The World Bank has set aside $50 million for ICT infrastructure development, connectivity, skills development and capacity building in Nigeria
With this development, the bank will thus be turning its focus towards telecommunications development in Eastern and Southern Africa to the West African sub- region.
According to an IDG News Service report, the fund is coming less than seven months after the bank gave $424 million for the development of the eastern and southern Africa communication infrastructure.
The World Bank is confident that a wider application of ICT as well as the popularisation of business process outsourcing could lead to a significant transformation in the region’s societies.
Nigeria is recognised as the largest ICT market in Africa. With the World Bank funding, however, the country is expected to further consolidate its position as the hub of ICT development and the largest ICT market in Africa, which would attract investment by international telecoms companies.
Speaking on the issue, a senior economist with the African Finance and Private Sector Development Agency, Mr. Ismail Radwan, said: “The key intervention in Nigeria includes connectivity, infrastructure development and the outsourcing sector.”
Nigeria's continued growth over the next five years is expected to trigger more competition among a growing number of networks in the West African region.
Last year, the Nigerian telecoms market grew by 23 per cent, generating $8.4 billion in overall telecoms service revenue. Nigeria is the most populous country in Africa, with more than 140 million people, the report stated.
It said since the liberalisation of the market in 2003, Nigeria's telecoms market had experienced an exceptional growth rate that is attracting new operators more than any other country in the region.
However, the World Bank wants all the African economies to be transformed through the development of ICT and increased investment in the telecoms sector.
The Rwandan government is using World Bank funds to develop a national capacity to provide broadband services with the hope of reducing the high cost of bandwidth and communication. The financing is also expected to increase the volume of international bandwidth in the region.
The World Bank announced the programme to fund ICT African infrastructure development in 2007. More than $164 million was allocated to Kenya, Burundi and Madagascar as part of the first phase of the programme. Other eligible countries in the region will join future phases of the programme on a “readiness basis.”
The programme was created after calls by various governments in the region requesting funding from the bank for telecoms infrastructure development. The fact that the region only accounts for less than one per cent of the world international bandwidth is something that needs to be changed, according to the bank.
By the end of the project, the bank said major cities across the region would be linked to competitively priced high-bandwidth connectivity. The lower prices of the international connectivity is expected to decrease the cost of doing business and increase private sector investment opportunities in the region.

•15 investors shortlisted for gas • Flare-out deadline now 2011

Process of implementing the gas master plan, to meet government’s target of 10,000 mega watts of electricity by 2011, kicked off yesterday.
The master plan was designed to provide necessary infrastructure to channel excess gas from oil exploitation, to power the numerous power generating plants being built in the country.
At the commencement of the two-day event, 15 potential investors shortlisted to run the new gas policy, including Gazprom of Russia, were announced, and the timeline of activities leading up to when they would be franchised to start implementing their plans were released.
The shortlisted companies include Gazprom (Russia) and Britsish Gas and Centrica (Britain), GasNatural and UnionFanosa (Spain) and EoN Rhugas (Germany).
Others were Shell (Anglo Dutch), Chevron (USA), PTT (Thailand), Global Energy/ Hanover (Nigeria/USA), Statoil Hydro (Norway) Gail (India), Kogas (Korea), Oando and Sahara Energy (two indigenous companies).
Based on their charge, the new deadline to end gas flaring has now been put at 2011, when investors who finally get the franchise would have started processing unutilised gas that is currently flared.
Making these known at the gas infrastructure investor briefing yesterday in Abuja, Group Managing Director, Nigerian National Petroleum Corporation (NNPC), Dr David Ige, said flared gas that is unutilised by the end of 2011, would be used by those franchised to provide various gas infrastructural facilities.
According to a presentation by Ige, it starts with the launch of the information memorandum and briefing session for potential bidders, while on May 8, they are to confirm their intention to bid and state composition of consortium if available.
May 16 will be the deadline for receipt of clarification requests, while clarifications by the Federal Government would be prepared by May 22 , the same day that clarifications (online or physical workshop) would be closed.
Deadline for the receipt of bids is September 18; announcement of bidders who passed stage one and opening of stage two Performance Offers will be done on October 16, while validation of bids and confirmation by the Federal Government of successful franchisees will take place on October 23.

Nigeria surpasses US in film production: UN survey

United Nations, May 6 : The Nigerian film industry has surpassed Hollywood and closed up to India, the global leader in the number of movies produced each year, according to a UN agency report.


According to the UNESCO Institute for Statistics (UIS) survey, Bollywood and other Indian film centers produced 1,091 feature-length films in 2006. In comparison, Nigeria’s film industry, commonly known as Nollywood, came out with 872 productions in video format while the US produced 485 major films.

Film and video production are shining examples of how cultural industries, as vehicles of identity, values and meanings, can not only open the door to dialogue and understanding between people, but also to economic growth and development, said UNESCO Director-General Koïchiro Matsuura, who released the report yesterday. This new data on film and video production provides yet another proof of the need to rethink the place of culture on the international political agenda.

Key to Nollywood’s explosive success is Nigerian filmmakers’ reliance on video instead of film, reducing production costs, and, as the survey points out, the West African country virtually has no formal cinema halls, with about 99 per cent of screenings in informal settings such as home theatres.

The three cinema heavyweights were followed by eight countries that produced more than 100 films: Japan (417), China (330), France (203), Germany (174), Spain (150), Italy (116), South Korea (110) and the UK (104).

The survey also revealed that about 56 per cent of Nollywood films are made in local languages, while English remains a prominent language, accounting for 44 per cent, which may contribute to Nigeria’s success in exporting its films.

According to the study, US movies continue to dominate cinema admissions around the world, and all of the top ten films seen in Australia, Bulgaria, Canada, Costa Rica, Namibia, Romania, and Slovenia were US made
