Washington, DC — Former chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu, has urged the United States government to expand its crime law to enable it nail high level Nigerian recipients of bribe, who usually have a safe haven within the country.

Ribadu spoke yesterday on "Capital Loss and Corruption: The Example of Nigeria." during a testimony before the House Financial Services Committee of the US Congress in Washington,DC

He argued that while the responsibility to solve this problem ultimately lies with Nigeria, the US could help to narrow the operating space for what he described as "high-stakes elite bribery", with an expanded law that would rein them in, irrespective of their country of origin.

According to him, weak institutions in developing countries such as Nigeria had given corrupt officials a free reign while their counterparts face crippling sanctions in the developed world.

He reminded Congress that the culprits of the infamous Halliburton/KBR corruption scandal had faced severe consequences including the payment of killer fines up to the tune of $600 million.

On the other hand, their Nigerian counterparts are still walking free because of poor law enforcement and the fact that the US lacks jurisdiction to rein in those individuals, he said.

The same goes for the Siemens scandal that is yet to produce any conviction or sanction from the Nigerian side. But if and when they are nabbed across borders, the lack of hiding place will stop them in their tracks, he added.

"Without a doubt, the fight against corruption in countries like Nigeria will require strengthening international regulations and standards to enable enforcement on the ground.

"Until those receiving the bribes are punished for their actions, the market place for high-stakes elite bribery will continue to thrive," he stated.

Ribadu further suggested that Congress could support Nigeria's anti-corruption fight through civil society monitoring programmes, transparency efforts and programmes tilted towards investigative journalism.

Other areas of cooperation, in his view, should include intelligence gathering and sharing, tackling tax havens and offshore banks and efforts to ensure that secrecy does not undermine transparency and accountability.

The cost of corruption is too high to be ignored. Both the domestic and international dimensions must be tackled if success is to be achieved, he said. Citing examples of the high cost of kleptocratic activities, he said the UK Commission for Africa estimates that stolen assets from Africa held in foreign banks amount to some $93 billion.

Nigeria is also known to have lost some $440 billion between 1960 and 1999 to corruption; a figure, he said, is six times higher than the Marshall Plan amount needed to rebuild devastated Europe after World War 11.

As per cases treated by the London Metropolitan Police during his tenure, Ribadu said former Governor of Plateau State Joshua Dariye was found to have 25 bank accounts in London alone, acquiring some 10 million pounds in benefits through criminal conduct.

Also former Governor of Bayelsa State D.S.P Alamieyeseigha had banks traced to Cyrpus, Denmark, US and Bahamas. He had property valued about 10 million pounds in London and another valued at 10 million rand in Cape Town, South Africa.

Ribadu said he survived an assassination attempt, which prompted his decision to go on exile temporarily. He said he risked his life to fight corruption because of debilitating effect on the poor masses. "I see myself as a policeman first and as a law enforcement officer at the frontlines. I have seen corruption provide fertile ground for injustice, violence, for the failure of government and the failure to use revenues and donor support for the benefit of the people," he stated.

He said the EFCC secured over 275 convictions of the near 1000 cases in court by 2007. The unrest in the Niger Delta, he argued, is partly due to corruption by leaders in the region.

Giving an example, he said a Niger Delta governor offered him a bribe of $15 million, which he (Ribadu) put into a national bank as evidence. The governor, he said, is now one of the trusted advisers of the current administration.

According to him, "At the end of the day, it will be we, the Nigerians and the Africans that will have to solve our own problems and catch up to the rest of the world in freedom and development. I assure you that can be done."

Sir: I just returned from a trip to Ilorin. I would like my home government to look at the way electricity has suddenly kick-started gradually return of industrial and commercial activities in Kwara State by mere ensuring that that State now enjoys steady electricity supply.

Governor Saraki had about a year ago taken over the Federal Government’s Power Project in Kwara State and completed it at a record time and this has resulted in the present power situation in that State.

In my own State (Akwa Ibom), we all heard from both the past government and the present one arguing on the extent of work done on the Ikot Abasi IPP as at hand-over date in 2007. While Attah’s Government was saying the Independent Power Project which Obasanjo had commissioned at the twilight of the regime was 97% completed, the Akpabio Government argued that it was 90%. This is where the argument has kept Akwa Ibom till date.

We are saying that even if it was below 90% completed by the time of the hand-over, what should be holding the balance 10% for over two years now?

It is a fact that Kwara State gets less allocation from the federation account when compared with the huge one being received by (our) Akwa State Government, therefore with right prioritization in application of the fund, we suppose to be better off getting the power project completed. Moreover, it is the bedrock of industrialization and commercialization. What our government faced were things like the controversial Tropicana Centre, the unnecessary fly-over within Uyo metropolis, the Government Lodge project, Federal roads, etc.

Prioritization is necessary in every human endeavour. Other State governors should go and learn on how Governor Saraki achieved what I witnessed.

I was browsing through the Internet 2001 I met a Nigeria man about 35 yrs old in the Internet Then I was young and still in secondary school. After talking with this man for sometime then he finally open up why he want me to help him.He told me he left his wife and children and his parents home in Agbor to find greener pasture in Europe which he is currently in Italy. His family though he is dead and gone so they did his buried on behalf. because news came to then that he has dawn in the sea trying to cross to Spain like most Africa does almost 6 yrs back.He told me he does not have any means to communicate with them that he is alive that they should not be panic at all.So I am the Available means to meet with his family in Agbor because I base in Lagos and you can think the distance between Lagos and Delta state you will know it is a quit horror Journey. I feel his pain then I have to take the risk to travel for the first time in my life to known destination in a villages call ogbokiri in delta state.I don't fear the distance because i lack some mentality then.I have to take the risk to meet his family over there.Imagine you visiting a known destination.When i got there the family don't believe non of my story.they told me I am lying and I am trying to blackmail the family for money and they call the family police for me. I have to go and print a copy of the mail sent to me to show the family for proof that his son is still alive but they don't believe paper and they hold me and kept me in their custody for over one month to prove and they need more evident for what I am saying it true and right they took me to the elder meeting in discussion in my matter.I don't know what to do.I have lost my education and my parents are worried about me. because I don't tell none of them except my ex girl who gave me the money for the journey.I do every means to prove everything to this family yet no solution. then they have to transfer me to Port Harcourt. come see wahala my broda.I now be living with someone i don't know to prove to his family that their son is still alive. I am facing hell now. I been living in a place call eleme villages.they have internet subscribe and webcam to prove and see the man on cam then I can go free.I stay in port Harcourt for over 3 months before the guy finally come online and present himself in web cam for Evident.after all I have done they where saying a lot of bla bla bla i don't know. they promise to visit my parents and the guy call me on phone he say he will further my education and he will do everything to make me happy as for my age to prove to them he is still alive to keep fear apart. could you imagine this guy who base in Italy came to Nigeria to married I was not informed not even to say thank you.I feel very disappointed and totally crazy because i risk and put my life in danger for this shameless guy who call himself Reuben. I have to forget about this guy and continue with my life. Thanks God for his grace look where i am today. I give God the praises.I don't hear from him again or his family .I m living in fine now.but just want to bring memory of the past struggle in existence somebody might still face the fact also. United States of America Ambassador to Nigeria, Robin Renee Sanders has expressed her country’s readiness to assist Nigeria on electoral reforms. She however said that Nigeria must show willingness for change.

She commended civil society as important partners in the continued growth of Nigeria’s democracy. “We recognize the important role civil society brings to advancing democracy in Nigeria,” she said. “I welcome this chance to listen to your views on developments affecting democracy in Nigeria and for the opportunity to provide training on the new media tools that can help with democracy outreach efforts,” the envoy said. The roundtable discussion featured a presentation by Dr. Julie Sullivan on the role of civil society in a democracy and how to build strong coalitions – including with youth, women and people with disabilities. Dr. Sullivan is President and CEO of the International Foundation for Education and Self-Help (IFESH).

BENIN—The Norwegian government has said that it was ready to partner with the state governments of the Niger Delta in the area of security, energy and capacity building.

Norwegian Ambassador to Nigeria, Mr. Tore Nedrebo, who disclosed this in Benin yesterday during a courtesy visit to Edo State deputy governor, Dr. Pius Odubu, emphasized that such partnership would help to provide mutually reinforcing improvement in the democratic process.

He disclosed that he was in Edo State for a capacity building workshop aimed at improving governance in the Niger Delta and stressed that his country would draw up a programme that would bring stakeholders together to share relevant information regarding revenue management in the region.

He stated further that in the first three years of the programme, work on projects would focus on Delta, Bayelsa, Cross-River and Edo states, targeting senior administrators in the respective state ministries, oil and gas commission, state legislators, local governments, civil society and the media.

Responding, Edo State deputy governor, Dr. Pius Odubu, said that the state government has started an initiative in that direction.

While assuring the Ambassador of the state government support, Dr. Odubu noted that his mission to Edo State would complement government effort and expressed readiness to partner with Norwegian government in an effort to ensure transparency and accountability in governance

He thanked the ambassador who was led on the visit by the Executive Director, African Network for Environment and Economic Justice [ANEEJ], Rev. David Ugolor for his government’s concern for people of the Niger Delta.

MAKURDI — GOVERNOR Gabriel Suswan of Benue State has said that a lot has changed in Nigeria 10 years into the Fourth Republic just as he urged Nigerians to be patient with President Umaru Yar’Adua’s government.

In an interactive session with newsmen, Governor Suswan explained that democracy over the last 10 years, had guaranteed those things that “we take for granted, which we were deprived of during the military regime.”

According to him, “there are a lot of changes. What democracy has done, whether there was an attempt at dictatorship, we still are better off than a military government. We’re talking about this GSM, which was introduced during this democratic period. And also some of the reforms, which seek to make power available to Nigerians.”

Suswan, who was in the House of Representatives from 1999-2007, explained that though the democratic system is ongoing, Nigerians should exercise patience with the President Yar’Adua-led administration.

His words: “It’s an ongoing thing and these are all things that were introduced during this period. Of course, with democracy, people are free to associate, whether it is business or socially, in the manner that they want and nobody queries that, provided you don’t overstep your bound.

"Some of them are intangible, you can’t place you hands on them and then, you can’t take it for granted. The leadership style of Obasanjo was obviously different from the leadership style of the present president. Obasanjo’s style to some large extent, was aggressive. The present president measures what he’s doing and deliberately takes his time to do what he feels that is right so that you don’t rush and then it crashes.”

While identifying the problems which cropped up during the eight years of Chief Obasanjo’s tenure, he said: “You will notice that in the first eight years, there were a lot of problems because there were decisions which were taken in a haste and the spur of the moment.

Then later on issues comes up with it. But when you take your time, as the president is doing; when you look at an issue, you assess it and reassess it and take a step, there are very minimal mistakes. So, I believe that the president, if given a chance to stay as long as Obasanjo stayed, the country will be more stabled, there will be less acrimonies and less crisis. You know we had a lot of crises in the first eight years.”
