But Peter Obi supporters pull their large crowd without a single government official or prominent person; just lowly youths desirous of a change in their country.

I don't know about Plateau, but Tinubu cannot win Cross River State.

The constitution says that the winner must win 25% votes in 25 states and majority of the votes. I don't see anyone meeting this requirement.

However, I see this election going into a runoff between Atiku Abubukar and Peter Obi.

Definition: principle, plan, or course of action, as pursued by a government, organization, individual, etc.
And the only policy I see you mentioned here is ANIDS and I doubt you would have known of it if not for Soludo recent interview. Now is the policy a successful and popular one ? Can it be replicated at the federal level like FIRS , LAMATA, Free Waec, Lekki FTZ?
