Saying this because I've never seen a scammer send that much message to someone he scammed.

They usually just move on after the scam

This whole thing has scam written boldly on it. The very Tuesday that he claimed to have dropped the phone is when he sent the account number, at past 5 which means banks would have closed and we can effectively rule out Internet banking or transactions of that nature as the O.P has a bank teller saying he paid on the 6th.

If phone fall for water before O.P send money, why the guy no tell am make he no pay?

And baba dave2meek why na? You don't just randomly send money to people you meet on the internet, some people no send you o...case in point. Hopefully we can root out the guy sha

Now this question is difficult to answer because it comes down to a few things, which include:

1. The kind of website it is (obviously a website for a business that has only regular stuff like a contact page, about us, gallery, etc will cost less than an E commerce website as well as sites with higher levels of functionality.

2. The designer/developer: People have their prices lol, what you need to do is get samples of previous jobs from different developers to determine whose style you like then request for quotes. Bargain as you wish.

3. Probably the urgency of the project. If you need it ASAP you may be asked to pay a little bit more, "may" being the operative word.

These are some of the things to put into consideration.

It's not compulsory unless your school requests for some sort of tuition down payment but some people probably go ahead and make payments to paint a picture of financial buoyancy to the cic.

People have gotten their TRVs without paying anything towards their tuition.

So if speed of delivery is your concern, and you do not want to "experiment" the validity of the 14days, go to IOM. This only represents my own opinion.

Are those guys slow? Cos I did mine on a Wednesday and got a cic update on Saturday, approx. 3 days later.
