Ehyah! At the end of every month, they are expected to Bill upto the amount of energy that was supplied to them by transmission. Example, if a feeder receives 1000mwh of energy, they are expected to Bill all the customers on that feeder that amount of energy. If they deduct the energy for customers that have both prepaid and postpaid meters, the remaining is now shared among those that don't have meter.

You got it right. I think the reason why customers are getting very high estimated bills is because their neighbours who have prepaid meters are bypassing their meters or adjusting them. The estimated bill clients are basically paying for their neighbours' electricity consumption. And instead of the DISCOs trying to catch the cheaters, they find it more convenient to just recover their loss by over billing some clients.
