A principal actor in the controversial Anambra governorship election of November 16 has reportedly made sterling revelations to his interrogators in Abuja. Mr Okeke Chukwujekwu, the electoral officer in charge of Idemili North local government area of Anambra State, currently in police detention over his role in the electoral saga, was said to have told his police investigators that he was “being used and dumped”. The chairman of the Independent National Electoral Commission (INEC), Professor Attahiru Jega, had, in the heat of the controversies generated by the flawed poll, admitted that the “electoral officer” in Idemili North “messed up” and that he would be handed over to the police for prosecution. Chukwujekwu was moved to Abuja on Sunday, just as INEC said it was conducting a probe into the deliberate sabotage of the governorship election. A top official involved in the election confided in LEADERSHIP yesterday that the arrested INEC official had made useful statements even as he was apprehensive that top directors of INEC might be “implicated”. “The way this whole thing is going, it looks as if many heads will roll in INEC because the young man has made useful statements and if what he said is anything to rely upon, it then means that some big names in that commission might fall with him. “At first, he was trying to rationalise his action in that local government area when he was verbally quizzed before the intervention of the police; but, after some time, especially at the point of his detention, he started to cooperate but the cooperation is loaded because he has mentioned some top officials of INEC, especially directors and a PDP chieftain, as those who ‘put him in trouble’. Although the source declined to disclose the identities of those involved, he said “preliminary confessions” point to the fact that the bungled election in most LGAs of the state was “packaged by aggrieved politicians in connivance with top INEC officials both in Abuja and Awka” adding: “It was a well-funded package.” “All fingers point to some aggrieved politicians and it was a well-funded package that involved quite a lot of people; that is why the man is saying he has been used and dumped,” he said. Meanwhile, Jega has said all enquiries regarding arrests made in the bungled Anambra election should be referred to the police. Jega’s chief press secretary, Kayode Idowu, told LEADERSHIP on the telephone that INEC would not comment on the arrested official who allegedly played a key role in the flawed poll. “One, I cannot say anything on his matter because the police has taken over a larger chunk of the matter; only the police can say something on the role of the man arrested and how far they have gone with their investigation; so you have to contact the police. “Again, it will be out of place for me to reel out what the commission intends to do. Governor Ibikunle Amosun of Ogun State, southwest, Nigeria today presented a proposed budget of N210.21 billion for the 2014 fiscal year. The budget which was tagged Budget of Consolidation was N1.57 billion less than last year’s “budget. Amosun who presented the budget to the 26-member House of Assembly at the Assembly Chambers, Oke-Mosan, Abeokuta explained that the budget comprised N117.51 billion Capital Expenditure which represents 55.90 percent and N92.70 billion Recurrent expenditure, accounting for the balance of N44.10 percent. In the breakdown of the budget, Education was given the highest percentage with N43.99B, which is equivalent to 20.93 percent. Health sector was allotted N21.11 billion, Agriculture has N10.52B, which is 5.01 percent of the budget. Housing and Urban Renewal got N26.74B,equal to 12.72percent while Rural and Infrastructural Development and Employment Generation was assigned N34.6 billion, which amounts to 16.49 percent. While speaking on his administration’s plan for the next fiscal year on education, Amosun frowned at those who are condemning his policy on the sector, saying, they are economical about the truth, added that despite the high over head cost, he has no plan to sack any teachers. “Overhead cost is too high, but despite that, we are not going to sack our teachers. We have as at today, awarded 1,500 classrooms and we will continue to demolish the old structures and construct new ones. Some people will go and take picture of some dilapidated structures in our schools and post them on a social network, that, this school is in Ogun State, they should continue with that. What is on ground is not what we can correct in just 2 or 3 or 4 years, but we will get there one day”, Amosun said. He stated that as a stakeholder in the Olokola Trade zone, his administration would continue to drive development in “this critical project”. He assured that the government would commence the development of the zone with the provision of infrastructure “as we expect the initial group of tenants to commence formal development of their sites”. The Governor said his administration planned to purchase 200 fully fitted Hilux vehicles to support the security agencies in the State. Amosun told his audience which included former Governors, traditional rulers, top government officials, security agencies, political leaders and student groups that, “I can see an Ogun State that could rival any State in the developed world. The tasks are no doubt daunting and the challenges enormous but we are encouraged by the support of our people and smiles of approval on their faces for the projects and programmes we have executed so far”. Reviewing last year’s budget, he said he was glad to announce that his government’s efforts at implementing the reforms it initiated had started to yield results. The Speaker of the Ogun State House of Assembly, Suraj Adekunbi assured that the House would ensure the speedy approval of the budget, saying “This legislature will give the necessary attention to the bill in no time”. Among the dignataries that graced the budget presentation were, Maj. General Seidu Balogun, first Governor of the State, Gen. Oladipo Diya (retd.), Col. Daniel Akintonde, former Head of Service, Mrs Iyabo Odulate,Senator Biyi Durojaye, Prince Bola Ajibola, Aremo Taiwo Alimi, Prof. Isiaq Oloyede, Secretary General, Nigeria Supreme Council for Islamic Affairs, NSCIA, Otunba Fatai Arowolo of Aron Construction among others. |

The Confessions of A Young Oil bunkerer: Why Oil theft will continue as a result of the fraud in the Presidential Amnesty Office Ebikeme (not real name) successfully attended the Amnesty Orientation Camp at Obubra in Cross River State some years ago. Almost three years after, he has not been pencilled down for any of the Presidential Amnesty Programme's Skills/Vocational Training Programmes and so he had no choice but fall to the advice of a friend who wanted him to join a lucrative oil theft racket with a heavy but covert presence in the Southern Ijaw area of Bayelsa State. Ebikeme in turn, has enlisted more than fourteen (14) of his former Obubra camp mates and today they live pretty comfortable lives working with their non-Nigerian partners who provide them with the technical know-how and technological tools to access crude oil through large pipes that pass through certain strategic locations in their communities. Ebikeme and his colleagues do not feel guilty in what they do. They actually believe that 'oil theft' (as the government would like to call it) is far better and more honorable than kidnapping and hostage taking. They believe that they are from oil producing communities and since the Amnesty programme is not ready to draft them for its 'many training programmes', they should at least find a way to eke a living. However, the truth is that before Ebikeme and his colleagues chose to go to work on oil pipelines and channel its products for themselves and their sponsors, their names had been replaced at the Amnesty office with people who were not at all involved in the armed agitation in the Niger Delta sometimes in connivance with some of the former militant leaders from Bayelsa and Delta state. In the end, non-militants are ferried to training institutions around the world while the true ex- militants are left to their fate in their communities. Little wonder they are all now heading for the pipelines and Nigeria is again crying for it. Billions of dollars worth of crude oil has been channelled away from pipelines in the creeks to waiting vessels offshore. Kingsley Kuku, head of the amnesty office, in active connivance with some of the former militant leaders, replaces the names of the true militants with non-militants including some from Non-Niger Delta communities and then awards educational scholarships as well as training scholarships to these non-militants. In frustration and having being betrayed by some of their leaders, some of these young lads resort to oil facility sabotage so that they can survive and sustain their families but we believe that some are beginning to prefer it over the Amnesty Programme itself. Fortunately enough, it is not all the militant leaders that have betrayed those that they led. Some others have come out to publicly condemn the hideous activities that have been going on at the Presidential Amnesty Programme. We commend our leaders Asari Dokubo, General Boyloaf, General Egberipapa and the many others who have stood on the path of truth and have chosen to speak up for their many members who have been cut off from a program that was supposed to help improve their lives. We condemn the ex-militant leaders assembly led Pastor Reuben which has, for some time now, for a small fee, been used to blackmail legitimate ex- militant leaders through paid advertisements and media interviews. In the past few months, they have each enjoyed Five million naira (N5 million) cash payments and then all expense paid trips to South Africa JUST so that they will be WILLING to fall to Kingsley Kuku's efforts to jaundice our cause. And FALL they did. Posterity will indeed punish them. We commend the leaders of the Niger Delta Awareness Coalition (NDAC) who have for months now been assisting us on how to use the power of Enlightenment, Awareness & Education to engage the media and alert the public on the despicable fraud that now pervades the Presidential Amnesty Programme. We have nothing against President Goodluck Jonathan BUT it will be a shame for the President not to see that there are leeches around him that work hard to destroy every little success that he may have gained. A former Nigerian Minister of the Federal Capital Territory, Nasir El Rufai, has criticized the Independent National Electoral Commission (INEC). Mr. El Rufai, a former official of the Peoples Democratic Party (PDP) but now Deputy General Secretary of the All Progressives Congress (APC), said he has no confidence in INEC’s ability to conduct free and fair elections in Nigeria. Last Saturday, Mr. El Rufai was detained in his hotel room in Awka, the capital of Anambra State, and prevented from going out to monitor the governorship election in the state. Speaking in a telephone interview with SaharaTV’s Omoyele Sowore, the former minister said unless INEC stepped up its game, there would be major problems in the 2015 general elections. “I don’t have that confidence. I think that INEC has a lot of work to do to be able to organize free and fair elections in Nigeria,” he said. He cited the recent Delta senatorial by-election and the still unresolved Anambra State gubernatorial election as instances where polling was marred by logistical crises, including bungled voters’ registers. He said political parties were willing to offer a hand of support to INEC to ensure a clean electoral process in future elections. “We as political parties are willing to work with INEC to address these problems because we all want the election to be free, fair and credible and we want our democracy to succeed,” he stated. Commenting on last Saturday’s governorship election in Anambra, Mr. El Rufai decried irregularities in areas considered as strongholds of the APC. “Anambra Central is the stronghold of the APC. Governor Ngige has very, very strong support there. And what we have seen as a trend, which we knew about, and raised alarms [about] even before the election was the APGA and PDP’s strategy of ensuring that, in areas where we are strong, election material and electoral officers do not appear until it is too late,” he said. He added that, in spite of the many challenges confronting the electoral process, he was confident that his party was headed for victory. The former right-hand man to former President Olusegun Obasanjo also spoke on his detention, describing it as “illegal” and “unlawful.” The news of his detention first broke when he tweeted, “I intend to discharge my duties today no matter what, and will go out when ready. I will dare the SSS to shoot…we wait and see…” Shedding light on his ordeal, Mr. El Rufai said he was having dinner at the Finotel Hotel where he was lodged when an officer of the State Security Service (SSS) showed up accompanied by AK-47 toting police officers and demanded to speak with him. He said the officer told him they had been sent to “protect” him, but that he declined their offer, telling them that he did not need their protection, adding that he was comfortable with his own security arrangement. The policemen left only to show up again the next morning, this time telling him they had instructions from Abuja to confine him to his hotel room. He said he tried again to leave the hotel around 3 p.m. on Saturday, but the security personnel blocked the hotel’s exit with a vehicle. At the time of speaking with SaharaTV, however, Mr. El Rufai said the security agents had been removed, but stated that he had yet to try leaving his hotel room again for the APC situation room. He also told SaharaTV that the Deputy Inspector-General of Police, Operations, had also attempted to withdraw a policeman who had been detailed by Governor Rochas Okorocha of Imo State to guard him. “The only security that I had that I had confidence in was this one policeman and if he leaves I would be left with gun-holding SSS men that could shoot me and claim that I attacked them,” Mr. El Rufai told SaharaTV. The former minister said the people of Anambra State deserved commendation for their orderly conduct during the governorship election. |
