Because most people always use unofficial rate to judge standard rate which u can use to transact ur business with other countary. When you are publishing your annual account be it financial statement of a particular year what you will use is official rate but we have many rate in accounting ie opening rate,closing rate, current rate, average rate etc. Now if you look at current official rate at bank is around 199 naira to dollar.This is the official rate as at today.
