Senator representing Adamawa South Senatorial Zone, Alhaji Ahmed Barata has placed a curse on gifts and donations disbursed to members of his constituency in a bid to ensure all beneficiaries of his empowerment programme vote for him at the upcoming elections. While making his donations, the senator made the stunning utterance, informing anybody who was a beneficiary of his gifts and still refused to vote for him in the forthcoming 2015 general election would be punished by God. Irked by the statement, some members of his constituency were said to have shunned the empowerment package and quietly left the scene, while some vowed they would collect his gift but they would still not vote for him because his constituency had benefited nothing from him. Others who took his curse with a pinch of salt said if God were to punish anybody, the senator would be first on His list. Speaking to newsmen, some of the senator constituents who craved anonymity said the empowerment package distributed by the senator was a charade to give the impression that he was popular in the constituency which he had abandoned for a long time. “The attempt by the senator to undertake this charade is to atone for the sins he committed against us, as he realises that 2015 is fast approaching, and the only way he could make his way back into reckoning was by offering us this Greek gift,” one his constituents said. While disbursing the donations, which included grinding machines, sewing machines, hairdressing equipment, and local irrigation equipment for dry season farming, the senator said poverty must be reduced to the barest minimum to allow peace thrive in the area. According to Barata, poverty is the root cause of all evil acts in the society ranging from the consumption of hard drugs to women and child trafficking and other forms of criminal vices. He said in his quest to eradicate poverty, he had facilitated the employment of more than 35 graduates from all the nine local governments of his constituency as well as providing a computer centre in Jada and Numan Local Governments Areas. Zimbabwean authorities inform they have given foreign shop-owners, mostly Chinese and Nigerian nationals, an ultimatum to shut down their businesses by 1 January 2014, hand them over to Zimbabweans or face arrest. A top official of the black empowerment ministry said only Zimbabweans had the right to run shops that have sprung up across the country and are termed foreign businesses targeted under the nation’s black empowerment laws, the state- controlled Herald newspaper reported on November 22, 2013, Friday. Permanent secretary for the empowerment ministry, George Magosvongwe, told a Parliamentary committee that the government would enforce regulations which reserve certain sectors of the economy to Zimbabweans on January 1, 2014. Under the country’s economic empowerment legislation, areas reserved for locals include retail and wholesale businesses, barbershops, hairdressings, beauty salons, bakeries, employment agencies and grain milling, among others. “I confirm that some non-indigenous entities are still operating in the reserved sectors and there is a deadline for January 1 for them to comply with the requirement to relinquish their holdings in that sector. “You will realise Mr. Chairman that 1 January is a month to come and we are putting in place measures for enforcement in the event that they do not comply,” Mr. Magosvongwe said. He said the ministry was preparing measures to ensure the exit of foreigners from the retail sector would not result in shortages. “There is need to ensure that we don’t create shortages in the economy, but certainly the ministry is going to enforce the reserved sectors rule. “And we will bring in the enforcement agencies from right across the Government departments and the local authorities to ensure that enforcement happens,” the secretary added. The January 1, 2014 ultimatum was gazetted in May, making it mandatory for all locally and foreign-owned firms in reserved sectors to apply for indigenisation compliance certificates. Only locals will be given those certificates. A number of laws passed in 2007 demand foreign businesses to cede 51 percent control to local blacks. The foreign shop owners have been criticized for taking retail trade opportunities from Zimbabwean traders by selling cheap imports. Poor townships and city flea markets have in recent years been inundated by shops run by foreigners. According to state media, shop owners who fail to comply will be arrested. University lecturers in Nigeria have agreed to end the five-month old strike by the Academic Staff Union of Universities, ASUU, if the federal government agrees to three conditions, according to the Nigerian Eye. The three conditions are expected to be made known to President Goodluck Jonathan today, after which the strike will be called off and if an agreement is reached. Although, ASUU has forbidden its local chapters and zonal chairmen from talking to the press until the end of the session. A source, who was part of the ASUU session, which was held at Mambayya House in Kano, however revealed the conditions as: 1. Commitment from the President that any review or reconsideration or renegotiation of the 2009 Agreement will not substantially affect the pact which is the cause of the ongoing strike; 2. Immediate payment of all outstanding salary arrears and allowances of varsity teachers without victimization; and 3. A written commitment from the President that the Federal Government will commit N225 billion annually to the funding of universities for the next four years. According to the source, “Our leaders are meeting with the President on Monday to table these conditions. Once the President accepts these three terms, the strike will be called off. “In principle, members voted about 60-40 per cent to call off the strike, but they added a caveat – that ASUU leaders should extract a commitment (signed and sealed) from the President.” “It became imperative for ASUU to makes these demands, as it became obvious that the FG wanted the 2009 Agreement to be renegotiated. “If ASUU had accepted to renegotiate the entire Agreement, it means there will be no basis for the ongoing strike. The worst that can happen is either having the abridged version of the 2009 Agreement or a phased implementation of the document,” the source added. More schools are set to dump the Academic Staff Union of Universities, ASUU, in the ongoing strike action embarked upon by the union for almost five mo nths now, reports News Express. This is as the National Executive Council, NEC, of the union meets today to decide on the sustained industrial action which many Nigerians have come to condemn. The leadership of ASUU had postponed the scheduled NEC meeting at the Bayero University, Kano, following the demise of Festus Iyayi, a former president of the union, who died Tuesday last week in a motor accident along the Abuja- Lokoja highway. The postponement of the NEC meeting to January 15, 2014, had caused widespread outcry as not a few Nigerians – students, parents and other stakeholders – condemned the decision of the union, saying it was evident of insensitivity to the plight of Nigerian students who are worst hit. Following the development, several universities were said to have begun to hold talks on how to dump the national body and call off the ongoing strike in their respective institutions. Regardless of the ongoing strike, some universities scheduled dates for their post- Universities Matriculation Examination, UME, exercises. For instance, Lagos State University, LASU; the University of Lagos, UNILAG; and the University of Jos, UNIJOS, all scheduled to conduct the post UME examinations, although the national body frowned at their decision and stalled the examinations in most schools. The Adekunle Ajasin University, Akungba Akoko, AAUA, in Ondo State has already pulled out of the strike. In a statement issued and signed by its registrar, R.B Olotu, the school had ordered its students to resume for the second semester on November 25, thereby boycotting the nationwide strike. “All students of AAUA are hereby informed that academic activities of the second semester of 2012/2013 session truncated as a result of the ASUU national strike are to resume on Monday, November 25, 2013 with the continuation of registration on the university portal, while lectures are to start on Monday, December 2, 2013,” the statement read. At the Niger State-owned Ibrahim Badamasi Babangida University, Lapai (IBBUL), some academic staff have already commenced teaching. This has caused some rancour among ASUU as some lecturers and students have returned to the classrooms since Monday following the re-opening of the institution by the management. But the branch ASUU Chairman, Dr. Aliyu Badeggi, insisted that the strike was still in force in the institution. Investigations by showed that lectures have resumed only in three departments – English and Linguistics, Mathematics and Physics, while Mass Communication, Business Administration and other Sciences were yet to resume lectures. The Vice Chancellor, Professor Ibrahim Kolo, had last Friday directed students to resume lectures on Monday, after an emergency Senate meeting approved the re-opening of the institution. Investigations reveal that several other institutions, especially those who voted for the suspension of the strike, are set to dump the union if it decides to continue with the ongoing strike after today’s meeting. It was therefore no surprise when news filtered in that UNILAG and LASU were set to conduct degree and matriculation examinations outside their campuses. Also, sources say the Enugu State University of Technology, ESUT, is set to call off the strike if at the end of today’s meeting ASUU still decides to go on with the strike. The Adamawa State University was also reported to have pulled out of the strike. Worried by this development, president of ASUU, Dr. Nasir Fagge has warned vice chancellors to desist from conducting off-campus examinations or other academic activities, as such moves could jeopardise the stand of the union. “We appeal to our VCs to cease from further eroding the credibility of the academic profession which the iconic status of their offices represents. They should remember that they are destroying themselves and their professional calling by desecrating the sacred ethos of university degree and selection examination,” Fagge said. It would be recalled that the 61 chapters of the association met on Monday last week to vote in their various institutions for or against the suspension of the strike. Not a few Nigerians had expected that the personal intervention of the president would pacify the striking lecturers and persuade them to suspend the strike action; but instead, the industrial action had continued. ASUU had however directed that all its 61 chapters hold their congresses on Monday, November 11. While some chapters were ready to suspend the strike in the light of the president’s intervention, others insisted that they would continue the strike due to what they described as their distrust for the government. Whereas the University of Lagos resolved to suspend the strike, chapters like the University of Ibadan, UI; University of Benin, UNIBEN; University of Calabar, UNICAL; University of Jos, UNIJOS, and the Lagos State University, LASU, vowed to continue as they insisted that the government cannot be trusted to fulfil its promise to inject over N1.1 trillion to universities in the next five years. Awka – A chieftain of the All Progressives Congress (APC), Malam Nasir el-Rufai, was on Saturday in Awka prevented from moving out of his hotel room to monitor the Anambra Governorship Election currently ongoing. el-Rufai said at the `Finotel Hotel’ where he lodged that some armed men of the State Security Service (SSS) restrained him from moving out of the hotel to monitor the election. He said:“I arrived in Awka by 7 p.m. on Friday and had a brief session with the APC candidate, Sen. Chris Ngige. When I came out to have my dinner, I saw three heavily armed SSS officers at the hotel. “I asked them why they were following me; they told me that they were protecting me because Awka is not safe. “I told them that I came with my own security. This morning, as I was about to have breakfast, they blocked the corridor and tried to restrain me from going out but I pushed by and went to the restaurant to eat. “After my breakfast, I will be going to the APC Situation Room in town to monitor the election. I am being unlawfully detained here,’’ he said. One of the SSS men entered the restaurant and confiscated the reporter’s tape recorder and deleted the recorded interview before returning it to her. When contacted on telephone, the Director of SSS in the state, Mr A.U. Okeiyi, confirmed the report, saying that el-Rufai was being protected. “el-Rufai is not an ordinary person. If anything happens to him, they will blame the security,’’ he said. Heavily armed security men were seen guarding the premises of the hotel. There has been speculations and controversies over President Goodluck Jonathan’s political ambitions, but the president has never said if he has the intention of running for a second term in office. With fingers crossed over whether the President would run for office or not in 2015, his recent statement might have given away some information. President Goodluck Jonathan, yesterday, pledged that his administration will do everything possible to eradicate polio virus in Nigeria next year saying that he will not hand over polio to the incoming government in 2015. Jonathan said this at an award ceremony for best performing state governors from the six geopolitical zones on the eradication of polio. “Like Dangote mentioned there is no reason we should not eradicate polio by 2014. Let me assure you that the federal government is totally committed to eradicating polio. We promise that we will work hard because we don’t want to handover polio to another government in 2015 ,” President Jonathan said. This may not mean anything, but it may also mean deep down inside the Bayelsa man, he has no intention of running for office in 2015. But then, all we can do for now is keep our fingers crossed. 2015 is just around the corner. Speaking further at the event, Jonathan said, “With the support of all stakeholders present here I believe we will succeed in our commitment to eradicate polio. “I charge you all to be so committed especially as the elections are coming. In fact from the analysis I was just briefed now I’m really surprised that in 2011 there was lapse and it was attributed to the elections, that during campaigns for elections we the politicians think more about winning the elections and forget about other things. I charge you all that we must work together to make sure that the 2014/2015 will not create any kind of gap in our commitment to eradicate polio. “In our local government and states that have suffered polio, it should be part of our campaign, it should rather be part of our campaign instead of our election to create a problem, our elections should enhance our commitment. “We should all feel ashamed that we are being accused of exporting polio to neighbouring countries” the president said. In a last ditch effort to resolve the ASUU strike, President Goodluck Jonathan will on Monday, November 4, meet with the leadership of ASUU at the Presidential Villa. This was part of the resolutions of the meeting between the ASUU leadership, Vice President Namadi Sambo and the Supervising Minister of Education on Tuesday as was first reported by this medium. An official of the Vice President’s office who pleaded anonymity said that all hands are now on deck to ensure that the universities resume next week. The official stated that the Vice President and the Supervising Minister of Education have made head- way in resolving the strike, but the final involvement of the President is to show ASUU that there is the commitment of the Federal Government at the highest level. It was learnt that the President has been fully briefed on steps taken by Vice President Namadi Sambo and the Supervising Minister of Education to get to this point and he will at next Monday’s meeting present to the ASUU leadership the administration’s last concession for them to call off the prolonged strike. A source at the Presidential Villa noted that if ASUU fails to call off, the Federal Government will then resort to plan B, which will be to compulsorily open the universities, using the instrumentality of the governing councils and the school managements. Already, most of the governing councils of the universities have started meeting to work out modalities for the compulsory re-opening of the universities should ASUU fail to honour the personal request of President Jonathan. According to report, the Supervising Minister of Education, Barr. Nyesom Wike and the Vice Chancellors of Public Universities also discussed the re-opening of the schools last Monday. Most of the Vice Chancellors suggested the compulsory re-opening of the schools, should the last ditch efforts fail. It was gathered that security report available to the Presidency may have necessitated this line of action to salvage the universities system from the direction it is facing at present. An end may be in sight for the four-month old strike embarked upon by the Academic Staff Union of Universities (ASUU) as the Senate, Wednesday, mandated its President, Senator David Mark, to engage both the federal government and ASUU with a view to ending the strike. The senators, who urged the striking lecturers to return to the classroom to prevent what they described as further devaluation of the country’s educational fortunes, also mandated the committee on education to liase with the Federal Ministry of Education, National Universities Commission (NUC) and all other relevant stakeholders to proffer a lasting solution to the crisis. The Senate’s resolution, which followed a motion sponsored by 107 senators and presented by Senate Leader, Victor Ndoma-Egba, recalled that ASUU had been on strike since July 1 in protest of federal government’s alleged failure to implement the 2009 agreement signed with lecturers for proper funding of the nation’s universities. According to him, the Senate noted with concern that the strike had paralysed academic activities in the universities and consequently rendered the institutions redundant, stressing that several negotiations between the striking lecturers and the federal government along with the intervention of some prominent Nigerians have failed to produce the desired results. Ndoma-Egba also revealed that despite the release of N100 billion for infrastructural development to the universities as well as additional N30 billion as accumulated allowances by the federal government, the lecturers have refused to be pacified, regretting that a situation where ASUU is on strike, Academic Staff Union of Polytechnics (ASUP) is also on strike and the College of Education Academic Staff Union (COEASU) also recently embarking on seven days of warning strike is worrisome. Presenting the details of ASUU’s demands as contained in the 2009 agreement with the federal government by the Chairman, Senate Committee on Education, Senator Uche Chukwumerije shocked his colleagues, with some of the demands of the union perceived as unnecessary. Such demands include maternity leave allowance, sick leave allowance, injury allowance, car allowance, postgraduate (PG) grants for the supervision of PG students, external excess workload allowance, sabbatical leave allowance, teaching practice and industrial training allowance as well as funding of the state and federal universities. The total sum of the demands by ASUU in figure, according to Chukwumerije, amounted to N1,05 trillion, adding that it was agreed that N5 billion would be released in 2009, another N5 billion in 2010, among others. Speaking on the strike, Mark implored ASUU to return to the classroom on behalf of the Senate, saying he thought details of the agreement when being read by Chukwumerije were mere proposals in view of the degree of triviality involved. According to him, the nature of the agreement showed that those who represented the federal government at the negotiation table where it was signed, were people who did not know their right from their left.
