Politics › Nigeria Rebels Call 'all-out War' by OneNaija(op): 7:00pm On May 15, 2009
The militants have issued warnings like this before
Nigerian oil militants have declared "all-out war" on the military as gun battles erupted for a third day this week in the southern swamps.

They accused military planes of bombarding a village in Delta State, killing women and children.

But the military denied the claim, saying they had "torched a militant camp" and killed fighters.

It was not possible to verify either side's claim immediately, as travel to the region is restricted.

"The Movement for the Emancipation of the Niger Delta (Mend) is declaring an all out war in the region and call upon all men of fighting age to enlist for our freedom," spokesman Jomo Gbomo said in an e-mail to journalists.

"Casualties are mostly women, children and the elderly who could not get away quickly into the bush or high sea."

Hostages

But Lt Col Rabe Abubakar denied the claim.

"The only operation today has been a cordon and search operation, which revealed a militant camp, which we torched," he said.

He said he could not give any figures on casualties.

Mend issued a Sunday deadline for oil companies to pull out of the Niger Delta and has seized 15 hostages from two ships since Wednesday.

The renewed violence between militants and the military's Joint Task Force was expected by analysts after Mend rejected an amnesty offered by the government.

The government has still not officially said the offer is off the table.

Mend is still holding British hostage Matthew Maguire who was seized from an oil services boat in September last year. His colleague Robin Hughes was freed in April.

Militant groups in the Niger Delta have flourished amid a lack of governance and rule of law.

They claim to be fighting to help local people benefit from the region's oil wealth but fund their activities with oil theft, extortion and kidnapping.

The Joint Task Force, charged with bringing security to the Delta, is accused of brutality and corruption.

Politics › Yar'adua Commissions $800m Cement Plant In Cross River. by OneNaija(op): 6:53pm On May 15, 2009
PRESIDENT Umaru Yar'Adua has commissioned the 2.5 million tonne a year greenfield cement plant at Mfamosing, Cross River State, asserting that the private sector works as a major player in actualising the Vision 20:2020 goal.

This, according to him, has informed his administration's unwavering commitment to creating the requisite environment for the private sector to thrive.

The president, who was represented by the Minister for Commerce and Industry, Chief Achike Udenwa, admitted that the nation's present physical infrastructure deficit cannot sustain any meaningful development, hence the need to prioritise the sub-sectors of electricity, transportation and telecommunications.

"We have restructured the power sector and articulated specific initiatives to streamline the sector, with focus on private sector involvement including power generation, transmission and distribution."

"The goal is to ensure that vital areas like the manufacturing sub-sector enjoy increased and steady supply of electricity, as well as, a tariff structure that will promote competitive advantage.

This would be in addition to the rehabilitation and rebuilding of the country's transport infrastructure, including inland waterways and rail transport," he said.

Chairman of UNICEM, Mr. John Coumantaros said the plant would improve the country's economy, describing it as "a great step forward in achieving self sufficiency in cement production in Nigeria. Cement will come cheaper and there would be a boost in government revenue generation."

Besides creating jobs for the youths, he said the plant would bring about the extension of the national gas grid to the state. While promising not to relent on community growth, he thanked the host community for the co-operation so far.

Governor Liyel Imoke of Cross River State, commended all, who made the actualisation of the plant a success. He particularly urged the host community of Mfamosing to continue being peaceful and to protect and treasure the facility.

Building the plant required the importation of in excess of 1. 65 million tonnes of building material, and during the construction phase, 2, 200 workers were employed, of which more than 75 per cent were Nigerians.

Specifications for the Mfamosing plant include a raw mill output of 480 tonnes per hour, two cement mills each with a 160 tonnes per hour capacity and four packing lines of 112 tonnes per hour.

On site storage are circular storage (54, 000 tonnes), additive storage (2, 000 tonnes), iron ore (2, 500 tonnes), HG limestone (8, 400) and gypsum (2, 500 tonnes).

Managing Director of the company, Dr. Joey Ghose, said "production of cement from the UNICEM Mfamosing plant will result in savings to the Nigerian economy of $300 million in foreign exchange net outflow per year."

Business › Can Nuclear Power Deliver Nigeria From Electricity Problems? by OneNaija(op): 6:51pm On May 15, 2009
TO achieve the Millennium Development Goals (MDGs) of cutting poverty by half in 2015, all sources of energy, including nuclear power, must come to play in meeting the electricity generation requirement of Nigeria.

The Director General of Nigerian Nuclear Regulatory Authority, Mr. S. Elegba, who made this assertion in Lagos recently, ascribed it to the projection that the national electricity demand would be above 50,000 Mega Watts (50GigaWatts) by the year 2020.

Acknowledging the former president Olusegun Obasanjo's move towards nuclear power initiative, Elegba said that this was premised to the fact that it was the only viable option since national reserves of conventional sources were dwindling and the total installed capacity could hardly fulfill national energy needs and therefore could not sustain national industrial and economic development.

His words: "The sorry state of our electricity generation is summarised by the fact that Nigeria has never scaled the four GigaWatts barrier in actual power generation for a population of over 140 million. This was aptly and sadly recounted again by the Director General of the IAEA at the International Conference on Nuclear Power in France in 2005."

Elegba quoted the IAEA as saying: "Per capital electricity consumption in Nigeria is closer to 70 kilowatt-hour per annum."

This, he said, translated to an average availability of eight watts, which is less than a regular light bulb for each Nigerian citizen.

Nigeria's present electricity generation is mainly from hydro and gas/thermal. This energy mix is limited and not comparable to a country like South Africa, which generates 40,000MW of electricity for a population that is less than half of Nigeria's.

It could be recalled that President Obasanjo, in May 2006 established the Nigeria Atomic Energy Commission with the vision of operating at least one nuclear power plant within the next 10-15 years. Nigeria needs to generate at least 3,000MW or 3G by 2020.

To him, generating power from nuclear is not peculiar to Nigeria alone, noting that about 440 power reactor were currently operational in 30 countries, while 40 were making move. These reactors, according to Elegba supply about 16 per cent of the world's electricity.

"Today, 40 developing countries have expressed the desire to develop nuclear power for electricity generation including eight from Africa; namely, Nigeria, Egypt, Libya, Algeria, Morocco, Tunisia, Ghana and South Africa and 11 from Asia."

He stressed: "The country has invested the past 30 years in developing the physical and regulatory infrastructure for safe, peaceful, applications of nuclear energy. The power application of nuclear energy must now be developed to ensure adequate and reliable electricity supplies for industrialisation and national security."

Elegba, however, proffered a leeway from energy poverty. He said: "The way forward must necessarily be a hybrid of the two extremes, where the government regulates, the private sector generates, the government transmits while the private sector distribute. This is the 1010 model.

He gave the steps that would be required as regionalising of grids, generation of electricity by both private entrepreneurs and state governments. Others are

*introduction of modular nuclear power plants by the private sector operators,

*introduction of micro nuclear power plants (30-40MW) which can be completed in three years,

*introduction of mini 400-600MW which can be completed in seven to eight years, and

*introduction of the mainframe nuclear power reactors that will require 10-15 years to complete.

Politics › Yaríadua Seek Approval On $10m Loan To Democratic Republic Of Sao Tome by OneNaija(op): 11:31am On May 14, 2009
President Umaru YaríAdua on Wednesday sought the approval of the Senate for the granting of a soft loan of $10 million (N1.86 billion) to the Democratic Republic of Sao Tome and Principe to assist the poor Gulf of Guinea country address its economic difficulties.

President Yar’Aduaís request was contained a letter dated May 5, 2009 and addressed to the President of the Senate and read on the floor of the upper house in which he explained that the request has been approved by the Federal Executive council on the advice of the Debt Management office which recommended that the grant be advanced to the country as an interest free soft loan.

Part of the letter reads; ìThe Government of the Democratic Republic of Sao Tome and Principe through its Prime Minister, Dr. Patrice Emery Trovoada, made a request for a soft loan of $30 million from the Federal Republic of Nigeria in March 2008.”

President Yar’Adua further said that Nigeria’s assistance to Sao Tome and Principe, a strategic maritime neighbour and anchored in the framework of the Joint Development Zone (JDZ) will strengthen and consolidate security in the gulf region, taking into consideration the geopolitics of international oil crisis and economic interest of Nigeria.

According to President YaríAdua; ìSao Tome and Principe has a previous record of prompt repayment as was evident in the case of a similar loan of $15 million, granted between 2002 and 2004. The loan was fully repaid according to the terms of the loan in April 2007.

The President also said that the repayment of the loan will be from the Production Sharing Contract (PSC), in respect of the JDZ oil concessions, in which there are revenues from signature bonuses, sales of seismic data, royalties, and taxes.

Politics › Budget Deficit: Nigeria Considers Another Loan From World Bank. by OneNaija(op): 11:24am On May 14, 2009

Following the deficit in the 2009 budget, Nigeria is considering another loan from the World Bank to finance the shortfall in budget revenue.

In an interactive session with newsmen in Abuja, yesterday, regarding the Post Spring Meeting of the Bank in Washington, the World Bank Country Director, Onnoh Ruhl emphatically stated that the current financial crisis which may not abate in the nearest future has impacted negatively on the economies of most countries, especially African countries, who are the hardest hit.

This, he said, has left in its train about 90 million Nigerians poor and less Foreign Direct Investments (FDI),
So, as a result of the reduction in oil price earning occasioned by the global financial crisis, Ruhl said, Nigeria is considering requesting for a World Bank loan to enable it finance the budget deficit which it is finding difficult to fund, noting, however, that the Bank would accept such request.

"It's true that the possibility of such financing was mentioned. We would consider a request if it comes as these are unusual times."

Although Ruhl admitted that the global financial crisis was not manufactured in Africa but in Europe, he lauded Nigeria's wisdom in piling foreign reserve which as at the last count was $47 billion. He said but for the reserves, Nigeria could have been in a serious financial mess.

On the suggestion that Nigeria should print more money to finance the budget deficit , Ruhl dismissed that thinking on the grounds that printing more money now will rather fling the country into deeper consequences. It will not only cause inflation, he said, it will create a major economic problem.
Regarding the planned withdrawal of subsidy of petroleum products prices, Ruhl, who shied away from whether it is appropriate or not to remove subsidy but added that Nigerians should find out who is actually getting the subsidy and for what project it is used.

According to him, malaria has become endemic in this part of the world and the bank has embarked on measures to bring it under control through a campaign. He said that the World Bank has committed between $600 million and $1 billion in the malaria eradication campaign in Africa and Nigeria has equally spent over $12 billion to fight malaria scourge annually.

Politics › Lagos Installs 90 Cctv Cameras. by OneNaija(op): 10:13am On May 14, 2009
May 7, 2009
The Lagos State Government has installed about 90 Close Circuit Television (CCTV) cameras across the State to protect life and property as well as nab anyone who illegally uses the Bus Rapid Transit (BRT) lane.
Dr. Obafemi Hamzat, commissioner for Science and Technology, who disclosed this at a radio programme, added that the cameras have been used to arrest criminals who robbed a woman because the camera recorded the incident and the robbers were later arrested by the police because their pictures were captured.
Hamzat said Information Communication Technology (ICT) has been fully deployed by the State in carrying out many government activities in the area of health services, education, judicial process and obtaining of certificate of occupancy among others.
On the possibility of vandalising the camera, Hamzat said this cannot be too possible since the locations of the cameras are not known and due to the fact that the cameras monitor one another.
According to him, “if someone is trying to tamper with camera A, camera B is surely monitoring it. We will have what we call the ring toplogy, that is some will overlap, so that if camera A and B is checking a particular direction camera C and D will also be looking at 15 per cent same direction and 85 percent of somewhere else, so by that we have an overlap”.
He informed that about 80 schools in the State have been provided with Information Communication Technology laboratories in order to give students in the State secondary schools an opportunity to interact with the outside world and at the same time improve their knowledge base. “In this regard, science base teachers have been trained on techniques for teaching science based subjects to facilitate assimilation”, he said.
On the Health Management Information System (HMIS) introduced by the State Government, the commissioner stated that this will ensure the improvement of the quality of health care delivery services in the state.
He explained that with the development, the registration of all patients in Lagos State Hospitals on a Central computer server will eliminate queues usually found in the medical record in all State hospitals and doctors will have access to patient’s medical history anywhere within the state.
He said the first phase of the project started with 3 hospitals which were used for the pilot scheme.
The hospitals are Lagos State University Teaching Hospital, Ikeja; General Hospital Isolo and General Hospital Lagos.
The link of these hospitals has been commissioned since last year while the second phase involving ten General Hospitals have commenced.
The hospitals on the second phase, according to him, include General Hospital Gbagada, General Hospital Alimosho, General Hospital Orile-Agege, General Hospital Surulere, General Hospital Badagry and General Hospital Ajeromi
