Politics › Paragraph By Paragraph Summary Of Finance Ministry Rebuttal Of Soludo’s Article by PointB(op): 8:13pm On Jan 28, 2015 |
Paragraph by paragraph summary of Finance Ministry Rebuttal of Soludo’s Article (for the lazy readers)1. Soludo's article reflected the thoughts of an embittered loser. It misquoted facts and maliciously manipulated statistics; a hatchet job! 2. Soludo wrote to please certain past leaders 3. Soludo mismanaged the banking sector, hence had no moral platform to write about mismanagement (pots shouldn't be slurring kettles) 4&5. Bank consolidation was a brilliant idea, but Soludo mismanaged it by poor regulation and supervision 6. Soludo's was to close to the bankers, and couldn't stop them from accumulating huge bad debts. This made them ill-prepare for the financial crisis 7,8,& 9. The bank couldn't cope. Sanusi transferred the bad debts to AMCON. The total was about N5.67 trillion 10. Listen! This N5.67 trillion makes up the bulk of 'contingent liability' which Soludo is holding the current administration liable for 11. Such (3-9) can only happen in Nigeria! 12. Now let's deal with the other issues 13. Too much flying puts Soludo out of touch with ground facts 14. Because oil price has fallen, and government has imposed austerity measure, suddenly every charlatan wants to attack the economy and the executives 15. Indeed economy grew well during Obj second term, but it was because of the performance of then Finance Minister who brokered debt relieve, and she is still here! 16. Check GEJ records. When global GDP growth was about 3%, Nigeria was posting 6%! 17. Bulk of the growth was not from oil, but from Agric, Manufacturing, Nollywood, etc. It is working. Transformation = Diversification. 18. We have tamed inflation, Soludo could not! 19,20 & 21. He left inflation at 13%, we have brought it down to 8%. We also stabilized the exchange rate btw 2011 - 2014. Only fall in oil price, which affected reserves has made the exch rate now volatile. 22. We are putting measure in place to manage the drop in oil price. 23 & 24. A careless remark once made by Soludo (CEA - Chief Economic Adviser) also caused Naira to free-fall in 2003. Even Obj and CBN Governor then could not halt the fall 25. We are not making excuses, but lower production, theft and refusal to save in Excess Crude Account is responsible for lower foriegn reserve. Soludo lied; Obj produced more oil than we have now. 26. Pipeline vandalism is also causing lower production of oil 27. But the main problem is that Governors want the money in ECA shared! They have taken FG to Supreme Court due to this. 28 & 29. Soludo deliberately used NBS 2011 statistics to say 71 percent of Nigerians live below poverty line. The World Bank 2014 report says between 2010/11 and 2012/13 poor Nigerian is dropped from 35.2% to 33.1% 30. But the NBS record was is wrong because, NBS under Soludo supervision did not use international measurement. Why not use updated data now? 31 & 32. We have unemployment problem. The CEA and NBS determine how many jobs we need to create annually so that we can measure progress. Why didn't Soludo do this when he was CEA? 33. We need to create 1.8 million job every year 34. We are creating 1.4 milion yearly in Agric, Housing, Manufacturing, Financial Services, and Creative Industries (aka Nollywood) 35 - 39. We have other special programs like Nagropreneurs, YOUWIN, Graduate Internship Program, Sure-P intervention. 40. Our debt profile increased because in 2010, government increased wages of Federal workers by 57%! Where was Soludo then? Did he allow this to happen because he wanted to prepare ground for political career by wooing organized labour? 41. Since 2011, approach to debt has changed. We have lowest number of debt to GDP ratio at 12.51%. Borrowing has reduced in 2014 even with our larger GDP. We will only borrow modestly to help us whether the present situation. We have made plans to generate more non-oil revenue and cut cost of governance. Soludo doesn't know what he's talking about saying we are reckless with debt. 42 Soludo is ignorant of what GEJ has achieved. Here are verifiable ones 43. 22 Airport refurbished, 5 new Int'l Airport terminal under construction. 44. Various roads and bridges projects completed. Some are under construction. Functional rail between Lagos-Kano, P/H to Maiduguri. Power privatization, and gas infrastructure development 45. In Agric 6 million farmer access farm input through e-wallet, up from 403,222 in 2011. Paddy rice production in Nigeria is first in history adding about 7 million MT to rice production. Addition 1.2 million MT of Cassava. Food price no longer rise as fast as before. 46. A wholesale mortgage provider is now in place. 47. Manufacturing is revived with auto policy. Nigeria also export 39,000 MT of petrochemical, sugar, textile, cement etc 48. Nollywood account for 1.4% of GDP. The present administration is the first to support Nollywood with grants. Upcoming Development Bank will support SME with 5-10 year loan at affordable rate. 49. Government started these before oil price fell; this year will be difficult, more money in ECA could have helped, but we can rise to the challenge. 50. GEJ and the Economic Team see the crisis as opportunity to diversify revenue of a diversifying economy. Soludo is wrong; rebasing is, at least, good for policy making. 51. Soludo say we are not talking about Economic Partnership Agreement with EU. Too much flying makes Soludo ignorant; Nigeria has not signed and does not proposed to sign the EPA in current form! Government policy has worldwide acclaim. 52. Soludo can regain respect by returning to professionalism! Other people he referenced will take it up with him. He failed managing the banking sector, he was rejected by the electorates, and now he's out of touch with Nigeria economy. Wouldn't it have been better if people didn't know some this about him? How does allowing this to fester help his image as "Mr. Integrity" even as election draw close? Nowm even if it is eventually confirmed by Cambridge that he did have the result issued by Kastina board, does that in anyway help the fact that he failed Mathematics, and then proceeded to further disgrace himself by having F9 in wood work? Don't forget the news flying around that he failed all him military exams! How do all these fit into his image as the president of highly educated Nigerians? Wouldn't Nigerian be ridiculed as the country ruled by dullard? I am convinced that he doesn't have it (the certificate)! The patriotic Secretary General of JUSUN was right then, the Attorney General bribed union heads to call the strike, now they need the court to open so as to file this case they called off strike. ONE NATION,TWO MORALITIES.
(THE REPUBLIC) By Shaka Momodu:shaka.momodu@thisdaylive.com
What started in hushed whispers and was quickly dismissed with incredulity as a mere beer parlour talk coming from idle minds, appears to be gradually turning into a scandal of monumental proportions that goes to the very heart of the Nigerian nation, barely three weeks to a crucial presidential election in which the person in question is a candidate. The more I wish the scandal goes away, the more intriguing and resilient it becomes.
I was very reluctant to make this intervention on the raging scandal concerning whether the All Progressives Congress (APC) presidential candidate, Gen. Muhammadu Buhari, possesses a secondary school certificate or not. But the more I ignore the controversy, the more worrisome the General’s attempt to so casually dismiss the grave allegations of possible fraud in his academic qualifications. The situation is murky, lurid and embarrassing with grave implications for the military and the country, and no one is providing proper clarity amid the smog of dust raised.
An otherwise straightforward issue is being explained in riddles, presumptions and evasive suppositions about a sterling military career which no one is in doubt of anyway. The doubt, however, comes from the foundation on which the referenced career was built. I have even read in some quarters that he holds a diploma certificate from United States Army War College. Well, to those arguments, I say as it is said in legal parlance, ex nihilo nihil fit, which means, something cannot stand on nothing or better still, something can only stand on something. The constitutional qualification for a candidate to be eligible to stand for presidential election is a minimum of secondary school certificate or its equivalent. Otherwise, that person is deemed ineligible. As things stand now, Buhari’s eligibility is being questioned and all we get are emotive career profile responses spanning a lifetime, rising to the very pinnacle of the military as Head of State and Commander-in-Chief of the Armed Forces.
The question now is: has the APC presidential candidate met this all important constitutional requirement? The nation is yet to get a concrete answer to this question.
Buhari’s first public statement at a press conference on the issue on Sunday failed to clear the air surrounding his academic records. If anything, it has added fuel to the raging fire. His argument that he has contested thrice before is unacceptable. He must go beyond the polemics and provide the necessary evidence about his certificate.
In a sworn affidavit earlier, the General did attest that his credentials and academic records were with the Military Board. That was the first curious move about the unfolding drama. Where are his original academic documents? As far as I know, no institution collects original certificates from a candidate for keepsake. The only copies collected by institutions and employers of labour are photocopies; original documents are only brought for sighting and then returned to the candidate. I, for instance, have my original academic documents. It is preposterous to say anyone will surrender his/her original academic certificates to an institution or an employer knowing full well that his/her entire life isn’t dependent on that institution. In any case, even if it was dependent on it, original certificates are your personal assets earned after being found worthy in character and learning. Even the most rabid supporters of the General know that original academic records are never given to institutions or employers; they are kept by the owner. I have spoken to few military officers in the last couple of days about the on-going macabre drama. They told me they have their original academic records with them. The question now is: why is Buhari’s case different? Can any of Buhari’s supporters whose original certificates are with his/her employer raise up his/her hand and be counted?
Okay, let’s even give the former head of state the benefit of the doubt that his academic certificates are with the Military Board, but he sure knows how to access them anytime he wants. And being a former head of state, his request to the Military Board for copies will be met with the utmost dispatch. Why didn’t he do that instead of rushing to swear an affidavit? Did he really need to swear an affidavit that his academic certificates are with the Secretary to the Military Board? It is worthy of note that Buhari didn’t say they were lost or burnt; he actually knows where they are, going by his affidavit. So, why didn’t he go and collect them instead of resorting to an affidavit? The army has issued a statement stating it has Buhari’s career records and not his academic records, stating further that all past military officers can request for the their credentials if they so desire. Why has Buhari refused to request for his credentials for onward submission to INEC, thereby taking the wind out of sails of this developing and embarrassing mess and subsequently putting the issue to rest once and for all? What is Buhari afraid of? Has he been living a lie all these years while pretending to be the most upright man in the country? Why did it take so long for the nation to find out the truth about Buhari’s academic or non-academic qualifications? Why is his party, the APC, unable to satisfactorily clear the air? The argument by APC that he has commanded three divisions of the Nigerian Army, rose to the rank of a major general and ultimately became the head of state and has contested presidential elections thrice begs the question, and is neither here nor there. Where is his secondary school certificate upon which other possible academic records stand? As a matter of fact, it beggars belief that the party is making such a puerile argument, when what is needed is a robust rebuttal with unassailable facts by making a public presentation of his certificate to the Independent National Electoral Commission (INEC) to quieten the doubts and suspicions. By taking the current position without a supporting shred of evidence, the party’s position has remained at best tenuous.
APC’s defence amounts to saying that a man who successfully committed a heist several times before he was eventually caught is not guilty of stealing because he was not caught in his many previous escapades. The question here is: can the grounds of past successful heists neutralise the fact that, that person committed a crime? Of course, the resounding answer to this is no. The fact that Buhari may have gotten away in the past and for so long because of the weakness of various institutions of state does not make it right. He has only been lucky that he operated within the regimented confines of the military establishment of a command-and-obey structure where questions of probity are hardly asked of superior officers. He probably got away in three election cycles because the rule didn’t require candidates to produce evidence of their qualifications. Added to that, is the fact that, it was taken for granted that he is a former head of state.
If Buhari is unable to provide evidence of a secondary school certificate or its equivalent, then there is a big problem. Whether he attended several military training programmes and courses is immaterial, if they were obtained without the basic qualifications to have become a commissioned officer of the Nigerian Army. The question that naturally arises from this is, which academic records did he use to join the army and on the basis of what was he promoted? Was he able to join the army and earn promotions on the strength of his ethno-religious background? Was it the quota system at play? Were entry requirements lowered for Buhari in 1962 when he entered the Nigeria Military Training College, the precursor of the Nigerian Defence Academy? What documents did he submit in the last three presidential election contests? The answer to this last question is that in the past, the rule only required a candidate to fill his qualifications, but that has changed. The rule according to Form CF001 now requires a candidate to not only fill his qualifications, he must attach photocopies of such. This was where the cat was let out of the bag. Instead of Buhari attaching his certificates as the rule requires, he ran to swear an affidavit that his documents were with the Military Board. Even if he merely filled his qualifications in the past, what were his claims? Did he swear to an affidavit to buttress those claims? If he did, won’t he then be guilty of perjury?
There are so many puzzles and fog surrounding this issue of Buhari’s certificate requiring urgent clarity. Ironically, the party that is riding on the crest of change and its candidate who has been rebranded and presented to Nigerians as a saint and the new face of change appear unwilling to subject themselves to the most basic requirement of transparency and the minimum legal requirement for eligibility. The sincerity of the change agents has been put to test, and instead of demonstrating that its “change” is not just a hollow sloganeering mantra, the APC has been foot-dragging and fiddling with the intelligence of Nigerians. And if I may remind APC and Buhari, “no one ever gets missing on a straight road.”
I have heard some people say, whether Buhari has a certificate or not, doesn’t matter, since a certificate is not what is required for one to provide good leadership. Well said. But my problem with that position is that it violates the law of the land. The more scary part of that preposition is his supporters’ willingness to tolerate this clear act of fraud by giving Buhari exemption from criminal liability of possible forgery and perjury while accusing others of corruption. And even arrogantly selling his candidacy on the strapline of integrity and unblemished record.
Now, how did Buhari spend his time before he was made chairman of PTF and after its dissolution? Has it even occurred to anyone that Buhari has never leveraged his influence and status as past head of state to support any worthy humanitarian cause such as eradication of polio, meningitis and even guinea worm that was very rampant in the North? Can anyone recall any forum where Buhari spoke to youths across ethnic and religious divides in an inspirational manner? Did he ever get invited to deliver any lecture anywhere in this country apart from Islamic events? Please, let someone correct me if I am wrong. Yet, this is the man who wants to change the fortunes of Nigeria, 30 yearWs after he left office as military head of state.
If the on-going controversy surrounding his certificate and his reluctance to clear the air with evidence is anything to go by, what legal and even moral grounds does he stand to aspire to the highest office in the land - when he cannot even meet the basic requirement of presenting his certificate? If proven that he has no secondary school certificate, then he may have perpetrated the greatest fraud in the military/political history of this country, and everything he has ever stood for will have no foundation anymore.
Think for a moment what the APC and its satellite groups - pro-democracy activists and our so-called constitutional lawyers would have done if a member of another party was the one accused of not having a certificate. All hell would have been let loose. They would be issuing statements everyday calling for investigation. But since this controversy broke, not a whimper from them. We have not heard that 60 lawyers are queuing up to defend the constitution against a possible breach by Buhari as they did to defend Speaker Aminu Tambuwal when he defected from his party, the PDP, and refused to relinquish his position.
Buhari by not producing his certificate means nothing as long as he is in APC. Talk of one nation, two moralities.
Credit :http://www.thisdaylive.com/articles/buhari-one-nation-two-moralities/199605/ Beautifully articulated! Bottom line is that something is clearly wrong with whatever certificate Buhari used in joining the military. It appears some sort of fraud was committed, accounting for the various inconsistencies in what was recorded against Buhari military records, and statement of result issued by the Kastina Education Board.
Now the bigger issue is who is responsible for transparently clearing all the confusion? Buhari no doubt should be at the forefront of this, as this issue keeps eroding his 'integrity', while also depriving Nigerians the opportunity to move on to more cogent electoral matters/debates.
PDP also appear to be gaining a lot of traction by continually reminding Nigerians that "Mr. Integrity" is indeed "Mr. Forger" and "Mr. Perjury" who fraudulently benefited from the military. Allowing the matter to linger hurts Buhari/APC more than it does PDP! It is therefore in the interest of PDP to continue to raise the matter at every opportunity, even if only to cause embarrassment!
In the unlikely event that Buhari becomes President, Nigerians and indeed international community will remember and view him as the dullard who scored F9 in mathematics and woodwork, among other tags which he is synonymous with. |

Caseless: your posts suggest exactly this. Again, if you are so smart like you claim, why did you go back to to the past, dug up what was said over 50 years ago, you crested it on your signature field in red font? Smart what are you trying to achieve with that? Are you this vindictive? I don't care what my post suggest. What I know is that I don't support PDP, I support GEJ, Obiano, Oshiomole, and Apkabio. If they happen to be PDP so be it! The problem you have with my signature is nothing a bottle of crude oil and detergent mixture cannot fix. Go on son, give it a try. Take a sip |

Eziachi: So Mr educator, when you listen to Patience Jonathan, does she sounds to you as one that has ever completed and submitted a project work in the University, except University like University of Port Harcourt maybe? What position is Patience Jonathan contesting? And what has project work go to do with spoken english? |

Garrithe1st: Taharqa, PointB and the rest Pdp e-warriors, kindly go through the link provided and see how Jarus organized the last debate we had here in 2012. His role is limited to coordination and planning of the debate.
I wonder how you think he can influence the outcome of the debate as ultimately it's the readers who will determine the side that presents a more convincing argument. PointB gives no damn what jarus is! And PointB does not support PDP. I am way to smart for that! |

Eziachi: Maybe you haven't heard of African most revered leader of 20th century Patrice Lumumba. He did not even finish his primary education. Can you compare Jonathan PHD with Patrice Lumumba? What has PHD in the research of prawns and crabs got to do with leadership? Like I kept saying, my interest in this issue is not about Buhari and Jonathan or their parties but wider implications of what politicians personal interest can cause. I have no shred of doubt that Buhari went the school he went and obtained the certificate we have a copy. Even he doesn't, all his army training had made the noise about his secondary schools certificate irrelevant. You are missing the point! If he didn't have the relevant qualification to have joined the army, or if he forged those qualifications, then he had no basis for whatever he did in the army. It should be stripped off him. And by the way, it is not about PHD in prawns and crab, it's about a body of knowledge, about exposure to methodology and systematic way of doing things, cleverly inserted into the universty education system but absent in the secondary education system. Anybody who has ever completed and submitted a project work in the University will tell about this. |
