I kinda agree with you. Thankfully the rules around renting out flats, houses or rooms are being tightened to avoid these situations. But the truth of the matter is that if someone is illegal or on a very tight budget they'll often avoid the overly legalistic process as it'll cost too much and it could potentially be out of reach as well.

But if he had the evidence you think he wouldn't have provided it? Some people enter into consensual agreements to stay rent free for sexual pleasure, but the majority of the time people legally rent with people of the opposite gender.
