In the budget area, my job entails monitoring budget implementation. We also make sure that the state derives value for whatever expense and advice the governor, especially where we feel that the expenses do not match the budgetary provision. This is when it is at variance with what it should be or where the project is not aligning with the provisions of the budget and the focus of the government.
On the procurement side, we ensure the pricing of projects are in line with acceptable norm, that they are not overpriced, and the state derives value from those implemented.
*There is controversy about so many states borrowing carelessly, how has your work impacted Anambra State?*
In 2015, because of our activities in the area of budget, Anambra came first in the entire South East and second in the country on the implementation of International Public Accounting System. What that means is that Anambra keyed into transparency initiative and that all our accounting and budgeting systems have been patterned to meet international standard. It also means we have adopted the same standard used in the United States and UK. Therefore, if we are using the system by countries that are standard yardsticks for measuring transparency and accountability, that will tell you the type of system we have put in place.
Secondly, in the procurement circle, we are implementing the law guiding public procurement to the letter. It requires the establishment of a bureau and we have done that and are also putting into place electronic means of procurement, which will help eliminate issues of corruption and fraud. What that does is that, in the comfort of your room, you can access the contracts we have awarded, who we awarded them to, the scope and cost. With this e-procurement platform, you can, as a citizen, cross-check what we are doing.
I can hold my head high and say that I am working with this government. One great thing about this administration is that this is the first time the governor of the state has a clearly stated blueprint, mission and vision.
*Is the blueprint part of Vision 2070?*
The essence of Vision 2070 is to expand this blueprint, incorporate new things and adjust to the dictates of the dynamics of a global economy.
*The younger generation is clamoring for an opportunity in the nation’s political leadership positions; as a relatively young person, what is your take?*
I believe that the older generation have done their bit. They have ruled us from independence till this moment and, like I said earlier, the running of government is changing and the nature of economies are going to change too. Most developed countries are moving into things like e-governance and it is not for the old generation.
*Where do you see Anambra State in the next 20 years?*
I see the economy of Anambra growing bigger than that of Lagos. This will be made possible by the coming of Onitsha River Port and the cargo airport. With these on ground, we expect massive economic activities. Another thing that will grow the economy is gas. There is a prediction that oil and gas will fizzle out soon. To me, it won’t be so in most of the third world countries. However, even if oil becomes less relevant, gas will still be a major resource in the economy Igbariam in Anambra State is sitting on trillions of metric tons of gas reserve that can feed the whole of West Africa, and Ibeto petrochemical is already building a gas handling plant. We are also expanding agricultural activities. At the inception of Governor Willie Obiano’s administration, we met 80,000 metric tons of rice production in this state and in less than four years, we have been able to move it to 338,000 metric tons with a projection that, by the end of the year, we will start getting about 480,000 to 500,000 metric tons. It shows you the speed at which we are moving. Still in agriculture, we have boosted cassava production and by the time we adopt full mechanization, we will be one of the biggest exporters of cassava and rice in this part of the world. Another area Anambra is endowed is in that of industries. Nnewi people have a knack for manufacturing products like Taiwan. There was a time Nnewi was the Taiwan of Nigeria but due to power issues, some of those industries closed shop. But that does not mean we cannot repeat that process today. We can use gas to develop an independent power plant that can power factories in Nnewi and Onitsha, so our industrialists can go back to what they know best. The state is also endowed with the knowledge of trade and commerce and what we need to do is provide enabling environment for our businessmen and women, and you will see them excel. I see an Anambra State where the size of the economy will move from its current GDP of about N4.8 trillion to about N20 trillion. *As a financial expert, what necessary economic steps should Nigeria take to avoid a possible crash of the economy considering the level of inflationary trends and unemployment in the country?*
Let me just mention one or two. Once you are able to fix power, every other thing falls in place. Secondly, is agriculture, which is the highest employer of labour. Fixing power, as long as I am concerned, is simple. We have gas deposits all over the place. Use that to generate power. Once this is in place, every other thing falls into place. Nigerians are very hardworking people, so just lay the foundation for them and you will see them grow. *How prepared are you for higher leadership positions?*
Leadership is nothing more than your ability to lead by example, and then being able to use others to achieve your goal by ensuring that you delegate assignments, monitor it and have people buy into whatever you want to achieve. My work in the bank positioned me for that. In the private sector, you are given a target and you can’t just achieve your target without the support of other people, and if you don’t treat those people well, you can never achieve your target since you can’t be everywhere at the same time. For you to do this, you must treat the people working with you well, lead by example and understand their feelings at any given time. So for me, leadership is about leading by example.
*Power rotation will be a major issue in the coming Anambra governorship election; what is your view especially with regards to the argument that it encourages mediocrity?* The good thing about zoning is that it gives everybody a sense of belonging and opportunity to contribute their best. A man of God and General Overseer of Heavenly Ambassadors World Evangelical Mission Inc. (HAWEM), Apostle N.K Freeman, has been arrested for impregnating his teenage church member in Abuja[color=#000000].[/color] . It was gathered that the 20-year-old girl who serves faithfully in the prayer department of the church confessed to have been cajoled to a hotel for coitus by the infamous pastor (known for messing around with female congregants). . “This isn’t the first time this married man is doing this. A 67-year-old man, Abraham Olayinka, has been rescued alive after jumping into Asa River on Abdulwahab Folawiyo, Unity Road, Ilorin, Kwara State.
PUNCH Metro gathered that the incident occurred around 11.30am on Monday[color=#000000].[/color]
Traders within the vicinity, who saw him jump into the river, reportedly drew the attention of security men around the area to the incident.
Our correspondent learnt that a commercial motorcyclist, Mohammad Abubakar, in response to the call for help, jumped into the river together with some fishermen.
They were said to have rescued the victim from the river.
The Head of Media and Publicity of the Kwara State Fire Service, Hassan Adekunle, who said the victim was rescued before firemen arrived at the scene, said Olayinka was unstable when he was first brought out from the water.
He, however, said the sexagenarian was revived and taken to a hospital where he was stabilised.
Adekunle said the victim refused to state the reason for attempting suicide despite the pressure mounted on him by the fire service.
However, PUNCH Metro gathered from some residents that Olayinka recently lamented about losing N30,000 to some thieves and that the money belonged to a friend[color=#000000].[/color]
The commercial motorcyclist who rescued him, Abubakar, said, “I was riding along this area when I saw people gathering around the river bridge. I decided to stop to see what was actually going on, and I was told the old man jumped into the river and there was nobody to help him.
“When I discovered that the old man was still breathing, I waited for a moment to get police permission to rescue him and I immediately jumped into the river.”
The Panel of Inquiry and Restitution set up by the Lagos State Government to look into cases of human rights abuse by men of the recently-disbanded Special Anti-Robbery Squad opened hearing on Tuesday with four cases.
First was the case of one Mr Okoliagu Abunike, a father of five, who narrated to the retired Justice Doris Okuwobi-led panel how he was in 2012 arrested by policemen from Ojo Police Station at the instance of his boss, who accused him of embezzling company’s funds[color=#000000].[/color]
According to him, the cops at the Ojo Police Station, after beating and humiliating him by tearing his clothes and parading him round Alaba Market, handed him over to SARS men, who detained him at Ikeja for 47 days.
He said men of SARS, including one Inspector Sunday, alias Baba Ijapa; and one ASP Haruna, tortured him so much so that two of his teeth were extracted.
Abunike said, “My family didn’t know where I was. When they eventually knew and my mother and wife came to SARS office in Ikeja, they beat up my mother and wife in my presence.
“While I was in detention, they took over my house, they sold all my properties, including my Acura jeep, 17KVA generator, my inverter, my three blackberry phones and my land.”
He said after spending 47 days in SARS cell, he was hurriedly charged before a magistrates’ court after a lawyer hired by his family wrote a petition.
Abunike said on getting out of detention he filed a fundamental rights suit and Justice Ibrahim Buba of the Federal High Court in Lagos in 2016 awarded N10m damages in his favour against the police and his former boss[color=#000000].[/color]
Abunike, however, said four years after the judgment, all efforts to enforce it and claim the money had proved abortive.
Asked whether the magistrate court found him guilty of any crime, Abunike answered in the negative.
The panel admitted a copy of Justice Buba’s N10m judgment as an exhibit and said its decision would be made know in seven days.
The second case was that of one Ndukwe Ekekwere, who was brought to the hearing in a wheel chair by his mother.
Though his case could not be heard by the panel on the grounds that the SARS operative, who is the accused in the case was absent, Ekekwere told our correspondent that he became paralysed and was confined to a wheelchair after he was pushed off a two-storey building in 2008 by men of SARS.
While adjourning the case till November 2, 2020, Justice Okuwobi said although she noted the difficulty in bringing the man in the wheel chair to the hearing venue, it was necessary for the panel to give the accused SARS operative an opportunity for fair hearing.

The letter titled REQUEST FOR RECONSTITUTION OF THE GOVERNING COUNCIL OF THE NATIONAL HUMAN RIGHTS COMMISSION FOR THE DISCHARGE OF ITS FUNCTIONS WITH RESPECT TO CASES OF HUMAN RIGHTS VIOLATIONS IN NIGERIA read;
“I hereby write to Your Excellency as regards the above topic.
It has been brought to my knowledge via a statement by your Special Adviser on Media and Publicity, Femi Adeshina, that the Federal Government has accepted the 5-point request of the ENDSARS protests presented by well-meaning Nigerian youths.
"This statement went on to state that there would be an independent investigation Panel to look into the violations of Human Rights by the defunct SARS and other segments of the Nigeria Police.
Quoting Mr Adeshina's statement : "The Forum agrees to the setting up of this independent panel by the National Human Rights Commission within the next one week"
It is pertinent to note that Section 5 the National Human Rights Commission (Amendment) Act 2010 empowers the National Human Rights Commission itself to receive complaints and investigate all alleged cases of human rights violations in Nigeria and make appropriate recommendations to the President.
The detailed and concise provisions of this Section adequately empower the Human Rights Commission to look into these cases by itself. The Commission need not set up another panel for the exercise of its functions.
More importantly, the National Human Rights Commission ought to have a Governing Council under Section 2 of the National Human Rights Commission (Amendment) Act consisting of the following people:
(a) a chairman who shall be a retired Justice of the Supreme Court of Nigeria or the Court of Appeal or a retired judge of the High Court of a State;
(b) a representative each of the following Federal Ministries- (i) Justice; (ii) Foreign Affairs; (iii) Internal Affairs;
(c) three representatives of registered human rights organisations in Nigeria;
(d) two legal practitioners who shall not have less than ten years post qualification experience;
(e) three representatives of the media, at least, two of whom shall be from the private sector;
(f) three other persons to represent a variety of interests; and
(g) the executive secretary of the Commission. As it stands now, the National Human Rights Commission has remained without the Governing Council since 2015 and still remains without it. The unfortunate circumstance has led to the aggravation of human rights abuse.
According to Section 7(3) of the National Human Rights Commission Act, the Executive Secretary of the Commission does not have the power to act without a Governing Council.
In the light of the foregoing, I hereby call on Your Excellency to immediately reconstitute the Governing Council of the National Human Rights Commission and to do so publicly as well as transparently in order to restore the confidence of young Nigerians in your proposed police reform process.
Failure to do this would force young Nigerians to believe that the continuous refusal to re-constitute the Governing Council of the National Human Rights Commission is a deliberate attempt to mislead us into thinking genuine efforts are being made at reforming the Nigeria Police, when in truth the opposite is the case.
