Oyedepo can not say that, but if truly he said that, then he needs to be investigated and give account how he has been spending and managing the resources contributed by his church members. Nice. The essence of feedback is to correct, and you can't really correct an adult by raising your voice. You can only correct an adult by letting them know the implication of thier actions. Any altercation with her would be a win on her side cause it embolden her, bring you down to her level, and most importantly, it'll cast a shadow of doubt on your year-end evaluation of her because she could claim you're witch-hunting her cause of the fight. The mere fact that her progress in the organization is dependent on your feedback to the management should be enough to keep her in check. And if doesn't, do what you must and do not feel bad about it.

It is wrong to shout at anyone at work, boss and subordinate alike. Again, what people consider as shouting is subjective. You said you were pointing out her wrong doings, but you didn't tell us how. Pray tell, how did you point out what she did wrong? Was there a reason why she was criticized in the presence of others? Most importantly, can others attest to the fact that you were neither rude nor raised your voice at her? If they can, then you have nothing to worry about. HR knows the employees and they know what each is likely to do. If you're not the shouting type and if she's the problematic type, they'd know how to handle it. This shouldn't stop you from being the leader that you are or make you treat aby differently.

It seems at some point I raised my voice but not literally the way she did as if we were in a market place....my reaction is a build up of frustration of the girls other past work related misbehaviour.,...hope to wake and handle things better going forward

Today while correcting a subordinate at work on what she did wrong, she shouted at me out of blues in front of other staff members claiming that I was shouting at her, while all I did was point out what she did wrong......A few minutes later she's already at HR accusing me of repeatedly shouting at her....

It's the first time I'm experiencing this, having not done something similar to any of my bosses before, I'm at loss at how to deal with this. HR has asked me to send in my report so they can follow it up, but I don't just know if that will take care of the root cause of her actions today
