me and you will regret to know who really I am.’

“The officer said, ‘We will not detain you further sir, if you can show us your identity card.’ Then Mr Ibrahim said, ‘Where is your car, I’ll come to your office.’

“On the way to the immigration office in South Jakarta, several incidents happened. Mr Ibrahim elbowed the immigration officer, Mr Laode Hauzan Baidi, who was sitting next to him until Mr Laode’s lip was bleeding.

The Nigerian Electricity Regulatory Commission (NERC) plans to fine electricity distribution companies (DisCos) for wrongfully disconnecting customers’ electricity supply.

The Nigerian Electricity Regulatory Commission (NERC) plans to fine electricity distribution companies (DisCos) for wrongfully disconnecting customers’ electricity supply.

The commission proposed that any DisCo that disconnected a customer’s electricity supply “in violation of this regulation commits an offence and is liable upon conviction to pay the customer a penalty.”

The penalties as specified in the regulation are residential ₦1,000, commercial ₦1,500, and industrial ₦2,000.

“A DisCo which disconnects a customer supply in violation of these regulations shall compensate the customer on equivalent of 100 per cent daily energy cap for every day the wrongful disconnection lasts. This shall be determined based on the previous month’s bill or consumption,” stated NERC.

“In the event of a property left unoccupied” for some time following the exit of the occupant, said the commission, “a new occupant of premises should contact the DisCo on their first day of moving into the premises, which the DisCos should take into consideration for billing such customers.”

The commission, however, noted that if a new occupant fails to inform the DisCo of the commencement date, it would be “deemed to be a continuation of the old occupant regime.”

NERC further explained that the new occupant would take responsibility for the payment of any outstanding bills.

The paper also proposed that when a DisCo “has overcharged a customer,” it should advise the customer in writing within five days of becoming aware of the error and repay “the amount” by crediting “the exact amount” of the overcharge to the customers’ next bill.



In addition, NERC proposed that, in the case of “undercharge from incorrect billing,” the DisCos might establish the undercharge and recover the amount for not less than three months.

On replacement of faulty or obsolete meter, NERC said, “A meter shall be considered faulty and not in compliance with the distribution metering code if it is determined that any part on that metering system does not comply with the code.”

A Saudi Arabian judoka faced off against her Israeli opponent at the Tokyo Olympics today - defying pressure to follow the lead of two other Muslim athletes who boycott their bouts.


Tahani al-Qahtani fought against Raz Hershko in the women's 78kg category at Tokyo on Friday, before the pair clasped hands and raised them in the air as a show of solidary when the bout was over.

Questions had swirled over whether the bout would go ahead after two Muslim athletes in the men's 73kg competition walked out rather than get in the ring with an Israeli opponent.

Algerian fighter Fethi Nourine was the first to quit after the competition draw meant he would have been forced to fight Israeli Tohar Butbul on his way to the medals.

Nourine was first due to fight Mohamed Abdalrasool of Sudan, with the winner of that fight guaranteed to face Butbul because of the way the seeing system works.

The Algerian quit the contest before even facing Abdalrasool, saying he didn't want to 'get my hands dirty' by risking a fight with the Israeli.

It is the second time Nourine has quit a contest because Butbul was due to face him, saying it is part of a protest in solidarity with Palestinians.

He was subsequently suspended by the Algerian Olympic Committee and judo's governing body, and send home from Tokyo.

His withdrawal meant Abdalrasool progressed automatically to fight Butbul, but then he also withdrew from the contest.

Abdalrasool never made the reasons for his withdrawal explicitly clear, though it is thought he also did not want to fight the Israeli.

That left questions hanging over Al-Qahtani and Hershko's fight, which ultimately went ahead on Friday.

Hershko won the bout by ippon - the judo equivalent of a knockout blow - after just one minute and 44 seconds.

The pair bowed to one-another after the bout, before Hershko advanced across the ring and the two fighters shook hands.

Hershko then lifted the Saudi's hand in the air in a show of mutual respect.

In her next bout, Hershko face off against Japanese opponent Akira Sone who beat her by ippon after three minutes.

Sone went on to claim gold in the event - Japan's ninth in judo alone - beating Idalys Ortiz of Cuba by ippon after almost nine minutes in the ring.


Al-Qahtani's show of solidarity with Hershko comes amid shifting alliances in the Middle East, with a number of Muslim countries breaking with a decades-long boycott of the country by normalising relations.

Traditionally, Islamic and particularly Arab Islamic countries have refused to deal with Israel until Palestinian people are granted their own state.

In case you don't understand why the US government through the FBI is looking for our super cop, Abba Kyari, let me break it down in a way that you will understand so here we go:
1) Hushpuppi, his friend Kelly Chibuzor Vincent and their yahoo gang defrauded a Qatari citizen to the tune of 1.1 million dollars.
After the deed has been done, Hushpppi sent money to Chibuzor who was living in Abuja as part of his proceeds from the deal.
Hushpuppi out of greed did not pay Chibzor the agreed sum they both agreed before the execution of the job, feeling cheated, Chibozor contacted the businessman from Qatar and sang like a canary bird that his gang defrauded him.
2)When Hushpuppi heard what his friend in the yahoo business did, he felt betrayed and was furious. He picked his phone and called his ally and friend, Abba Kyari, he told him what Chibzor did to him and then requested that the betrayer should be detained at his pleasure for stabbing him in the back.
3) Abba Kyari provided an account number, not his, the account number belonged to a policeman in his IRT to Hushpuppi who wired money, the reason the money was sent was to mobilize the policemen that went to pick up Chibuzor for betraying the Instagram celebrity.
4)Immediately Chibzor was arrested and detained, Abba Kyari sent a message across to Hushpuppi via Whatsapp informing him that Chibzor had been arrested.
"He is now in my cell," he wrote on WhatsApp. He then sent the picture of the detained Chibuzor at the police cell to Hushpuppi to confirm whether he was the one that betrayed him.
Abbas known as Hushpuppi confirmed yes that the idiot is the one. Abbas requested Abba Kyari's account details, money was sent to him by Hush for doing a good solid job.
5) Chibuzor was detained for 1 month at the pleasure of Hushpuppi. All through the period, Chibuzor was detained, he was not charged to court rather Hushpupp was sending money to the police officer whose account was provided at the beginning for mobilization.
6) After One-month incarceration, God touched Hushpuppi's heart, he then sent a message to his police ally and friend that Chibuzor should be freed from police detention.
A request that was properly complied with by the IRT team headed by Abba Kyari.
7) Chibizor is today at large as nobody knows his whereabouts but the action he took by reporting to the victim of their fraud in Qatar that they scammed him is one of the reasons that led to the fall of Hushpuppi's criminal empire.
The Qatari citizen who was scammed made a formal report to the FBI, the FBI team went to action immediately and uncovered the whole heist that implicated our beloved Abba Kyari.
9)FBI is looking for Abba Kyari for being an accomplice to fraud, nothing more than this.
FBI is not looking for him for running a Jumia delivery business in his police office as a side hustle.
They are not looking for him because Hushpuppi was his younger friend and ally.
He committed a crime when he used the instrument of his office to arrest Chibuzor knowing fully well that the crime he committed was singing like a bird to the victim scammed by Huspuppi and his gang.

United States lawmakers are holding down a proposed sale of attack helicopters to Nigeria amid mounting concerns about the Muhammadu Buhari regime’s human rights record as it grapples with multiple security crises.

US lawmakers on the Senate Foreign Relations Committee have reportedly delayed clearing a proposed sale of 12 AH-1 Cobra attack helicopters and accompanying defence systems to the Nigerian military.

The deal is worth $875 million, according to US officials and congressional aides familiar with the matter.

In addition to the helicopters, the proposed sale included 28 helicopter engines produced by GE Aviation, 14 military-grade aircraft navigation systems made by Honeywell, and 2,000 advanced precision kill weapon systems—laser-guided rocket munitions, according to information sent by the State Department to Congress and reviewed by Foreign Policy magazine.

A report by Foreign Policy on Tuesday said the behind-the-scenes controversy over the proposed arms sale illustrates a broader debate among Washington policymakers over how to balance national security with human rights objectives.

The hold on the sale also showcases how powerful US lawmakers want to push the Biden administration to rethink US relations with Nigeria amid overarching concerns that Buhari is drifting toward authoritarianism as his government is besieged by multiple security challenges, including the Boko Haram insurgency.

But Western governments and international human rights organisations have ramped up their criticisms of the Buhari regime, particularly in the wake of its ban on Twitter, systemic corruption issues, and the Nigerian military’s role in deadly crackdowns on #EndSARS protesters last October.

Menendez, called for a “fundamental rethink of the framework of our overall engagement” with Nigeria during a Senate hearing with US Secretary of State, Antony Blinken in June.

Both Menendez and Sen. Jim Risch, a top Republican on the Senate Foreign Relations Committee, have placed a hold on the proposed arms sale, according to multiple US officials and congressional aides familiar with the matter, who spoke to Foreign Policy on condition of anonymity.

The details on the proposed sale were first sent by the US State Department to Congress in January before then-former Vice President Joe Biden was inaugurated as president, according to officials familiar with the matter.

Nigeria has just received six out of the 12 Tucano jet fighters purchased from the US government.

Some experts said the United States should hit the pause button on major defence sales until it makes a broader assessment of the extent to which corruption and mismanagement hobble the Nigerian military and whether the military is doing enough to minimize civilian casualties in its campaign against Boko Haram and other violent insurrectionists.

Administration officials say they are tired of regular efforts by Capitol Hill to review arms

“There doesn’t have to be a reason why we don’t provide weapons or equipment to the Nigerian military,” said Judd Devermont, director of the Africa program at the Center for Strategic and International Studies, a think tank. “But it has to be done with an assessment of how it will actually, one, change the direction of conflict in Nigeria, and, two, that they will use it consistent with our laws. In both cases, it’s either a question mark or a fail.”

“There is a culture of impunity that exists around abuses by the military,” said Nigeria researcher at Human Rights Watch, Anietie Ewang.

Ewang cited the Nigerian military’s killing of unarmed protesters during the massive #EndSARS demonstrations against police corruption and brutality last year as well as cases documented by human rights organizations of abuses in the military’s campaign against Boko Haram.

“I’m sure it’s a difficult situation. There are so many conflicts springing up across the country now,” Ewang said.

“The authorities, I presume, are trying to do the best they can to save lives and properties. But this must be done in accordance with human rights standards. You can’t throw one out just to be able to achieve the other.”

The chances of Nigeria winning medals at the Tokyo Olympics has been dealt a big blow with the declaration of 10 of the country’s athletes as ineligible to compete.

A statement on Wednesday from the Athletics Integrity Unit (AIU), an independent body created by World Athletics that manages all integrity issues – both doping and non-doping – revealed that a total of 18 athletes have been declared ineligible.

Nigeria is the most affected country, not meeting the minimum testing requirements under Rule 15 for 10 athletes.

The AIU explained that under the framework of Rule 15 governing National Federation Anti-Doping Obligations, which came into force in January 2019, National Federations are accountable for ensuring appropriate anti-doping measures are in place in their respective jurisdictions.

Among other things, the rule sets out minimum requirements for testing for the national teams of ‘Category A’ federations deemed to have the highest doping risk and considered as a threat to the overall integrity of the sport.

The key requirement in Rule 15 is that an athlete from a ‘Category A’ country must undergo at least three no-notice out-of-competition tests (urine and blood) conducted no less than three weeks apart in the 10 months leading up to a major event.

Only then do they become eligible to represent their national team at the World Athletics Championships or the Olympic Games.

For the year 2021, the seven identified ‘Category A’ National Federations are Belarus, Bahrain, Ethiopia, Kenya, Morocco, Nigeria, and Ukraine.

The Athletics Federation of Nigeria, which has been plunged into needless crises in the last 14 months is, thus, highly culpable in this development.

The teenager who hails from Zheleznogorsk in Krasnoyarsk Krai, Russia first got pregnant at age 13 and had claimed that her 10-year-old boyfriend was responsible for the pregnancy.

Naija News understands that the young girl made headlines last year after she claimed Ivan her boyfriend who was 10 at the time and still in primary school, got her pregnant.

Subsequently, Darya again told police that she had been raped by another 14-year-old boy. She gave birth to her daughter Emilia in August 2020 at the age of 14. Darya is now 15 and is now six weeks pregnant, according to her.
