How can you pay 360,000 personel with 2B dollars It simple maths. There is no way you can pay more than kenya. Kenya 30K forces can beat Boko Haram in a week - because they are very motivated with good salaries ( starting from around 400 dollars - with majors earning upto 3000 dollars per annum - generals earning upto 10K usd per month) - they also have latest equipment - if they die in war - their families get paid about 80,000USD as life insurance - therefore they are well motivated - they are disciplined - they are required to have military degree or be promoted every 8 yrs or they go home. I don't think any of current leadership understand technology to have a vision of this with clarity that someone like Bitange Ndemo has. Maybe they give it to Michael Joseph - and he will have the credibility having created Mpesa - to attract global tech companies. EKO CITY is failed project. There is already real estate glut in Lagos lasting many years because again - you cannot just build tall office blocks without formal economy. Filling up one is not a easy job. You don't just recreate Dubai or NewYork without the economy to support it. Now let talk Konza city - TECHNOLOGY CITY - once we get horizontal infrastructure done - we will invite the global tech companies and research institution - to set up their campus there - we already have data center - best of electricity - fiber - and name it. Why not complete Eko city before starting many new ones. Konza city once horizontal infrastructure is done - about 50 percent now - will fly. The reason is simple - Gov is giving out the Land for FREE - as long as you're tech or research company. So imagine for investors - getting free land with all utilities sorted. Obviously nobody sane will go to Eko CIty and buy land for 10M dollars..when there is free land in Konza City. Land connected to electricity that will never go down, with best fiber connections, water, sewers, storm drains, name it. See the kind of massive work being undertaken by Italians to get world class infrastructure. You know we can simply reduce our budget to Nigeria kind of level - for us that would be having 10B budget - pay our teachers 75 dollars a month like you do - pay our army majors and general 400 dollars like you do - the salary we pay our army recruits in training - we can stop development -capital investment - or deliver projects at such slow pace - it come to fruition 30yrs later if at all - we can go on and on. We can definitely shut down all the power stations and have everyone buying their own generator if they can afford - or sweating like a pig in darkness if they cannot afford.We can even allow kidnapping to become part of us - but we choose to resource police better - they use brand new car every day that is expensively leased - and if it develop a small hitch - car companies rush with new one - police get better pay, have life insurance and housing - all these cost money. Study the law of averages - and your overcooked gdp will be self-evident. I expect Nigeria if it was indeed 400B dollar economy to be collecting 15-20% of its gdp as its revenue - as most countries at that level of development do. Even poor Benin or Niger I bet are there. Therefore when you collect about 3-4 percent - that huge outlier - and it can only mean you've overestimated your GDP - or you do not tax at all like Saudi Arabia and the Arab rich oil states. We of course know you desperately tax as much as any country. For Nigeria to get 20% of GDP to tax - it mean collecting 80B dollars! Do you see that happening in your lifetime. That is where Kenya is - and with 80B - it mean you can have 100B dollars plus budget - enough money to provide basic infrastructure, do serious social investment, pay for gov services, and repay debts. Kidnapping, insecurity, oil pipeline vandalism, secession movements - will be history - because your security forces - will be well armed/resourced to respond to any such internal threats. For Nigeria to get say UK or France level - it mean collecting 160B dollars - and to get to Nordic nearly 200B dollars. You cannot squeeze water from a rock. Nigeria economy simply cannot generate significantly more taxes than it does. It cannot tax your poor herdmen of Kaduna and expect to get money. Kenya at it's level of development will play around 20 percent of GDP to revenue - the same is true for countries at that level. South Africa and Magreb will play around 25 percent. Developed countries where compliance is very high play from 30 percent and above. Nigeria playing aroud 6 percent tell you - the economy is at least 2-3 times overcooked. Oil Sludge - I bet you have heard of it. Sludge is just a word to describe the nature of the material. Should we call it crude oil for you to understand. What you transport in Ghana is untreated - straight from your cesspool - to the Atlantic or some forest or treatment plant - it is why cholera epidemics have happened a lot in your country. What they have in New York or my town is a different problem- disposing of treated sludge - water has been squeezed out - bacteria killed - this now safe (if unlike Ghana it doesn't have heavy metals) - and can be dumped anywhere. NO SANE COUNTRY WILL ALLOW TRANSPORTATION OF UNTREATED SLUDGE or MAKE IT A CORNER STONE OF THEIR SANITATION. Your country is therefore a joke. So because there is permit to transport sludge that mean NewYork run on network of soakpits and cesspool like Lagos or Accra. Please do not be a slowpoke like you friend who just argue for it's sake. What is so difficult to build underground sewage using concrete pipes - it's one of cheapest investment infrastructure wise - and nearly every town in Kenya has it. Why would a city envisage a situation where you transport raw sewage? Leaking bacteria and spreading disease all over the streets? What happens in accidents.
