When the ball was shot-crossed, the Man U players were offside. So that is the first event (the offside when the cross was made) before the second event (the own goal).

Rooney was not interfering with play.
He wasn't even OFFside as he was levelled with Birmingham's last man.

Hence the first event should have been taken into account before the second event, moreso because:

1) the second event was an action that was undertaken to avoid an outcome of the first event i.e. the defender touched the ball to prevent a goalscoring chance as, if the ball had passed him, the Man U players would have had a tap-in (considering that the shot-cross was not goal-bound in the first place). Hence the offside was interfering with play.

A player must touch the ball or block the line of vision of the goalie before he can be adjudged to be interfering with PLAY.
Rooney wasn't even in an OFFside position if he had touched the ball.

2) the linesman had initially flagged for the off-side but due to pressure from Man U ( and we don't know if it is fear-intimidation or brown envelope one ) he then changed his mind.
