Antonio Conte has left Inter Milan by mutual consent, with Simone Inzaghi likely to replace him as head coach of the Serie A champions. Unfortunately, most of the citizens from that state also think this same way too! If an aide who is expected to be enlightened is thinking this way about the bokoharam leader,what about those incommunities affected by terrorism? Some people are not well educated about the idea of state policing! Once they hear its state based policing they instantly assume that it will be controlled by the state government! Once there is state policing,the legustlators have the responsibility of creating laws that will ensure less influence from the state governor! Laws that will grant instant autonomy for the police and ensure that they don't become laws unto themselves by setting up a police council that comprises of stakeholders in that state like the chiefs,civil society/pressure groups,the unions,student union,reps from government etc! This council will be saddled with the responsibility of appointing,regulating and performing oversight functions on the state police! There will be imperfections which will gradually be improved on along the way but its an idea whose time has come and the likes of IGP must begin to accept that reality! The unitary system of security is archaic and defective! Security or insecurity is local and must be tackled from the grassroot! |
