In kenya they cant. The polling station final declaration CANNOT be altered even if you can see a mathematical error. Doing that open room for mischief. It simply NOTED DOWN. That polling station has error of this nature - and used it as it. If a problem is serious - it's excluded from the tally

The const tallies and national tallies can be altered if an error is spotted because they are not the primary document.

If tally error is made at polling station level, the error can be corrected at the constituency level where all polling station results collated after general recount is done.


After that recounts is done and the results sent to the national level, no one can make changes again unless the candidate ask for a recount of that constituency again.

It's very low risk - than giving someone in Nairobi powers to alter large figures. The max votes per polling station cannot exceed 700.
The pros and cons were adjudicated until supreme court I think.
The court finally declared what had been declared in every polling station is FINAL. If there are issue - you file a petition.
The biggest mischief the president appoint 7 commissioner after long process of vetting/interviews - you give them power to alter results in name of correcting errors - they can get us into big problems.

Kenya Election update.
Post 2007 rigged election - Kenya has made many strides that makes election very hard to rig at any serious scale.
We first invited the South Africa Boer Judge Kriegler, some Ghanians and Zambia to - an international commision of inquiry to study what had gone wrong.
The famous Kriegler Commision Inquired into all aspects of the 2007 General elections with particular emphasis on the presidential elections.
And it came with many recommendations that have been implemented.
That dealt with all rigging scenario except one last piece.
Most rigging use to happen in Nairobi - back office of the election commission - where figures were altered or corrected.
The famous Maina Kia & others high court ruling of 2013 declared that polling station is FINAL.
That means IEBC - commissioners at Nairobi - are USELESS.
Each polling station has max of 700 votes - mostly under 500.
Even if there are errors in polling station declaration - they are FINAL.
This makes it incredibly hard to mess with election - because you'd have to alter 46,000 forms in all the places.
After counting - the results are pinned on the wall, each party agent get a copy, another copy is sealed in the ballot, scanned one is immediately send to const and HQ in Nairobi, and the original is taken to Const - talled to generate form 34B - and then taken to Nairobi.
In Nairobi - each polling station ORIGINAL FORM A is verified - against agent copies & scanned copies - and of course security features.
Impossible to rig Kenya presidential election in any scale

You're wasting time...FORM 34 A - has no "errors" and even if it has - cannot be corrected except in Supreme Court.
Form 34Bs - no one has tabulated them - they are not all out. That error was noticed by a hawk eyed Journalist
Show me one Form 34A - that has been corrected. They cannot. We know many in Luo Nyanza where Raila got 108% of the total votes.

(Const Aggregated by RO) Form 34B - are not yet fully been released-257 of 291 - with about few with issues - so so we about 250 out of 290

There's no way total cast votes for President can be different with the ones for Senators and Governors in county. In Nyeri County for example 310k people voted for President, 309k voted for Governors, 340k voted for Senators and 305k voted for Women rep.
