At least in ours the Minister of Finance specified exactly what was being aquired, namely new heavy-weight torpedoes, the production of the A-darter, 3 IPV's & 3 OPV's, upgrade of the Valour class, GBADS Phase 3 (uhmkonto ground launchers), continued development of Marlin and Raptor III as well as expansion of the Army to 81 000 men and women.

Very specific details with very specific allocations of money - yet your vague money allocation is more concrete than ours?
